Background on ACTED:

ACTED has been operating in Libya since 2011, currently delivering assistance from its field level offices in Tripoli, Benghazi and Sebha with support from 12 international and 60 national staff.  ACTED’s ongoing programming aims to respond to the country’s most pressing emergency needs whilst building the resilience of communities through support to civil society and local governance. This includes an unconditional multi-purpose cash program, protection monitoring, helpline, and referral services, and quick impact projects (QIPs). Furthermore, ACTED is offering capacity building, grants, and networking opportunities to civil society and local governance actors under its Civil Initiatives Libya (CIL) program.

Assignment

ACTED is looking for a project health officer to work under the direct supervision of the Health Infrastructure Project Manager, to support the implementation of Libya Equal Access and Development for Recovery (LEAD for Recovery) project in Bneghazi, Ajdabia, and Tobruk. The project aims to improve equal access to quality basic medical services through supply and refurbishment of selected hospitals or clinics, through capacity building of the staff on efficient and inclusive management and through awareness raising among the target populations. The project health officer will coordinate with the health technical teams of ACTED’s consortium partners IRC and PUI, to provide technical backstopping to all health activities; including the provision of health supplies and equipment to targeted health facilities; the design and implementation of trainings to health facility staff; and the design and roll-out of awareness-raising messages on health-seeking behavior for local communities.

The selected candidate will be responsible for technical health activities in health facilities in Benghazi, Ajdabia, and Tobruk municipalities. The position is based in Benghazi, and extensive travel to Ajdabia and Tobruk municipalities will be required.

FUNCTIONS
1. Ensure the appropriate identification and installation of health equipment and supplies required in the target facilities
1.1 Together with the Project Manager and ACTED AME team, liaise with relevant stakeholders including Department of Health officials and senior management and directors of the target health facilities, to understand their needs and priorities in terms of medical equipment and supplies
1.2 Based on the assessed needs, and on the available project budget and time, work with the project engineers in each target location to design technical specifications for the medical equipment and supplies to be procured, to the appropriate quality and quantity
1.3 Support the PM and the Logistics department in providing the technical specifications to evaluate the relative technical strengths and weaknesses of received bids for medical equipment and supplies
1.4 Support the project engineers in each target location to ensure the correct and safe installation of all equipment and supplies delivered to the target health facilities

2. Coordinate with ACTED’s consortium partners to ensure the quality roll-out of trainings on efficient and inclusive management to medical staff from the targeted facilities
2.1 Together with the consortium health unit, led by IRC, design technical trainings for medical staff on the following topics, ensuring that trainings are tailored to the local context and existing capacities in Benghazi, Ajdabia, and Tobruk:
– Health Management Information Systems
– Supply Chain
– Infection Prevention and Control
– Behavioural change
2.2 Support the PM in planning the logistical and operational arrangements for the traininf of trainers in Tunis, including travel arrangements etc; for all participants
2.3 In coordination with the PM and the staff from the target health facilities, organize a downstream training for 5 staff in each of the target health centres on the topics covered in the ToT. Ensure the quality of the downstream training, including through coordination with ACTED AME to plan pre- and post-tests

3. Support the Project Manager in designing and implementing an awareness-raising campaign to encourage health-seeking behaviour among vulnerable and marginalised groups
3.1 In coordination with consortium partners and the project manager, design a context-appropriate awareness-raising strategy, targeting harmful norms that prevent vulnerable groups from accessing healthcare
3.2 In coordination with consortium partners and the project manager, develop and distribute IEC materials on topics such as: available health services; urgent health information (ambulances, phone numbers of health facilities, specialisation of doctors, address etc.); referral options; and key public health messages, including those on the COVID-19 virus
3.3 Together with partner CSOs in each target municipality, and in coordination with the PM, oversee the rollout of the awareness-raising campaign, with appropriate health messaging
3.4 Coordinate with target CSOs to identify people in need of health assistance, and to collect data to be shared with the target health facilities, and local Department of Health, on health needs of the local populations, including specific needs of vulnerable and marginalised groups

4. Other
4.1 Provide regular and timely updates on progress and challenges to the Project Manager;
4.2 Assist project team members with other activities in Benghazi, Ajdabia, and Tobruk as requested by Project Manager and Area Coordination;
4.3 Perform any other related activities as required.

I. Qualifications
• Master degree in public health, or field related to health
• At least 2 years of field experience in project management or coordination in the health sector. Experience in organizing medical trainings is an asset.
• Good knowledge of legal framework of public health sector in Libya, governance of the health sector and standards of public health
• Good knowledge of local context in Eastern Libya, and specifically Benghazi, Ajdabia, and Tobruk
• Ability to travel across Eastern Libya
• Ability to work under stress
• Being a strong team player
• Ability to exercise initiative, problem-solving and to maintain strictest confidentiality.
• Ability to establish and maintain positive and cooperative relationships with colleagues, institutional partners and beneficiaries
• Excellent computer skills, particularly Microsoft Office, required.
• Fluent written and spoken Arabic and English mandatory.
