Project description On behalf of the European Union and commissioned by the Federal German Ministry of Economic Cooperation and Development (BMZ), the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is implementing its “Decentralisation as a contribution to stabilisation in Libya” programme. The programme is being implemented in collaboration with the Libyan Ministry of Local Governance (MoLG) as well as selected municipalities. Overall, the programme aims at contributing to the improvement inclusive local governance as well as socio-economic stabilization and development in the partner municipalities.

 

Tasks of the Women Development Advisor

 

With guidance from the international expert team, the Women Development Advisor is expected to perform the following tasks:

 

·         Provides technical advice and support to municipal councillors, civil society, service providers and networks, as well as other national and municipal stakeholders on women development, social and economic support measures for women in the context of municipal development and public service delivery improvement.

·         Planning, facilitation, organisation and follow-up on activities carried out within the Women Development and Training Centres (WDTC) of partner municipalities under the framework of the project. This includes the development of new WDTC as well as support to the functioning, resource mobilisation and networking of the WDTC.

·         Advises on women’s economic empowerment and entrepreneurship trainings.

·         Provides technical advice and manage the process of delivering related capacity development measures aimed at providing stakeholders, particularly women, with the required capabilities.

·         Identifies the need for external consultancy support, prepare necessary ToR, specifications, budget estimations and/or support concepts, and manage such consultancy services accordingly.

·         Ensures proper coordination, communication, consultation, and cooperation with key partners and counterparts on municipal level. Build trust and, if necessary, contribute in resolving potential disputes.

·         Supports the implementation of the project’s M+E system in close coordination with the M+E Advisor in Tunis. Prepare regular technical and financial project reports on the implementation progress and achievements regarding the activities related to women’s empowerment.

·         Ensures that all project activities within the municipalities are carried out in line with the Communication and Visibility Guidelines agreed upon between GIZ and its donors EU/BMZ.

·         Document and promote successes and lessons learned locally and among the team.

 

Other duties/additional tasks

·         As needed, represents the project in related forums/events in a professional manner.

·         Close coordination with the Municipal Advisors in each municipality where activities take place.

·         Performs other tasks as necessary and as requested by the Head of the Project or the responsible component leader.

 

Qualifications and Professional experience

 

The necessary qualifications for the position of Women Development Advisor within the programme are:

 

·         Minimum Bachelor’s Degree in public administration, law, public finance, political science or any other relevant field related to the tasks described.

·         At least 5 years of professional experience in working on municipal development and women empowerment.

·         Expertise in social or/and economic support measures for women.

·         Very good knowledge of key stakeholders and projects in women empowerment on national and municipal level.

·         Experience in management and coordination of support projects to municipalities is an added value.

·         Experience in capacity development strategies and methodologies. Knowledge of GIZ Capacity Works model is an asset.

·         Experience in monitoring and reporting is an asset.

Other knowledge, additional competences

 

·         Team-orientated, as well ability to work independently.

·         Proven ability to build solid and trustworthy relationships with partners at all levels.

·         Ability to function well in a multi-cultural environment.

·         Reliable work ethos and ability to meet deadlines.

·         Excellent working knowledge of ICT technologies and computer applications (e.g. MS Office).

·         Excellent verbal and written English and Arabic language abilities. German and French are an asset.

  The Women Development Advisor will

·         be based in the GIZ Libya Office in Tripoli.

·         travel abroad on missions and for trainings.
