GLOBAL OBJECTIVE OF THE POSITION
Working under the overall responsibility of the Head of Mission, and directly under the supervision of the Project Officer, the Community Liaison (CL) Team Leader will provide key support to the Deputy Project Manager in the roll-out and implementation of project activities. He/she will work with partners, counterparts and stakeholders in ensuring project outputs are of the highest quality and that expected results are achieved in a timely and efficient manner.
RESPONSIBILITIES
Responsibility 1: Support in the development of project materials and training
Share with the line manager training needs of the team and support in the organization of those training.
Participate in team training and staff meetings as required throughout the project cycle.
Contribute to the compilation and formalization of all the tools and methods developed.
Participate in the elaboration, testing and dissemination of Information, Educational and Communication materials.
Liaise with the logistic department or the line manager in regards to all needs in equipment and tools identified on the field.
Responsibility 2: Team management
Coordinate and debrief with your line manager on the past activities and define together on the next weekly team planning (according to project objectives/priorities and local context).
Report all Human Resources and management issues encountered to line manager.
Closely monitor the activities and the work of the team members through regularly visits (quality assurance) and the implementation of pre and post tests (following monitoring procedures)
Identify areas for improvement, report such issues to the DPM and address capacity issues immediately.
Ensure all HI procedures and rules are known and respected by all team members
Ensure each team members are working in safe condition and report any security issues encountered to the security focal point.
Responsibility 3: Project implementation
Ensure proper application of the Mine Action Standard Operational Procedures (SOPs).
Participate in the different phases of the selection of target groups and Community Focal Points.
Conduct Risk Education awareness sessions to at-risk groups in the targeted areas.
Train in Risk Education community focal points, teachers and key agents of change in methods, approaches, tools and technical aspects relating to the implementation of the activities.
Identify explosive hazards from sources within the community and physically mark the dangerous areas when possible and relevant, following strictly the SOPs in place. (Training & safety briefing will be provided to the staff prior the marking activity).
Responsibility 5: Community liaison
Liaise with communities impacted by explosive weapons contamination as requested and inform community members on planned, ongoing and completed activities (Risk education, marking, clearance tasks).
Assess permanently the needs for professional trainings / briefings for RE in the community.
Build and maintain a positive working relationship with local and national authorities.
Responsibility 6: Reporting
Collect data on the field to inform programming (including survey/impact assessment, dangerous areas and victims/accidents) and respect the reporting mechanisms and deadlines.
Ensure the data collected by the CL Teams is accurate. Provide additional briefing on data collection if needed.
Centralize all data collection forms and validate them prior handover to the Database Officer.
Support the Database Officer to ensure timely data collection, compilation and analysis.
Write a weekly report on all activities during the week and provide it to the Project Officer.
Note that this description must remain flexible, to respond to additional tasks or changes as identified by the line manager.

REQUIRED PROFILE
Knowledge/Experience required
Previous work experience in the mine action project, specifically community liaison or Risk Education
Previous work experience in an NGO environment as a field or outreach worker or similar position
Good knowledge of advocacy/community mobilization methods and tools
Experience of leading a team, motivating and directing team members
Skilled and confident to relate to and communicate with community groups
Proven experience of working within community development or similar field
Skills required
Arabic speaker/ Good spoken and written English is a plus
Good organizational skills and ability to prioritize workload
Previous experience in delivering training within community setting
A high standard of numeracy and literacy skills
Ability to work harmoniously in a team setting
Negotiation skills and ability to develop productive working relationships with potential partners
Ability to produce reports as required
Capacity to manage a team to reach the objectives
Capacity to deliver training using a variety of methodologies
Developing lesson plans, activity evaluation
