General Information
The organisation
Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads, on average, 190 projects each year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 5 million people in 21 countries – in Africa, Asia, Middle East, Eastern Europe and France.

 

PUI is starting operations in Libya with a health intervention in Benghazi to improve access to quality healthcare for individuals affected by the ongoing conflict in Benghazi and its surroundings. The Mission is currently organised with a Coordination Office in Tunis with overall authority for the mission under the Head of Mission. The Operations Office in Benghazi is overseen by a Deputy Head of Mission. Regular monitoring visits by the Coordination Office to the field office(s) in Libya will take place until Coordination can be based in Libya.

 

 

Job Description
Overall objective
Under the supervision of the Programmes Manager (PM) and in collaboration with the MEAL Coordinator (MEAL CO), the Monitoring, Evaluation, Accountability and Learning Officer (MEAL Officer) is responsible for the implementation of MEAL activities in coordination and collaboration with projects’ teams, aligning and compliance with the MEAL Framework and PUI’s Chart.  Moreover, the M&E officers will contribute in defining MEAL strategy for all projects Benghazi base. Including but not limited to, designing the M&E plans and activities, data collection, data analysis, reporting  on conclusions and  way forward to improve the quality of activities , coordinate with programmes’ teams members for capitalizing and disseminating lessons learned and best practices
Tasks and Responsibilities
Under the supervision of the PM and the MEAL CO

Specific objectives and linked activities
1.   CONTRIBUTE TO DESIGN OR MEAL PLANS AND ACTIVITIES

·       Participate to the design of M&E plan at writing proposal stage for relevant projects/activity, and traduce changes (when relevant) during the Inception Phase of the project

·       Assist the PM to complete the MEAL plan for any new projects, ensuring providing support to team members ,during rolling out the plan

·       Support MEAL CO in designing/development of MEAL documentations, tools and relevant methodologies aligning with the MEAL Framework and the purpose of the programmes

·       Support the MEAL CO and MEAL team member in designing internal M&E follow-up tools

·       Contribute to the design of quantitative and qualitative data collection forms

·       Provide technical support (when needed) to team members, related to MEAL plans, process, activities and tools

2.   IMPLEMENTATION OF MEAL ACTIVITIES

·       Implementation and/or follow-up of relevant MEAL activities in the field, including but not limited to: data collection steps under the M&E component, managing complaints according to procedures defined under the Accountability component, events and steps under the Learning component

·       Support in designing training materials on the MEAL tools and process (M&E plans, Feedback Mechanisms  …etc)

·       Provide technical trainings on base level related to MEAL process and tools

·       Supervise the testing process of data collection steps related to M&E Plans, and provide feedback as lessons learned

·       Capitalize existing best practices on base level, reflect it into MEAL process and ensure proper dissemination among relevant team members

·       Provide support on PMT completion on base level according to timing defined by the PM.

·       Ensure the filing and completion of all sources of verification as mentioned in the M&E Plan

·       Ensure the monitoring and evaluation plan / tools are covering all required indicators for monitoring the achievement of projects’ implementation

·       Ensure proper data compilation, archiving and sharing in compliance of internal SOP defined

·       Communicate updates to the PM and MEAL CO  all in a timely manner

·       Ensure the MEAL activities are designed and conducted in compliance with the key protection principles; safety and dignity of beneficiaries (including do no harm principle); meaningful access (including non-discrimination), community participation and accountability.

 

3.   DATA COLLECTION, ANALYSIS AND REPORTING ON THE MEAL ACTIVITIES

·       Digitalisation and set up data collection tools according to MEAL plan and process using the Mobile Data Collection tools agreed jointly with MEAL team members

·       In collaboration with the MEAL CO, develop appropriate database and archiving procedures appropriate to the MEAL framework/process

·       Review data collected during MEAL activities and ensure accuracy and quality of data

·       Conduct data analysis  and reporting according to need defined by the MEAL Plan and project needs (when relevant)

·       Ensure proper informing process to project quality based on the findings of the MEAL processes  (all monitoring and evaluation activities, in specific accountability and learning activities)

·       Ensure briefing team members on processes and tools used by MEAL department

·       Under the supervision of the PM, ensure proper communication with affected population and relevant stakeholders according to the needs raised by the MEAL process/plan being implemented.

·       In line with international standards related to the protection of personal information and do no harm principle, ensure the data collection, process and analysis activities are conducted in respect of PUI’s data protection protocols and principles (including confidentiality and informed consent)

·       In coordination with team members and in compliance with the  Complaints and Feedback Mechanism (CFM) , manage (CFM) database

·

4.   INTERNAL COORDINATION : AMONG M&E AND RELEVANT PROGRAMMES TEAM MEMBERS

·       Work closely with project staff to ensure timely, quality data collection and reporting

·       Alert the PM when there is a discrepancy or issue with the data that needs to be addressed by project teams

·       Ensure all reporting is completed at a high standard, assist the project staff with any mechanisms for data collection, and ensure understanding by the team to streamline processes and avoid duplication of data collection or reporting

·       Upon request from MEAL CO and under the supervision of the PM, coordinate with program staff in order to follow up on implementation of the recommendation provided by M&E after conduction of any survey or monitoring visits.

·       Ensure technical feedback is provided on regular base to the MEAL CO, and regular feedback related to operational updates is provided for the PM

ENSURE THE REPRESENTATION OF PUI BEFORE HEALTHCARE PROVIDERS

5.   OTHERS

·       Work closely with project staff to ensure timely, quality data collection and reporting

·       Alert the PM when there is a discrepancy or issue with the data that needs to be addressed by project teams

·       Comply with PUI security protocols and Code of Conduct in the field, be aware of the security rules and social and political situation in the field at any time and provide feedback to the PM when relevant

·       Actively participate in relevant learning, MEAL, strategic or programs workshops and meetings;

·       Identify challenges for the MEAL department, report and suggest continuously rooms of improvements based on the findings of M&E activities

·       Perform any other duties requested jointly by MEAL CO and PM required for the good care of the affected population and/or for the purpose of the programmes implemented

NB: This job description may be subject to modifications in the future, depending on the evolution of the activities. These modifications will then be defined and discussed between the Collaborator and PUI

  College degree (English or other)

 

  Training in Project Cycle management

Training in community or public health

Professional experience

 

  Experience in data management

Good knowledge  in Monitoring and Evaluation and/or project management

Experience with a humanitarian NGO

 Experience in community or public health

Experience designing databases

Knowledge and skills

 

 

  Excellent communication and analytical skills

Excecllent organisational skills

Strong IT skills

Knowledge of project management

 Experience with HMIS, EWARS, or other health information management

Understanding of the Libyan medical system

Languages   Good commenad in English and Arabic
