The European Union Integrated Border Management Assistance Mission in Libya (EUBAM Libya), is part of the Common Security and Defence Policy (CSDP), which enables the Union to take a leading role in peacekeeping operations, conflict prevention and in strengthening of international security. It is an integrated part of the EU’s comprehensive approach towards crisis management, drawing on civilian experts as well as experts from the police and other areas.

 

EUBAM Libya was established on 22 May 2013 by the Council of the European Union in response to a request from the Libyan Government to the EU to support the Libyan authorities in improving and developing the security of the country’s land, sea and air borders. As a civilian crisis management mission with a capacitybuilding mandate, EUBAM Libya assists the Libyan authorities at strategic and operational level. Its mandate is carried out through advising, training and mentoring Libyan counterparts in strengthening the border services in accordance with international standards and best practices, and by advising the Libyan authorities on the development of a national Integrated Border Management (IBM) strategy.

 

EUBAM Libya Headquarters is currently located in Tripoli, having a sub-office in Tunis, and is progressively increasing its presence in the host country. In this perspective, EUBAM Libya is looking for Local National Staff to support its operations in Tripoli.

The EU strives for improved gender balance in CSDP operations in compliance with UNSCR 1325.

 

General Requirements & Eligibility

 

  • Applicants must be Libyan residents.
  • Applicants must enjoy their full civil rights and not have any criminal record (A Certificate of NonConviction will be required before any employment offer).
  • Applicants must be in good physical and mental health (A Medical Certificate will be required before any employment offer).
  • Only applications provided on the official EUBAM Libya application form will be accepted.
  • Applicants applying for 2 different positions need to submit 2 application forms.
  • The application form must be filled in English (except for the applicant’s name which should be provided in both English and Arabic).

  1. Reporting Line: The Personal Assistant to the HoM reports to the Head of Mission through Chief of Staff

2. Main Tasks and Responsibilities

The Personal Assistant to the Head of Mission will support the EUBAM Mission in providing high quality support to the international staff in the implementation of the Mission’s mandate. This position reports to Head of Mission via Chief of Staff or the designated alternate, and is responsible for:

 

  • The daily support of the Head of Mission (HoM) providing general secretarial support;
  • Under the coordination of the Executive Officer, manage the HoM agenda and arrange meetings and appointments with senior Libyan counterparts on behalf of the HoM;
  • Assist Head of Mission and the Senior Liaison Officer establishing and supporting the development of contacts with Libyan authorities, Diplomatic Missions and International Organisations at all levels of seniority;
  • Register and archiving Note Verbal and other official communication enacted by the HoMs office and signed by HoM;
  • Prepare and disseminate official communications, correspondence and memos on behalf of the Head of Mission and his/her office;
  • Support the organisation of meetings and key Mission events, and receive guests for the Head of Mission;
  • Arrange travel plans for the Head of Mission Office and ensure their follow-up in coordination with the Mission Support Department, including on documenting expenses and follow-up reports;
  • Print and prepare dossiers for meetings and duty trips of the HoM;
  • Support the communication of the HoM Office with other Mission departments, and provide back-back support to the Executive Officer in case of his/her absence;
  • Ensure that the HoM and his/her office are properly equipped with supplies;
  • To undertake any other work-related task as requested by the line manager.

3. Essentials Qualifications and Experiences

  • Successful completion of a full course of University studies attested by a degree (Bachelors Level) in English, translation, linguistics or other relevant fields.
  • A minimum of ten (4) years of relevant professional experience.
  1. Essentials Knowledge, Skills and Abilities • To be a native Arabic speaker.
  • Proficiency in oral and written English (C1/C2 level of knowledge of English according to the Common European Framework of Reference for Languages classification system – CEFRL or equivalent).
  • To have computer literacy (Microsoft Office).
  1. Desirable Qualifications and Experiences
  • Experience in a similar position within a multi-national and/or international environment or organisation.

6. Desirable Knowledge, Skills and Abilities

  • To be able to work effectively under pressure, in difficult circumstances, as well as ability to communicate with personnel at all operational and strategic levels.

  1. Reporting Line: The Transport Assistant reports to the Logistics Officer, or designated alternate.

2. Main Tasks and Responsibilities

  • To provide technical assistance in the operation and the maintenance of the fleet of vehicles and other transport equipment.
  • To advise and recommend maintenance/repairs on all means of transport and implement maintenance programmes as established by the Logistics Officer.
  • To assist in the management of the outsourced vehicles maintenance workshop and monitor performance through records, quality control inspections and technical advice, based on professional knowledge;
  • To operate armoured vehicles and equipment, including operational and safety inspections, as well as to provide support and training on all transport related issues;
  • To assist in the market research as well as in drafting technical specifications as part of tendering process for the procurement of vehicle spare parts, workshop equipment and consumables services or supplies related to transport assets;
  • To assist in the reception, inspection, distribution and storage of logistical resources (e.g. equipment and assets, spare parts, fuel, tools, etc.), including aspects related to custom clearance;
  • To assist in the vehicle registration process as well as in the design and implementation of the fleet insurance policy;
  • To support Mission operations as a driver whenever required.
  • To undertake any other related task as requested by the line manager(s).

 

3. Essentials Qualifications and Experience

  • Successful completion of the secondary education level, attested by a valid diploma.
  • A minimum of 3 years of relevant professional experience, in the field of Transport, Logistics, Supply chain or any other related fields, after having fulfilled the education requirements.
  • Driving licence Category C.

4. Essentials Knowledge, Skills and Abilities

  • Native Arabic speaker.
  • Proficient in oral and written English.
  • Good computer literacy (web, Microsoft Office) including Data Base Management.

5. Desirable Qualifications and Experiences

  • Additional studies/certified professional training in Logistics, Mechanics or Engineering.
  • Experience in fleet and-or automotive workshop management.
  • Working experience in a multi-national and international environment or organisations.

6. Desirable Knowledge, Skills and Abilities

  • Knowledge of procedures of Libyan Customs for import and export of goods.
  • Ability to work with minimum supervision, complete assigned tasks within strict deadlines and consistently maintain quality and accuracy in performance of duties.
  • Punctuality; commitment to quality, ability to perform under stress; attention to detail; solid work ethics; willingness to work flexible working hours Punctuality, responsibility and confidentiality.
  • Ability to maintain a clean, safe and hazard free working environment and the highest standards of personal appearance at all times.
