Objectives of the assignment:
The key objective of this assignment is to organize and facilitate the CSO consultation in the area of Kufra, especially:
- To map the main CSOs in Kufra
- To understand better the situation of the CSOs in Kufra in 2018
- The ecosystem of CSOs in Kufra
- The main needs/weaknesses of CSOs in Kufra
- The main strengths/opportunities of CSOs in Kufra
- To start a collective thinking process a possible activities relevant to support these CSOs: ideas of activities and changes to be done in the inception phase of proposals

Scope of Work:
Under the supervision of ACTED team leader of the activity based in Benghazi, the local facilitator Kufra will especially:
1. Identify 6 to 20 CSOs in the area of Kufra
2. Be part of a training in Benghazi or Tunis organized by ACTED to be familiar of the facilitation tools developed by ACTED Libya.
3. Support the logistic organization of the “CSO consultation” workshop in Kufra (venue, lunches…), and ensure the participation of the CSOs with good and adapted communication channels.
4. Facilitate the discussion during the “CSO consultation” workshop in Kufra, using the tools developed by ACTED Libya and take notes
5. Map the CSOs present for the “CSO consultation” workshop, using the Kobo tool (quantitative datas)
6. Compile and input the datas into the relevant ACTED templates and forms and send it to the team leader in Benghazi (qualitative datas)

Time schedule and sequences:
The mission will start in July 2018 for the training, and the “CSO consultation” workshop will be organized in August 2018:
- Preparatory work: 5 days
- Facilitation of the event: 1 day
- Compiling qualitative data in the report and quantitative data in the Kobo tool: 2 days
TOTAL: 8 days

Location of the mission:
Kufra and nearby municipalities
The local facilitator will also be part of a training organized by ACTED in Benghazi or in Tunis

Support provided by ACTED Project team to the expert:
ACTED Team in Tunis and in Libya will provide full support to the local facilitator, particularly Logistic support to organize all the workshop in Kufra
ACTED will also organize a training in Tunis or Benghazi, the local facilitator will be fully covered by ACTED during this training (transport, accommodation).
The local facilitator has to use his own computer and software (PowerPoint, Excel, Word…). No computer will be provided by ACTED

Profile of the expert:
- Education: Degree in economic / social development, local development, local planning or similar
- Experience in supporting local development initiatives, especially participatory approaches
- Experience in facilitating workshops/trainings
- Experience with CSOs in the area of Kufra
- Capacity to work in a multicultural environment
- Capacity to work in unstable environment and under pressure
- Outstanding capacity of analysis and summary
- Spoken and written Arabic is mandatory
- Spoken and written English would be an asset but not mandatory
