Health Assessment Coordinator – Action Against Hunger – External Consultancy - Action Against Hunger


Context

Action Against Hunger’s (AAH) is entering the second year of presence in Libya. The organisation’s current programmatic approach focuses on strengthening the health care system at the local level through a partnership approach integrating local health authorities and communities in Libya. The assessment will serve as a basis for the elaboration of a new proposal that aims to ensure the restoration of accessible, equitable, and sustainable primary and secondary public health care services in deprived rural areas. This proposal seeks to increase availability of specialized sexual and reproductive health services that meet basic standards particularly targeting women and girls and to Increase engagement of local communities in shaping and sustaining their health services 

Description

The purpose of the assessment is to deliver sufficient information and data to Action Against Hunger for the development of the full proposal “IMPROVING THE HEALTH RESILIENCE OF RURAL COMMUNITIES IN LIBYA”   :

  • Identification of service provision availability in term of infrastructure and level of access particularly SRMH, and estimation the needs of improvement of the health structures and estimate costs of rehabilitation. 
  • Identification of needs of the targeted population, their service utilization, people’s knowledge and attitude and practices towards services and how these factors influence barriers to services, specifically among women and Covid-19 impact on these needs. Prioritization of needs from a gender perspective as well as from an inclusive perspective and identification of specific target groups receiving inadequate assistance  
  • Stakeholder mapping and analysis including potential synergies (authorities, INGOs, local CSOs) as well as existing community engagement structures  

Cross-cutting approaches 

  • The specific objectives will be analysed from a gender analysis and protection-inclusion perspectives including the impact of the conflict on gender roles and dynamics as well as on protection risks. 
  • The different analyses that ACF will provide will integrate critical areas that may hinder the project success from community perspective. Similarly, the recommendations will take into account the factors of sustainability of the project in term of resilience at individual, household and community level. 

 Scope of the assessment 

  • The assessment is planned to focus on the rural areas surrounding Tripoli, Sabha in Southern Libya.  
  • The target group of interest are the most vulnerable rural communities with a focus on women and girl.  
  • non-exhaustive criteria of selection of the target groups could be: Female-headed Households, Households that include people with special needs/disabilities (physical and mental), Household that include people with chronic diseases, Households with no income sources, Separated and unaccompanied children, Camps /tented settlements, overcrowded collective shelters/centers, multiple families living as a HH, HHs including more than three children under 3 years old. 

Planning / chronogram envisaged 

The consultant will have to complete the estimated mission for a total duration of 45 days working days consultancy to be completed before the end of June 2021. It breaks down approximatively as follows: 9 days of briefing and preparation (secondary source collection, tools design, sample calculation, in situ recruitment), 27 days of field visits in Libya and 9 days of reporting. 

 

Location 

The assignment will take place in Libya, in the Rural areas of Tripoli and Sabha Region. 

 

Logistical and administrative organization 

The consultant makes an offer of fees per working day including VAT in EURbased on the elements listed in this price request. The fees include all costs, taxes and IT material.  

Travel and accommodation costs (plane and car transport), on-site travel and hotel are the responsibility of AAH. 

 

Job Requirements

  • Expert specializing in public health. – University degree (Bac + 5) in Medicine / Midwife followed by a specialization in Public health or a combination of training and experience deemed equivalent by the contracting authority; 
  • Proven knowledge in the field of sexual health and reproductive 
  • Significant experience in the field of humanitarian / development in the field of health 
  • Previous experience in similar assignments 
  • Proven quantitative and qualitative analysis skills  
  • Proven high oral and writing skills in English 
  • Arabic preferable 
  • Knowledge of the Libyan context preferable
