Engineering Specialist - United Nations Development Programme (UNDP) in Libya

II. Job Purpose and Organizational Context
 
The UNDP project ‘Strengthening Local Capacities for Resilience and Recovery’ (SLCRR), funded by the EU, is a multi-phase initiative aiming at supporting local authorities in Libya to respond to the many conflict and human mobility induced challenges that impact negatively citizens’ access to essential services, sources of livelihoods, social cohesion and security of communities.
 
Under the guidance and direct supervision of the SLCRR Project Manager, and in close cooperation with the Procurement Unit, the Engineering Specialist supports the SLCRR Project in all aspects of the procurement of civil works and construction implementation as well as in defining specifications for equipment and material in support of the project efforts. The Engineering Specialist is the responsible officer for the estimation of civil works, evaluation of civil works during the bid evaluation, quality assurance and quality control during the construction implementation and payment certification as according to UNDP rules and regulations. He/she is also responsible for following-up wit the Procurement Unit in relation to the procurement of equipment and material.
 
 
Duties and Responsibilities

. Ensures efficient management and implementation of civil works and equipment procurement processes
 
Develop and review scope of works, expression of interest, bill of quantities, cost estimates, drawings, technical specifications and other required procurement documents for the public works to be undertaken;
Design a pre-qualification process for construction companies and other bidding documents based on UNDP procurement rules;
Participate in procurement panels as the technical expert; Support procurement processes and review all plans and scope of works;
Ensure timely submission of the required Bill of Quantities (BoQs) of the relevant renovation and construction activities in coordination and cooperation with the technical teams from the government counterparts/municipalities.
Work closely with the Procurement Unit to ensure a harmonized engineering approach across all programmes and projects of CO.
Participate in the assessment processes of the targeted locations in order to identify the needed plan including the procedures, items and equipment.
Ensure the approval of relevant government authorities’ approval/clearance/no objection to design, estimate, materials and drawings before start tendering process.
Ensure the approval of relevant government authorities to do necessary renovation/rehabilitation of particular government property.
Lead the technical evaluation process and provide advice on the procurement related issues.
Support UNDP procurement in addressing the CAP/RCAP questions related to submitted bids.
Supports the PM on the preparation of the annual human resources (engineers) and procurement plans, as part of the AWP, and ensures the timely procurement of goods and services
Any other tasks as required by the PM.
2. Provides analytical inputs to implementation of civil works activities focusing on achievement of the following results:
 
In line with the Procurement Unit strategy, prepare quality assurance and quality control plan, train the national engineers in quality assurance and quality control and closely follow up with the national engineers and ensure implementation.
Prepare and implement field monitoring plan.
Take the lead of the engineering portfolio assigned to her/him and guide the relevant engineers to supervise the work, in terms of quality of materials, quality of workmanship and appropriate construction methodology.
Maintain the contract file and ensure that the contractor follow the terms and condition of the contract including contract period, performance security, handing over procedure etc. (contract management)
Support the assessment activities of the targeted sites at the project sites.
Support the implementation of project activities, where required, and advise on project contracting requirements.
Monitor day-to-day progress of project activities and promptly report any abnormality or risks to the PM/Procurement Unit
Develop and design interventions based on the accurate information and risk analysis on the ground and utilizing lessons learned from the activities in consultation and coordination with the Project Manager.
Support field coordinators and engineers in checking goods supply against damages, missing parts and appropriate ratings; ensuring that the materials/equipment provided by the Contractor meets UNDP requirement and standards.
Ensure materials/equipment provided by the Contractor meets accepted requirement and standards.
Discuss site issues with the Contractor and promptly report back to the PM if a problem arises that requires UNDP input.
Provide technical inputs to strengthen alignment and complementarity of UNDP’s support with government policies and plans.
Ensure and monitor the proper operation of the finalized projects.
Perform regular site visits, spot checks and prepare reports to the HoSC, and relevant PM.
Prepare weekly reports /or bi-weekly progress reports (as instructed by the PM) of each works/equipment
Any other tasks as required by the PM.
3. Verify and Certifying for Civil works payments
 
Develop a civil works reporting system and implement including monthly and weekly report to technical observation and financial observation
Check the invoices along with the technical specifications, drawings and actual work done measurements.
Verify the contractors submitted and “site engineer/clerks of works” certified invoice and work done measurement report and approve for the payment
Verify agreements, milestones, terms and condition for payment
Issue certificates of Substantial Completion in coordination with UNDP and the contractor
Certify payments and invoices submitted.
Any other tasks as required by the PM.
4. Civil Works Contract Management
 
Maintain the contract file and ensure that the contractor follow the terms and condition of the contract including contract period, performance security, handing over procedure etc.

Required Skills and Experience
Education:
 
Master degree in Civil Engineering (construction) or related discipline from a recognized university. A Bachelor’s degree may also be considered with 7 years of relevant work experience.
 
Experience:
 
A minimum of five years of experience in Civil Engineering works and procurement of civil works contracts;
Similar experience with UNDP/UN Agency on the Country Office level is desirable;
Similar experience in the MENA region in a crisis context is desirable;
Familiarity, experience with FIDIC or similar construction guidelines desirable;
Knowledge of procurement, tendering and contracting regulations, requirements of international organizations;
Knowledge and apprehension of common recognized Civil Engineering Contract Conditions;
Advanced knowledge of computers, Microsoft packages, AutoCAD;
Language Requirements:
 
Proficiency in English required
Working knowledge of Arabic desirable
