RH Field Coordinator in Tripoli



UNFPA Staff - NOB



Under the overall supervision of the UNFPA Libya CO Head of Office, the RH field coordinator helps coordinate and implement reproductive health programming and RH services in crises and post-crisis situations. The incumbent also contributes to the procurement and delivery of emergency medical supplies and equipment, orients on RH related issues and assist in assessing and monitoring the RH needs of the population in his/ her region.







Programme Development and Implementation



Contributes to (with the logistics or procurement officer and the RH coordinator) forecasting and estimating the needs for RH commodities and drugs and monitor their distribution and utilization by the end-point user.



Coordinate with relevant stakeholders training sessions on reproductive health in his/ her region (for health care providers, community services officers, security personnel, refugee/IDP population, host population, etc.)



Provide technical support to UNFPA, Implementing Partners, and both regional and national authorities in planning and implementing RH/HIV and AIDS programs.




Provide technical and programmatic support to the Implementing partners for a smooth implementation of UNFPA RH activities.



Explore opportunities and entry points for UNFPA to design RH/HIV interventions for specific at-risk/vulnerable groups affected by a crisis, e.g.: migrants and refugees, displaced, returnees, persons with disabilities, etc.



Assist in developing/adapting and enforcing protocols for selected RH interventions (such as syndromic case management of sexually transmitted infections (STIs), referral for emergency obstetric care, medical response to survivors of sexual violence, counseling and family planning services, etc.)



Assist in designing initiatives targeting the needs of adolescents related to RH/HIV and AIDS.



Coach and support COs to strengthen the implementation of RMNCAH strategy and Humanitarian RH priorities and to assess progress towards achievement with technical tools and approaches, and to accelerate implementation of activities.


Support the CO on the coordination of humanitarian issues and to prepare progress reports and SitReps, as required.


Partnership:

Attend Health coordination meetings and provide regular updates on RH activities to UNFPA and MoH.

Maintain a working relationship and share relevant information with partners working in the area of RH/HIV&AIDS in her/his geographical area.


In close collaboration with the UN Agencies and other partners, assist the CO in preparing for a reintegration of IDPs/returnees.



Liaise with UNHCR and IOM field protection and health teams to provide RH services and commodities (i.e. male and female condoms under the existing UNHCR condom partnership) for migrants and refugees.



Support the provision of GBV case management and the fluent functioning of the SGBV referral to health services.







Monitoring and Evaluation:



Monitor RH/HIV&AIDS assistance provided by UNFPA through implementing partners to crisis-affected populations, in particular, IDPs/returnees, and ensure adequate RH/HIV&AIDS requirements are being met.



Conduct regular monitoring visits and spot-checks with partners.



Monitor the distribution of RH commodities and drugs and share information with UNFPA, coordinating agencies and MoH as needed.







Any Other Duties



Perform any other duties as required by the Representative and/or Head of Office, RO/SRO, and HQ.







Qualifications and Skills required:



Advanced university degree in medical sciences, midwifery, Public Health, or relevant Social Sciences.



02 to 05 years of relevant experience in Health management, or health service provision in the public sector in Libya and preferably in an emergency context (eg: implementation of the MISP).



Strong knowledge about the local health needs and relevant stakeholders in the targeted areas.



Ability to work with health collaborates in the region (Tripoli/ Benghazi/ Sabha).



Proficiency in English and in other official languages or the UN required/desirable.
