WORK CONTEST

Cesvi is operating in Libya since 2011 as the first Italian NGO to take action, in the aftermath of the Arab Spring, through humanitarian projects in Cyrenaica and Tripolitania. Nowadays Cesvi is one of leading NGOs in Libya, very active in the coordination of various sector working groups – in particular protection ones – with a diverse donors’ portfolio and serving all vulnerable target populations. In detail, Cesvi has been implementing programs supporting mixed migrants, IDPs and vulnerable host communities through service provision. This include center-based and outreach protection activities

(including child protection and GBV), warehouse management, non-food distributions, awareness-raising activities, psychosocial support, referrals to external services, cash assistance and non-formal education. Current projects: – UNHCR: Protection and lifesaving assistance to refugees and asylum seekers (Tripoli) – UNICEF: Psychosocial support and remedial education for children of IDPs and refugees (Tripoli – Misrata and Zwara) – EU Trust Fund: PEERS: Protection Enabling Environment and Resilience Services (Misrata) – EU-DG NEAR CSO: Strengthen the capacity of CSOs and informal groups in the South and East of Libya

JOB DESCRIPTION

The collaboration will start in September 2021.

The main duty station will be the Country Office in Tunis, with a minimum of 30% regular stay in Libya (Tripoli, Misrata and other relevant locations), when security conditions allow it.

The current Libya set up implies 2/3 consecutive weeks in Libya, 6 weeks in Tunisia. (Covid 19 specific: IF 1 week quarantine back in Tunis is required this will counted as week in Tunisia). Set can change depending on mission/logistics and context needs.

The Strategic Development and Quality Coordinator will work under the technical supervision of the Head of Mission with strong coordination with the Co-Heads of Programme and Senior Management Team (SMT) members. He/she is the line manager for the MEAL Coordinator, Technical Specialist staff as well as the Capacity Building Coordinator. The Strategic Development and Quality Coordinator is a member of the SMT.

The Strategic Development and Quality Coordinator is in charge of providing strategic direction and support to Cesvi programming in Libya and Tunisia to deliver high quality programmes in line with Cesvi and Donor Strategies. The position is responsible for ensuring overall programme quality via the use of harmonized approaches, best practices and learning from MEAL data. The position is also leading or supporting new proposal writing based on specific proposals and needs.

Supporting both the Libya and the Tunisia operations, the Strategic Development and Quality Coordinator will focus on:

Strategic development and quality assurance:

– Contribute to the development, maintenance, and review of the strategy for the Libya and Tunisia operations.

– Support new proposal development for both Libya and Tunisia, in close coordination with Technical and Support staff, ensuring new projects are in line with Country Strategies, approaches and standards, and with Donor priorities. Provide support to the renewal of ongoing projects as needed.

– Ensure programming is informed by data and experience gathered through MEAL, including supporting the MEAL team to capitalise on learning and to regularly provide data analysis and input to programme teams, in close collaboration with the Co-Heads of Programme.

– Facilitate linkages between Technical staff and Programme staff through existing regular coordination fora, and ensuring technical inputs are provided for projects and proposals. – Support Specialists in assuring programme quality through the harmonisation of project strategies and standards and SOPs. In the absence of common approaches or SOPs coordinate their development.

– Contribute to the setting up of the operation in Tunisia, including acting as proposal lead and building relationships with various stakeholders in coordination with the Head of Mission.

Staff management, mentorship and development:

– Ensure the recruitment, training and promotion of staff to ensure core functions are filled for MEAL and technical roles.

– Manage the performance of direct reports and actively promote their mentoring, training and development, particularly national positions. Coordinate this work with the rest of the SMT and HR function as part of the mission-wide capacity building initiative to promote staff growth, nationalisation and retention.

– Specifically work with the Capacity Building Coordinator to structure internal staff technical trainings.

– Contribute to developing and maintaining an organisational culture that reflects Cesvi’s values, promotes accountability, growth, learning and creativity.

– Support the Safeguarding Focal Point as needed and ensure full implementation of Safeguarding measures within his/her area of responsibility throughout project activities.

Representation and networking:

– Support in establishing, maintaining, and improving active and regular working relationships with external stakeholders and partner agencies including both international and local actors.

– Actively participate in external coordination meetings such as advocacy working group, and migrants and refugee platform. Also ad hoc support for sectorial WG based on need and in support of the MEAL and Technical Units.

– Support the Head of Mission with representation of Cesvi in Libya and Tunisia with donors.

In the absence of the Head of Mission, he/she participates in relevant external platforms and forums, in particular linked to operational advocacy, INGO Forum meetings and any research-political-donors related initiatives where Cesvi participation and contribution may be requested, in coordination with the Desk and SMT in country.

ESSENTIAL REQUIREMENTS

– Bachelor’s Degree in humanitarian assistance, social work, human rights, international law, social studies or another appropriate field; Postgraduate degree preferred.

PROFESSIONAL EXPERIENCE:

– Minimum four years’ experience in programme management and/or quality management, including project cycle management, proposal writing, budget development, internal and external reporting.

– Proven experience in proposal development, including as lead.

– Field experience and broad knowledge of characteristics relevant to conflict-affected or post- conflict contexts, and specific operational experience with refugees/migrants.

– Demonstrated experience of coordinating activities across locations and projects/departments.

– Experience in working with the MEAL function to promote organizational accountability and learning as well as improvements to project quality.

– HR staff management of both international and national staff, including evidence of mentoring/training of staff.

SKILLS:

– Experience in remote management and training.

– Excellent problem-solving and analytical skills.

– Strong communication and representation skills.

– Excellent interpersonal skills, cross-cultural communication and ease in managing an international team.

– Self-motivated, able to take initiative, resilient and able to work independently.

– Demonstrated attention to detail, ability to follow procedures, meet deadlines and work cooperatively.

– Capacity in networking and build effective partnerships with local and international stakeholders.

– Strong team player who facilitates a collaborative environment.

– High level of IT skills (Office package).

– Fluency in English (written and spoken) and at least intermediate French.

DESIRABLE REQUIREMENTS

  • Experience in leading or supporting strategy development exercises.
  • Experience in protection integrated cash assistance, non-formal education
  • Experience in working with CSOs and local NGOs, particularly on capacity building.
  • Experience in Libya and/or Tunisia
