Job Description

Title: Meal Officer

Location: Misrata

Cesvi is operating in Libya since 2011 as the first Italian NGO to take action in the aftermath of the Arab Spring, through humanitarian projects in Cyrenaica and Tripolitania. Nowadays Cesvi is one of the leading NGOs in Libya, active in coordinating various sector working groups – in particular protection ones – with a diverse donors’ portfolio and serving all vulnerable target population. In details, Cesvi is implementing programs supporting mixed migrants, IDPs and vulnerable host communities through service provision. This includes center-based and outreach protection activities (including child protection and GBV), warehouse management, non-food distributions, awareness-raising activities, psychosocial support, referrals to external services and non-formal education, among others.

Cesvi works in different geographical areas: Tripoli, Zwara and Misrata

Job Description

The MEAL Officer, in close collaboration with the MEAL Coordinator and supervising the MEAL Assistant, ensures that Monitoring, Evaluation, Accountability and Learning are carried out by Cesvi in Misrata for the above-mentioned project.

 

Line Manager: MEAL Coordinator

In direct cooperation with the Co-head of Program, the Project Officer, the MEAL Assistant, Team Leaders and Technical Unit Specialist.

 

He/she:

The MEAL Officer contributes to overall program quality through the coordination and implementation of monitoring, evaluation, accountability and learning strategies; the emphasis is on contributing to data collection and ensuring the quality of data reported by project field staff and that monitoring activities are carried out according to the monitoring workplan ():

 

Supervision of the MEAL Assistant

 

Ensuring data quality and accuracy of reports:

  • Conduct data verification activities on weekly and bi-weekly basis, analysis to ensure high quality data
  • Ensures accurate depiction of achievements by showing targets versus actuals in a timely manner on a monthly basis by updating relevant internal and external reporting tools (i.e., PMF, Activity Info platform)
  • Ensure close coordination on bi-weekly basis with Team Leaders (by arranging meetings) and admin staff (for project related information), for crosschecking the progress of the targets and breakdowns reported with MoVs, and provide any feedback on the quality of data collected

 

Conducting Monitoring activities (data collection, data analysis) and responsible for monitoring the workplan:

  • Support the MEAL Assistant if needed in the implementation of Post Distribution Monitoring and Service Evaluation interviews for NFI recipients, cash and case management beneficiaries
  • Follow up and update the Monitoring Workplan and ensure all monitoring activities (including data collection, data analysis, results tables and reports) are implemented in timely manner.
  • Conduct data analysis and report upon requests (from Project Officer, MEAL Coordinator, Technical Specialist or others).
  • Support the analysis and report of mobile data collection for monitoring and learning activities such as Post Distribution Monitoring survey and Service Evaluation

 

Ensuring communication of findings:

  • Contribute to the dissemination of findings from monitoring activities with projects and field teams (especially MEAL team in Libya, team leaders and field coordinators) by organizing and facilitating monthly meetings where such discussions between MEAL and implementing teams take place.
  • Contribute to lessons learnt exercises.

  • Quality checking and ensuring accuracy of monthly Project Monitoring Frameworks (PMFs), verify MEAL data and fix inconsistencies
  • Contribute to Post Distribution Monitoring and Service Evaluation

MEASURABLE RESULTS

  • Numbers of meetings with the Team Leaders and administrative staff on bi-weekly basis (2 per month), updating monthly progress reports (PMF), crosschecking accuracy of data inserted
  • Follow up with field team on monitoring activity workplans and conduct data collection monitoring through skype/phone interviews and field visits

  • Analysis of Focus Group Discussions and KIIs and developing related reports
  • Compile monitoring activities data into reports reflecting activities, outputs and outcomes in order to guide management decision making, ensure accountability to stakeholders, share learning and demonstrate results/impact
  • Facilitate dissemination of monitoring activities findings and communication with the project team

MEASURABLE RESULTS

  • PDM and Service Evaluation reports
  • Organization and facilitation of monthly meetings between implementation team and MEAL field team (1 meeting per month)

Job Requirements

  1. Bachelor’s degree in international development, statistics or a
    related field; Master’s Degree is a plus
  2.  At least 1 year experience with an NGO
  3.  Fluent spoken and written English and Arabic
  4.  Good command of Microsoft Excel, Word and Outlook
  5.  Data analysis experience, both quantitative and qualitative
  6.  Experience with MEAL, data collection and survey implementation
  7.  Ability to organize work efficiently and deliver assignments in a
    timely manner often under time constraints
  8.  Ability to work effectively remotely as a team member
  9.  Strong communication skills and abilities to mobilize beneficiaries
    and local stakeholders
