Roving Doctor (Obstetrician/Gynecologist) – Tripoli - Action Against Hunger


Job Overview

Action Against Hunger (ACF) is a humanitarian association founded in 1979, the organization operates in 47 countries in the fields of nutrition, health, food security and livelihoods, water, hygiene and sanitation, mental health and healthcare. In Libya, ACF is mainly implementing projects in the fields of water, healthcare and livelihoods. In order to implement its current projects, ACF is looking for profiles in lines with the following requirement and job description:

POSITION REQUIREMENTS

QUALIFICATIONS
Certified Medical doctor, specialized in gynecology and obstetrics
SKILLS & EXPERIENCE
ESSENTIAL · Minimum of 5 to 7 years of previous experience working in gyneco-obstetric,

· Proven management and coordination skills (HR, projects, and stress management);

· Good diplomatic and negotiation skills;

· Proven experience on leading active and motivating trainings, develop a good group dynamic, and facilitate the learning through adapted teaching techniques

· Fluent in English (professional English);

· Fluent in Arabic;

· Excellent verbal and written skills;

· Ability and willingness to travel regularly to the field sites;

· Working experience in Libya is compulsory

· Handling office and computer tools (Word, Excel, PowerPoint, Outlook, etc.) in his daily work

PREFERRED · Experience on Sexual and/or Reproductive Health preventive program is an asset;

· Experience in insecure context;

· Experience in conflict-related displacements and crisis contexts;

· Understanding of Social Behavior Change and nutrition sensitive programming;

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

Overall Objective

Improve access to Sexual and Reproductive Heath cares at Primary Health Care level in the supported structures by Action Againt Hunger in Libya. Provided technical support to implement qualitative and relevant integration at primary and secondary level. Support capacity building for health workers within ACF’s area of intervention. 1) Strengthen women cares, clinical evaluation and medical management at PHC level, and support the implementation of SRH pathway to higher level of SRH cares 2) Insure on-job, mentoring and coaching of the health workers involved in Sexual and reproductive health care within ACF’s intervention area.

Objective 1 Strengthen SRH medical management all along the continuum of care
Responsibilities and Tasks

The Roving Doctor (Obstetrician/Gynecologist) is responsible for:

At PHC level, in collaboration with the Health worker’s team in the HF supported by ACF

  • Insure adequate and qualitative SRH clinical examination and diagnostic of all women, pregnant or lactating women reaching PHC for SRH services;
  • Insure that patients at risks and medical complications are timely identified;
  • Collaborate to prescribe needed medical examinations, according to protocols -respecting the national and international recommendations;
  • Collaborate to prescribe and supervise medical treatment, including emergency medical treatment before transfers if needed, and according to protocol;
  • Refer to adequate services whenever needed;
  • Insure adequate pathway follow up, liaise with adequate medical team and services at secondary level;
  • Insure adequate record of all treatment, exam and follow-up prescriptions on each patient’s individual follow-up sheet;
  • Monitor the progress of hospitalized women with the rest of the team;
  • Monitor programme quality by using APR indicators qualitative and quantitative internal reports;
  • Participate to the analyze of the quality of the program and ppropose relevant improvement
  • Identify challenges and innovative approaches in the field of Obstetrics and gynecology;

o Support, when needed, Health and Nutrition Assessment and analysis of prevailing context of health and nutrition in the target area;

  • Support , when needed, ongoing research project initiated by ACF

 

Objective 2 Insure capacity building of the health workers involved in sexual and reproductive health cares within ACF’s intervention areas
Responsibilities and Tasks

The Roving Doctor (Obstetrician/Gynecologist) is responsible for:

 

o Support the implementation of programmes through coordination with partners and authorities

o Engage mentoring and on-job training with the health workers and midwifes from the HF supported by ACF;

o Provide technical support to H&N team on the field of SRH, collaborate with the SRH Expert whenever needed;

o Organise and lead weekly follow up meetings with the supported HF’s teams;

o Collaborate with partners by the ongoing provision of useful information and regular meetings

o Evaluate the technical performance and skills of the health workers supported

o Identifying the training needs among the team members

o Support training implementation for health workers supported, to facilitate the training sessions in coordination with RSH Expert

 

Additional responsibilities · This job description is not intended to be all inclusive and the employee will also perform other related tasks as required and is responsible for reporting and communication of progress and achievement of the specific assigned task;

· The employee should be flexible and adaptable with regards to the implementation of the daily work/activities;

· The employee is expected to conduct all duties in a professional manner following ACF Libya mission staff regulations and charter including the promotion of gender equality

INTERNAL & EXTERNAL RELATIONSHIP
Internal · Health and Nutrition Advisor: Technical supervision, exchange of information, technical support, validation of information, and work plan.

· Country Director-Technical Unit: line management, exchange of information and collaboration;

· Nutrition and Health Team: exchange of information, coordination.

· Country Director, WASH HoD, Finance HOD, Log HOD: exchange of information and collaboration.

External · NGOs and INGOs particularly those with whom we have partnerships;

· Health facility team/Community leaders: exchange of information, coordination

REPORTING RESPONSIBILITIES
 

The Roving Doctor (Obstetrician/Gynecologist) should participate to:

 

  • Technical Monthly Report to be submitted on monthly basis ( in collaboration with the PM) on his field of expertise;
  • Activity Progress Reports to be submitted on monthly basis ( in collaboration with the PM) on his field of expertise;
  • Donor-related reports as per requirement;
  • Adhoc Assessments and Surveys as per requirement;
  • Work plans and task lists submitted on monthly basis;
