Who is Action Against Hunger

Created in 1979, Action Against Hunger (AAH) is a non-governmental organization that fights against Hunger. Its charter of humanitarian principals- independence, neutrality, non-discrimination, free and direct access to victims, professionalism, transparency – has been part of its identity for more than 40 years. Its mission is to save lives by eliminating hunger through the prevention, detection and treatment of under-nutrition, particularly during and after Emergency situations linked to conflicts or Natural Disasters. AAH focuses its actions on 5 main areas of expertise: Nutrition and Health – Mental Health and Care Practices – Food Security and Livelihoods – Water, Sanitation and Hygiene – Advocacy. In 2017, AAH provided aid to 20 million people in more than 46 countries worldwide. www.actioncontrelafaim.org

Context

In Libya, Action Against Hunger seeks to bring its’ expertise to build an effective and sustainable presence to help the most vulnerable in this forgotten country. In that objective, AAH in partnership with UNICEF, will lead the WASH Sub-National Cluster in Benghazi.

Job Description

The WASH Sub-National Cluster Coordinator will be mainly responsible to:

  • Facilitate the coordination of the sub national WASH Sector in Benghazi, Libya. S/he will work impartially, serving the needs of all members of the Sector
  • Conduct an assessment of the WASH needs and gaps in the East province to identify main gaps in services and optimal solutions adapted to the context
  • Establish a contingency stock and an emergency preparedness for any required activity
  • Conduct technical trainings in each region in collaboration with WASH partners and the governmental and local water authorities to decide what is the most relevant
  • Other duties as required by AAH

Job Requirements

  1. Qualifications Degree/Training
    • Bachelor degree in Water and sanitation engineer / construction engineer / environmental engineer, or any related major.
    • Formal training in Sector coordination / humanitarian reform is an advantage
  2. Professional Experience
    • Minimum of 3 years of experience WASH/environmental engineering, with a significant experience in humanitarian field
    • Minimum of 2 years of field-based experience in project management including team management
    • Proven experience in leading WASH assessments
  3. General Skills
    • Adaptability, flexibility, resourcefulness
    • Able to adopt an organized and methodological approach
    • Sense of confidentiality
    • Willingness to travel within Libya
    • Firm understanding of ‘Do No Harm’ approach
    • Excellent intercultural, interpersonal, organizational, prioritizing skills
    • Communicates effectively including: tailoring languages, tone, style, and format to match audiences; actively listens to perspectives of stakeholders; interpreting messages and respond appropriately; speaking and writing clearly and efficient; and makes presentations in public with confidence
  4. Core Competent Skills
    • Understands, uses and adapts the tools, mechanisms and processes developed as part of Humanitarian Reform
    • Analytical skills, in the frame of ensuring quality WASH programming and contextual analysis.
    • Communicates, works and networks effectively with a wide range of people to reach broad consensus on a well-coordinated response, and demonstrates leadership where required
    • Thinks and acts strategically and ensures that Sector activities are prioritized and aligned within an agreed strategy
    • Demonstrates commitment to Humanitarian Principles and Principles of Partnership –
    • Demonstrates commitment to the Sector and independence from employing organization
  5. Specialized/technical Skills
    • Strong knowledge in WASH
    • Experience working in developing and urban contexts
    • Experience in evidence-based programing and research.
    • Capacity building (training and supervision) skills
    • Excellent oral and written communications skills, as well as analytical skills, with an exemplary ability to identify problems and propose solutions in written reports
    • Understands key technical issues for the Sector to be able to engage with Sector participants; understand their Sector-specific information management needs.
    • Good computer knowledge: Word, Excel, Power Point
    • Fluent in English and Arabic, in both writing and oral
  6. Managerial Skills
    • Project cycle management/M&E/Reporting skills
    • Builds, motivates and leads information management team
    • Very organized, with priorities and time management skills
    • Flexible and able to adapt quickly to fast pace complex dynamics
