Position Title: International Consultant – Applying Behavioural Science Methodology for Social Mixing

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The Labour Mobility and Human Development (LHD) programme contributes to capacity enhancement in labour migration governance by offering policy and technical guidance, supporting the development of strategies, legislation and administrative structures that promote efficient and transparent labour migration flows, and facilitating skill development to harness the full potentials of human capital in Libya for economic development.

Based on a conducted study in 2020 on ‘‘Perceptions of Migrants Among Host Communities in Tripoli and Benghazi’, a rather negative perception of migrants echoed from host communities. This was mainly due to limited interaction between the two groups, which creates gaps and misperceptions. In an effort to diagnose and analyse what drives a behaviour or way of thinking towards migrants, as well as to contribute to strengthening the resilience amongst vulnerable mobile population and their host communities, this assignment aims at applying behavioural science (BeSci) by addressing as baseline findings of mentioned study, and how certain perception can be challenged positively, which ultimately may lead to socio-economic integration and promoting a culture of rights, dialogue and social cohesion.

The selected Consultant is required to work closely with the LHD Programme Manager, to develop and deliver two training sessions to sensitize relevant stakeholders around migration and their impact on host community in Libya. These trainings will be as testing model to generate feedbacks, which will be used to formulate evidence-based outreach strategy for communicating about an inclusive society for local economic development. The Consultant will also be required to support the conceptualization including the development of the concept note, agenda, reading materials, facilitation and drawing of key insights from the training sessions advise for adequate outreach strategy for sake of social mixing initiatives.

Core Functions / Responsibilities:

2.1 Objective

The objective of this consultancy is to develop and deliver two training sessions to sensitize relevant stakeholders around migration and their impact on host community in Libya. These trainings will be as testing model to generate feedbacks, which will be used to formulate evidence-based outreach strategy for communicating about an inclusive society for local economic development. As an overarching theory, behavioural science (BeSCi) will be used for this assignment.

2.2 Requested services

The consultant will carry out the following activities:

  • Conduct a brief desk review on applied BeSci in the field of development, social cohesion and socioeconomic initiatives to bridge gaps between migrants and host community.
  • Develop and deliver training exercises to apply BeSci to diagnose ways on changing perception of host community on migrants and mobile population. There will be two training sessions delivered in two different cities in Libya.
  • Receive and incorporate the feedback from the rolled-out trainings into evidence-based outreach strategy to be used in engaging Libyan and migrant youth around skills enhancement and social cohesion initiatives.
  • Work together with LHD Programme Manager to test and design outreach tools based on training experience.

2.3 Deliverables

  • The consultant is required to provide IOM the following deliverables:
  • Findings from desk review and detailed inception plan for proposed activities by 30th June 2021.
  • Develop training materials and plan to deliver the training sessions, each for 2 days (in-person delivering of training if possible, logistically).
  • Delivering the trainings, and post-training report/feedback analyses.
  • Developed outreach strategy and suggested tool/methodology to be used.
  • Final report with key recommendations and way forward for future programming.

2.4 Location and duration

  • It is envisaged that this assignment will take maximum 30 days over 4 months. The assignment is expected to start on 14th June 2021 and should be completed no later than 15th October 2021.

Required Qualifications and Experience

  • At least 7 years work experience in professional training, communication and Behavioral Science, Cognitive Psychology or Social Studies.
  • Research experience relevant to analysis of technical and vocational skills education and training programming / management of training institutions in similar environments.
  • Good knowledge of the migration, socioeconomic and political dynamics of Libya as well as experience in labour migration and/or research in a post-conflict context relevant to Libya.
  • A demonstrated understanding and analytical capacity in the identification of issues relating to indicators of performance in development projects.
  • Prior work experience with an international organization and/or providing training to national authorities.
  • Previous training delivery experience in the area of social inclusion, integration and behavioural science experiments;
  • Excellent report writing and presentation skills and ability to meet deadlines.

Languages

  • Fluency in English is required (oral and written), Arabic is an added value.

Appointment will be subject to certification that the candidate is medically fit for appointment and verification of residency, visa and authorizations by the concerned Government, where applicable.

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.
