Under the line management of the TFM the Ambulance Driver is part of an EOD Team conducing Mine Action activities in the Area of Intervention assigned to the EOD team. The EOD team involves the location, removal and destruction of Explosive Remnants of War (ERW), marking Suspected and Confirmed Hazardous Areas (SHA/CHA) and carrying out Non-Technical Survey. The Ambulance Driver is tasked to assist the project by providing medical support by way of driving and being responsible for the Ambulance and transportation of injured parties in case of accident/incident. Medical support is a key service, which must be in place at all times while conducting mine action operations.





Responsibilities and Tasks Description



Ambulance Driver Tasks


Drive the ambulance; this is to be conducted safely and in consideration of road conditions.

Maintain the ambulance in a serviceable condition in order to respond quickly and effectively to a traumatic incident.

Undertake daily maintenance of the vehicle and report any faults or equipment deficiencies, maintains a mileage and fuel used log.

Be familiar with the route from the task site to the nearest medical facility included in the MEDEVAC/CASEVAC approved by the Medical Coordinator, and also to be aware of alternative routes in the event of road works, etc.

The driver is responsible for the security of the vehicle and its contents.

Maintain a network of the local maintenance organizations and local medical facilities

To drive and operate ambulance vehicle as directed to meet the needs of the project
1. Safely, with no accidents.

To ensure that all vehicles and equipment on his charge are properly serviced and repaired


1. Driver’s daily checks are carried out efficiently.
2. Only approved subcontractors undertake maintenance.
3. Company vehicle and driver procedures are followed.

To ensure that his vehicle(s) carries the necessary toolkits, communications, and other essential equipment.
1. Scales are maintained as per SOPs.
2. He is familiar with how to use all items of equipment safely and correctly.

To ensure that he is familiar with the MEDEVAC/CASEVAC plan.
1. His vehicle is equipped with medical kit and in traumatic equipment including in date drugs.
2. Knows the route and alternative routes to the nearest medical facility.

Monitor communications between Base/Ops and work sites.
1. Is aware of activities in Hazardous Areas.
2. Responds quickly and effectively to incident.

To ensure that all necessary data and reports are compiled and submitted as required.

1. Reports (daily checks, mileage and fuel logs) are accurate, on time and comprehensive, and distributed as necessary.
2. Investigations are undertaken when necessary, and full reports submitted.
3. Any necessary insurance claims forms are completed quickly and accurately.

Assists the medic in undertaking inventory check of trauma bag.
1. Trauma bag contents are in date.
2. Items nearing expiry date are identified and demanded.

To ensure that the organisation and any additional regional or contractual quality assurance measures are applied consistently in his project areas of responsibility.
1. Process Instructions are adhered to SOPs are applied.
2. HSE regulations are adhered to.
3. Security instructions are followed

Assists with Set Up and Preparation of CP and maintenance of the facility.
In accordance with SOPs

To ensure that he holds the national and international licences appropriate to the vehicle(s) being driven.
Licences are up to date and valid.

Smoking is not permitted in the vehicle at any time.
1. Cleanliness of vehicle.

The use of mobile phones is strictly forbidden while driving.

To undertake any other duties and responsibilities which may be assigned by his Line Manager.

To ensure the security of the vehicle at all times.
1. No loss of vehicle.
2. No stores, equipment or vehicle accessories unlawfully removed from vehicles.

Reports any damage to the vehicle or its accessories and other stores and or equipment contained within or stored externally.
Items are repaired and immediately replaced.

Ensures that safety belts are worn at all times.
Safety measures are adopted.
No incidents of injuries.

Required Profile



Education/Certificates/License


Primary school.

Professional driving license.

First Aid trained.


Languages


Excellent Arabic.

Spoken and written English an asset.


Experience


Minimum of 2 years professional experience, preferably in a similar role.

Previous experience with international or local NGO is desirable.

Previous work in Mine Action is desirable.


Skills


Experience of driving off road and under challenging conditions

Sound knowledge of vehicle mechanics and maintenance.

Close familiarity with the local terrain and environment.

Able to handle confidential and sensitive information.

Able to operate different means of communication (radio, satphone, etc).

Be able to work in a safe manner and as per SOPs.

Able to work as part of a team.

Strong interpersonal and intercultural skills.

A demonstrated commitment to high professional ethical standards and humanitarian values.

Clean Driving Licence is mandatory (Handicap International will require those undertaking driving responsibilities to undertake an internal practical test).


Work Conditions



TIME SCHEDULE



The working hours are normally the following:


Sunday until Thursday, from 08:00 AM to 16:30 PM with 30 minutes lunch break.


Working hours are suitable to be changed depending on the season and environmental conditions.



The employee could be exceptionally requested to work on Friday or Saturday. In that case a day off would be planned between Sunday and Thursday during the previous or following week.



Note that working time can go up to 48 hours per week if it is required by the volume of activities and requested by the supervisor or Chief of Operations. In that case the overtime will be considered as recovery time to be planned by the supervisor in the following days.

Base: Misrata

Line Manager: TFM however the Medic will be his first line manager.

Head of Department: TFM

Management responsibility: No


CONFIDENTIALITY



Through their position, the employee could have access to confidential information. Breaches of confidentiality will be considered as a disciplinary fault and be sanctioned appropriately.

THE SUCCESSFUL CANDIDATE



You will have previous experience with NGO’s. You will be diplomatic and possess strong communication and interpersonal skills. You will be sensitive to the needs of vulnerable groups. You will be fluent in English (written and spoken) and Arabic.



Should possess initiative, good communication skills, strong analytical skills and the ability to support others, evaluate and negotiate appropriate options and ability to work under pressure.



A PLUS: previous experience with related position is well required
