UNDP - Senior Local Proj Coordinator


Background
The EU funded UNDP project ‘Strengthening Local capacities for Resilience and Recovery’ is a three-year initiative aiming at supporting local authorities in Libya to respond to the many conflict and human mobility induced challenges - by strengthening the local resilience and recovery mechanisms - that impact negatively citizens’ access to essential services, sources of livelihoods, the social cohesion and security of communities. The three outputs will be delivered primarily in targeted municipalities through direct support by UNDP, in cooperation with CSOs and INGOs and government institutions as well as other development partners active in targeted municipalities.

Under the guidance and direct supervision of the Project Manager the incumbent support the effective and efficient management of the programme through a range of actions contributing to the design, planning, management and monitoring of the activities. The Senior Local Coordinator applies and promotes the principles of results-based management (RBM), as well as a client-oriented approach consistent with UNDP rules and regulations.

The Senior Local Coordinator will be based in Tripoli and will be responsible for overall interaction with the Ministry of Local Governance, ensure coordination with other line ministries (education, health, social affairs among others). The Senior Local Coordinator will be also responsible for collecting and summarizing information from engineers and field coordinators to produce weekly update for the EU and the representatives of the Steering Committee.

Duties and Responsibilities
Summary of key functions:

Contribute in the day to day management of the project activities
Coordinate all regional coordinators and engineers
Provide support in ensuring effective implementation of the project activities
Function / Expected Results

Contribute in ensuring the day today management of the project activities focusing on achievement of the following results:

Provide support in the implementation of the specified project activities in accordance with approved annual work plans jointly formulated with the beneficiaries.
Contribute in Identifying the capacity building needs with beneficiaries, draft terms of reference and engage experts for project training workshops and meetings
Assume responsibility for the practical coordination of and infrastructure rehabilitation project activities and resources (human, financial, physical / material assets, etc) in order to meet expected results.
Provide assistance to municipalities for designing local development project drafts as well as work on the quality of the concept papers, proposal outlines and agreements in close cooperation with local partners.
Assist and consult the local authorities and community groups (in cooperation with local coordinators/engineers and project management team) in assessing, preparing and supervising qualitative carrying out of civil works, contract fulfillment monitoring and periodical performance evaluation during projects’ implementation process.
Draft TORs for staff and consultants, procurement of goods and follow up recruitment process with CO.
Coordinate and facilitate communications between UNDP and implementing agencies
Develop, maintain, and intensify contacts with international and local institutions and trainers on issues related to capacities strengthening
Prepare and deliver all necessary financial and operational revisions and reports
Disseminate work plans to project staff and ensure their full comprehension;
Contribute in the maintenance of and developing contacts with international and local institutions and trainers on issues related to capacity strengthening focusing on achievement of the following results:

Assist in Identifying the capacity-building needs of MOP
Draft and provide administrative management and support in all related contractual agreements of the project;
Provide support in drafting, implementing and monitoring the Capacity Building program budget including identifying, negotiating and implementing training program initiatives.
Coordinate with MOP, UNDP and Consultants on issues related to contracts, trainings
Provide travel assistance to participants in close coordination with other colleagues;
Contribute in ensuring timely reporting to government and donors:

Draft regular progress and final reports based on inputs provided by project staff; and prepare other donor and communications briefings;
Establish in-house monitoring and evaluation systems as well as monitor and follow up on local development projects progress according to UNDP procedures related to civil works.
Ensure timely submission of financial and activity reports by communities and sub-contractors and ensure harmonized reporting by recipients on key performance indicators
Apply UNDP programming tools and policies as explained in the Results Management Guide. Keep abreast of UNDP programming practices and maintain an optimum level of knowledge by continuous learning.
Contribute to the preparation of qualitative work plans and financial progress reports related to the community development projects as may be required by the Project Manager.
Contribute to the wide dissemination and visibility of project achievements. Support mechanisms for exchange of information, experience and lessons learned at the local and national levels.
Maintain close coordination with assigned project partners, helping at ensuring synergies and avoiding overlaps in project implementation.
Impact of Results:

The key results have a direct impact on the overall successful achievement of the Strengthening Local Capacity for Resilience and Recovery Project. Accurate analysis and presentation of information enhances UNDP’s position as a strong development partner. The information provided facilitates decision-making of the Project Board, the Beneficiary and UNDP management.
