Job Description for CARE Libya Project Manager –Health Resilience Program.

Role and Purpose

CARE international Libya is looking for a Project Manager who will be responsible for supporting our health resilience programming through the day to day management of projects including monitoring, planning and reporting. The Project Manager will contribute to the BMZ funded Consortium project. He/she will be responsible for managing and overseeing the implementation of the project in close collaboration with the local partner(s) and Ministry of Health in Libya.

NECESSARY QUALIFICATIONS AND EXPERIENCE

  • A Master’s Degree in a relevant field related to health with a focus on reproductive health or a minimum of 5 years equivalent experience in the health sector.
  • A minimum of 5 years of experience working with an international organization in a project management or leadership position and experienced in health programming.
  • Demonstrated project management experience in grant management, budgetary oversight, proposal development, and compliance.
  • Demonstrated experience working with government line ministries and partners
  • Previous project management experience working within development, gender, health or nutrition program.
  • Fluency in English and Arabic (C1/C2 equivalent) in both oral and written communications

MAIN RESPONSIBILITIES

Project Management and Development

  • Ensure timely submission of work plans, reporting, and budgeting requirements to CARE Libya Senior Management through the Consortium Manager.
  • Collect, update and share information related to project progress and provide Monthly updates to Consortium Manager, and head of programs.
  • Maintain regular communication and visits for project sites to ensure that the project achieves the goal focusing on the main activities of CARE Libya implemented through local partners.
  • Follow up on financial liquidation/settlement/ reports and submit review CARE BVA reports on spending and ensure it is donor compliant.
  • Ensure that all CARE International and key donor compliance rules and regulations are adhered to during project implementation by CARE staff and local partners
  • Work closely with the MEAL officer in developing and implementing a comprehensive monitoring and evaluation framework for the project in coordination with the M&E Officer.
  • Work closely with technical focal points to ensure support, capacity building, and training development for local partner staff.
  • Maintain coordination and communication between CARE Libya and partner by ensuring the quality of processes and outputs.
  • Maintain ongoing surveillance and monitoring of the developing SRHR and GBV issues in target areas and adjust activities accordingly.
  • Ensure field supervision of the project operations in order to ensure the project is implemented in line with planned activities and expected outcomes.
  • Provide direct support and guidance to specific offices for concept note and proposal preparation and finalization as required.
  • Prepare Donor reports for both Narrative and financial and submit to Consortium Manager at CARE Libya level.
  • Contribute to program development in conducting needs assessment and initiating concept notes

Coordination, Communication and Reporting

  • Contribute to documentation of technical/project approaches, lessons learnt, and success stories.
  • Establish and maintain appropriate working relationships with government, institutions, partner organizations, local NGOs, etc. in target areas.
  • Attend working group and task force meetings on a local level (as required) like cluster meetings on health programs.
  • Ensure adequate and accurate reporting of data on Activity Info, internal databases, and Sitreps by working with monitoring and evaluation officer.
  • Draft and input into weekly, monthly, quarterly and annual reports for both internal and external purposes and on need basis.
  • Update the project detailed implementation plan as needed.
  • Conduct regular program staff meeting and development of work plans for efficiency and timely implementation of project activities.
  • Coordinate and being a focal point for CARE Libya in communication with local partners working with CARE Libya.
  • Represent CARE and Project in the coordination meetings and with different stakeholders.
  • Work closely with other departments to ensure the access the project locations and meet the project objectives,

Program Quality

  • Ensure project delivery standards that are aligned to Global standards are developed and aligned to Global standard.
  • Oversee all program activities within CARE Libya to ensure continued alignment with Country Strategy for Libya.
  • Steward and engage in all program department’s (Administration, procurement, logistics and security) best practice capture in order to ensure consistently excellent service delivery.
  • Coordinate with the relevant departments at all levels during programme/project implementation and monitoring to assure optimal quality in delivery.
  • Drive continuous improvements to assure quality programming, effective utilization of project resources and monitoring and evaluation.
  • Establish a system to promote/document project learning and development through working with Monitoring and evaluation officer and IT to have documents at a shared platform.
  • Ensure relevant policies in particular gender equality, child & youth safeguarding is embedded within project cycle throughout.
  • Conduct timely review of project reports from the field staff and ensure quality programming against the project indicators and reporting.
  • Seek and promote innovative ideas, approach to ensure programme quality mostly for referral systems in place for the PHCC.
  • In coordination with relevant technical leads, ensure utilization of CARE International’s gender markers, climate makers and ensure PIIRS is updated to reflect the actual data from the field.

CARE International Safeguarding against SGBV and Gender Equality and Inclusion

  • Understand and put into practice the responsibilities under Safeguarding policies and GBV ensuring that concerns are reported and managed in accordance with the appropriate procedures within CARE Libya.
  • Ensure that Programme implementation staff at the country office and in the field are properly inducted on and understands their role in upholding CARE International’s safeguarding policies.
  • Ensure that CARE international contributes to CARE International’s global efforts to ensure safeguarding, including making sure that relevant reporting and data are submitted.

Working in Partnerships (Local Partners for CARE Libya)

CARE International Libya engages in strategic partnerships with government line Ministries ( MoH), civil society, private sector, WR Organizations and non-governmental agencies, at all levels so as to work together to ensure the program addresses all outcomes and build good relation.

  • Establish/strengthen concrete partnerships with implementing partners to leverage the respective entities’ resources, expertise and mandates to enhance health resilience program and strengthen sexual reproductive health.
  • Build networks and partnerships with like-minded organisations for the overall enhancement of the project and profiling of the organisation.
  • Contribute to the development of standards and guidelines for partnership management are regulated updated, understood, adhered and reflected in practice.

Financial Responsibility

  • Work with the finance team to ensure that project budget enables delivery as designed and monitored through BVA and forecast.
  • Monitor project performance and budget utilization and advice on corrective measures on time for management decision.
  • Oversee the coordination in the budget, preparation, consolidation, analysis and timely submission’.
  • Ensure the timely implementation of grants and budgets to local partners CARE International Libya will engage and coordinates with finance manager on grant management.
  • Ensure that all project expenditures are on time and according to the budget (within permissible variance limits) and to oversee and guide any budget reforecasting and reallocation exercises that are required.

Monitoring, Evaluation, Accountability and Learning

  • Support the development and implementation of an appropriate monitoring and evaluation plan, based on health programming and this should also capture responses CARE Libya is doing in supporting the program and in coordination with M&E officer.
  • Develop, implement and data collection tools in line with project proposal and logframe and lead on any survey required for the program.
  • Develop templates to document learning including dissemination plans in coordination with M&E officer.
  • Organize Monitoring and Evaluation visits in coordination with country offices for CARE international oversight team to oversee ACF program implementation and this should be coordinated with ACF Libya staff.

  • Excellent knowledge of MS Office Applications, specifically Microsoft Excel.
  • Fluency in Spanish in both oral and written communications would be considered an asset.

WORK CONDITIONS

  • Office setting or work from home.
  • Required to be seated whilst completing computer and desk-based tasks for long periods.
  • Occasional travel to CARE international field offices and program locations.
