Danish Refugee Council (DRC) is an International non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. Danish Demining Group (DDG) is the mine action and armed violence reduction unit within DRC and focuses on assisting communities deal with the threat of landmines and other explosive remnants of war.

DDG has been operational in Libya since 2011 focusing on the protection of the displaced and conflict-affected population. DDG maintains a presence across Western and Southern Libya and works through its implementing partner in Western Libya. Due to the situation in Libya DDG’s strategy invests heavily into the capacity development of its national cohorts.


About the job
The Technical Adviser has the primary function of providing technical advice to the national staff under his/her responsibility. The purpose of providing this technical advice is to develop the capacity and technical knowledge of the national staff within DDG and other implementing partner. The objective of building technical knowledge and capacity within the national staff is to ensure that the correct and safe Mine Action practices are followed and sustainable supervision and management capacity is developed within the organisation.

It is important that the TA does not take over tasks and responsibilities of the national staff under his/her supervision, but rather monitors and ensures that these tasks and responsibilities are carried out correctly, efficiently and effectively. The TA is to develop staff capacity.

Due to the situation in Libya, the Programme Team is managing remotely the operations from Tunis and does QA visits into Libya based on situation on the ground. If Security situation allows, Team will redeploy to Libya.


Responsibilities
The TA is responsible for all operational aspects of his/her assets including the following

a. Daily management and supervision of the operational activity
b. Planning, monitoring and evaluation of all MA activities including:
i. Assist the OM in the planning and tasking of operational assets
ii. The deployment of operational assets
iii. The monitoring of procedures and quality assurance of operations
c. Ensure that priorities set by the programme and LibMAC are met and the requirements of the Donors and beneficiaries are taken into consideration
d. Mentor, manage, monitor and supervise the national staff ensuring that they carry out their duties in a responsible manner in accordance with SOPs and their job description
e. Monitor and analyse productivity and report back with recommendations for improvement
f. Deliver and monitor where applicable training to build capacity within the national staff in consultation with the Operations Manager.
g. Internal quality assurance of EOD and NTS teams and providing corrective action where necessary.
h. Implement security measures in accordance with the security plan and coordinate with the OM/ PM.
i. Support capacity building of local NGO partners through training and mentoring


Reporting
The TA reports to the Operations Manager. Team leaders and other field staff will report to designated TA for defined periods and deployments.

The TA is responsible for the following reports
a. Weekly progress reports to the OM
b. QA reports to the OM
c. All task specific documentation in accordance with SOPs


Qualifications
Substantial documented professional Technical experience in Mine Action
Minimum of EOD Level 3
Basic first aid
Basic radio communication skills
Command of most common methodologies to identify, assess and monitor activities, with proven record of achievements.
Strong administration and organizational ability
Excellent management and personnel skills – a calm and diplomatic disposition will be preferred
Ability and flexibility to understand the cultural and political environment and to work well with the local authorities
Ability to work independently and still be a good team player
Good computer skills including Excel and Word
Willingness to live and work in remote and isolated area under basic conditions
Fluency in spoken and written English

Preferred experience
Experience – or interest in – humanitarian/development work
Background in training
Working experience in the MENA Region, especially Libya

We offer
Contract length: 12 months, with the possibility of extension.
Salary level: B3-B5 (base salary, plus Per Diem, Location Allowance, Explosives Allowance, regular Rest & Recuperation benefits, comprehensive insurance)
Duty Station: Libya – Benghazi and Tripoli
Start date: As soon as possible

Annual home leave and pension are included after one year of employment.
Start date: As soon as possible.
