Terms of reference

Job Title: Education Officer.

Duty station:Roving – with frequent missions to different bases (Tripoli, Sabha, Benghazi/Ajdabiya)

Type of Contract: Full Time.

Reporting to:Project Manager and the Education Specialist

Functional supervision: Teacher Team Leaders and Teachers Team leaders

Coordination with: support departments (logs, finance, HR) and technical teams working under technical supervision of technical units: e.g. Protection technical unit (Protection Coordinator and Protection Officer(s)) and Education Specialist.

General context of the project

INTERSOS is an Italian humanitarian organization that aims to provide immediate response, protection and durable solutions to populations affected by humanitarian crises, assisting the most vulnerable groups.

In Libya INTERSOS is active since 2018, operating in 3 bases, across West, East and South. INTERSOS in Libya aims to alleviate suffering of the most vulnerable population groups in Libya, in particular with a focus on access to essential services and strengthen capacity of local authorities, local organizations and communities to prevent and mitigate the effects of the protracted crisis in Libya, developing a protection conducive environment and enhancing community resilience, with programs focused on Education, Protection, Health, WASH/public works and Livelihoods/Food Security.​

Purpose / Objectives:

With the support and supervision of the Project manager and the Education Specialist and the support of the support departments (logs and fin in particular), the Education Officer is responsible for the overall implementation of the project’s educational activities and for the overall supervision of the education teams according to relevant principles and minimum standards and following best practices. He/she provides ongoing oversight, leadership, and guidance to the education teams and prioritise the safety and security of beneficiaries and staff.

Responsibilities/duties:

Education management and facilitation:

  • Ensure, maintain and document good collaboration with the Ministry of Education and the local branches under the supervision of the education specialist and with the support of the project activity coordinators at local level (e.g. organize meeting, update MoU, prepare formal communications, submit educational materials for approval, etc.)
  • Design, develop and revise educational materials for catch-up and remedial classes, in coordination with the education specialist collecting feedback among teachers and students
  • Prepare training package for teachers on class management, pedagogy, teachers methodology, inclusive and safe education in collaboration with the education specialist and ensure the training of all the teachers recruited by the local partners.
  • Engage community members in improving the learning environment for children and youth with creative methodologies adapted to the context in coordination with the activity coordinators, the teachers team leaders and the education specialist.
  • Ensure inclusion of children with disabilities in educational activities through the provision of ad-hoc training for teachers on teaching methodologies and reporting; though liaising with the project activity coordinators to identify and remove barriers to education.
  • Collect and document barriers to education, gaps and educational needs for children and youth, draft analysis and propose programme adjustments to the project manager in coordination with the education specialist.
  • Ensure proper management of educational activities and ensure all arrangements are taken for activities to be carried out in the centre.
  • Punctually coordinate with Logistician to guarantee proper provision of educational materials – technical review of BOQs.
  • Organize weekly/monthly meetings to plan activities with the Educational Specialist and the teacher team leaders.
  • Flag operational constraints to the Project Manager in a timely manner and suggest suitable solutions, with risk assessment analysis and cost analysis.
  • Ensure a proper, clean and safe (including in terms of protection of data/confidentiality) environment for beneficiaries’ and staff.

Human Resources management:

  • Ensure day to day supervision of education staff/team.
  • Support HR department in ensuring the educational team in the respective sectors are working effectively together, mitigate in case of tensions and conflict and report immediately on HR related issues.

Coordination:

  • Participate in weekly/monthly coordination meetings for INTERSOS different projects.
  • Meet with other INTERSOS projects staff as required: conduct punctual meetings for sharing ideas, priorities with projects’ teams’ members.
  • Maintain positive coordination and relationships with partners by liaising and collaborating with other INGOs and CSOs when required, and accordingly report back or consult in advance to ensure any communication is accurate and permits follow-up/action if required.
  • Take part, when requested by the supervisors, at the (monthly) coordination meetings with other organizations and stakeholders.
  • Liaison: Represents INTERSOS in front of local authorities, community leaders and relevant stakeholders, per request and in consultation with Education Specialist, PM, Liaison Officer and Deputy Branch Manager.

Reporting:

  • Promptly report to and coordinate with the Project Manager and the Liaison, Deputy Branch Manager, etc. (if relevant) on any security issue directly affecting or putting at risk INTERSOS beneficiaries, staff and assets, in addition to name and reputation: responsible to fill and submit withing 24 hours full INTERSOS incident report.
  • Provide qualitative & timely weekly and monthly reports to the Project Manager giving a comprehensive overview of the project activities’ progress indicating the challenges and mitigating measures proposed or to be implemented, indicating issues related to HR, and refer to next month’s planning, etc.

Other:

  • Ensure continuous clear communication to all beneficiaries on the use and purpose of INTERSOS’ CFM/CRM and INTERSOS service hotlines (posters, one on one explanation, etc.).
  • Commit to participate to any other task in order to achieve INTERSOS’ overall objectives.
  • Always ensure confidentiality and conduct all activities respectfully and sensitively to beneficiaries and staff; including ensuring strict data protection.
  • Adherence to Humanitarian principles of Neutrality, Impartiality, Independence, and Humanity
  • Clear & timely communications to line management.
  • Full abiding by INTERSOS internal rules and guidelines and respect INTERSOS Charter of Value and Code of Ethics.

Qualification/level requirements

Minimum requirements

  • Hold an BA in educational sciences or other relevant fields;
  • At least 2 years of professional experience working within humanitarian/development sector, with CSO or INGO, in technical role;
  • Familiarity with education programmes in Libya;
  • Familiarity of protection principles and protection programmes in Libya will be an asset;
  • Experience with representation fat the area level;
  • Experience in team management, supervision of team and motivation of team;
  • Strong organization, collaboration, representation and negotiation skills;
  • Demonstrated leadership and interpersonal skills;
  • Excellent computer skills (proven computer literacy);
  • Strong understanding of humanitarian principles and protection guidelines.
  • Flexibility in working hours with a solution-oriented approach.
  • Knowledge of the area of responsibility;
  • Native Arabic – EXCELLENT written and spoken English.
