Adam Smith International is managing the implementation of the African Development Bank funded Libyan Leadership Project, also named “Tamayoz”. This project aims to engage future leaders from Libyan civil society, public, and private sector, and offer them a range of leadership and management trainings to build these skills, encouraging participants to improve their ability to collaborate between sectors. Tamayoz includes an e-learning component, which was completed by participants in 2017, Libya-based workshops, and a residential training in Tunisia.

Primary responsibilities: To support the project team in the design, preparation and delivery of the Tamayoz Libya-based workshops and the Tunisia residential training.

Secondary responsibilities: Advise the team on political developments within Libya, with particular reference to potential implications for project implementation, to highlight any risks associated with the project design or implementation strategy, and to ensure that the project is implemented in a culturally sensitive manner for the Libyan context.


KEY TASKS

1. Review the technical needs assessment findings and support the project team in identifying how these needs can be addressed by the planned course content. This will include a review of previous technical trainings conducted by other providers, and ensuring that lessons learned are documented, and shared with the project team.

2. Support the project team in the design and content of course content. This will include advice on the Libyan political context, quality check of training content, and supporting with research as inputs for the training content.

3. Support in the preparation of Libya workshops, including contacting participants, liaising with hotels and sourcing small items such as print-outs of training material

4. Support in the delivery of the Libya workshops, and help out with participants and/or trainers needs

5. Supporting in participants’ assessment (data analysis, helping to arrange interviews with participants, assisting in evaluating participants if needed)

6. Advise the Project Team of the political context within Libya, and how this might impact project implementation, partnership considerations, and engagement of participants from the public and private sectors, and civil society. .

7. Support the project team, and other partner organisations in communicating with Libyan project participants, and partner organisations when required. To attend stakeholder meetings with project team staff to represent the Libyan Leadership Project, and to support engagement with project’s partners relevant to the project, and ASI’s work in Libya.

8. Support the project team in identifying the more efficient, cost effective, and secure means for participants to travel to Tunisia for the second stage of the residential training, and support the team with other logistics planning for the residential course.

9. Monitor visa and documentation requirements for Libyan nationals to travel to Tunisia for the residential training, and to ensure that applicants are informed of these requirements (and any changes) in a timely manner to ensure their participation in the second stage of the residential training in Tunisia

10. Advise the team on political developments within Libya, with particular reference to potential implications for project implementation, to highlight any risks associated with the project design or implementation strategy, and to ensure that the project is implemented in a culturally sensitive manner for the Libyan context.

11. Other tasks as required and agreed upon with the Team Leader and Project Manager
