Since the outbreak of conflict in 2014 and the deteriorating humanitarian situation, UNDP Libya continues to support Libya’s transition to an inclusive political agreement, accountable governance, stabilization, economic recovery, and resilience. UNDP aims to support Libya’s transition to an inclusive political agreement through expansion of dialogue between different stakeholders, urgent rehabilitation of key public services, support to constitutional processes underway and national and local capacity-building to be able to address the urgent needs of citizens. UNDP partners with various government actors, Non-Governmental Organizations, Civil Society Organizations, the private sector, UN agencies and other organizations.

In recognition of recent political and security developments in Libya and related opportunities to enhance stability and avert the further erosion of institutional capacities, and against the backdrop of the UN Secretary-General’s decision to move ahead with relocating the United Nations into Libya, the Government of National Accord (GNA) has requested assistance from UNSMIL and UNDP to efforts of the Ministry of Interior, Libyan police and criminal justice institutions to advance security and the rule of law in Libya’s capital Tripoli to start with and eventually its expansion to other regions. Based on detailed assessments of the current context and capabilities, and in consultation with Libyan stakeholders, priority areas have been identified for programmatic engagement.

In line with UN commitment to integrated assistance, and with support from the Global Focal Point arrangement for Police, Justice and Corrections, UNDP and UNSMIL are rolling out a ‘Policing & Security Joint Programme’ (PSJP), which will maximize the capabilities of the UN system in support of the GNA’s agenda in these critical areas. In addition, UNDP-UNODC and UNICEF Joint Programme envisages that all children in Libya have access to a child-friendly justice system that protects their basic rights, in accordance with UN Child Rights Convention (CRC) and relevant international legal instruments.

Both the joint programmes are supporting Ministry of Interior, Ministry of Justice, Ministry of Social Affairs, Ministry of Health, Police, Judicial Police in capacity building at policy, institutional and individual levels by way of technical advisory support for policy making, training, and enabling resources.

In this context, UNDP Libya is seeking suitable candidates for the position of Project Management Specialist (National), to assist in management and implementation of the joint programmes.

Under the direct supervision of the Joint Programmes Project Manager and in close liaison with UNSMIL, UNODC, UNICEF and the Rule of Law institutions, and their respective teams, the Project Manager will be tasked to assist management of Joint Programmes, ensuring that the Joint Programmes produce the expected results set out in the programme document and subsequent annual work plans.

S/he will be responsible for implementation of programmatic activities, monitoring, reporting and communication to support the project management functions. S/he will assist the Project Manger to provide the joint programmes donors with progress updates, quarterly and annual reports and ensure that the joint programmes and all other reports produced are of high quality, monitoring and evaluation and communications needs are met.

S/he will ensure effective coordination amongst the stakeholders including implementing partners, CSOs, Consultants etc. for implementation of project activities. S/he will also ensure monitoring and reporting systems are in place, with adequate tools for information/ knowledge management. S/he will support field staff to be knowledgeable of such tools and support that project results and data are kept up to date. S/he will support regular monitoring and third-party monitoring are implemented, gaps in programming are identified and addressed. S/he will follow-up with all lessons learned, actioning evidence-based programming.

The incumbent will also support the training of programme and project teams where necessary, and partner UN agencies, and Implementing Partners to ensure the effective implementation of the common monitoring framework. The incumbent will be responsible for joint programme implementation and achievement of JP results.

 

Duties and Responsibilities

Summary of Key Functions: 

  • Coordinate and supervise the activities of the JP staff, experts and consultants working as part of the technical assistance team;
  • Support the PM for preparing JP work plans, progress reports (narrative and financial);
  • Support PM for the selection of suppliers, contractors, and partners. Supervise procurement of goods and services including preparation of equipment specifications, Terms of Reference (TORs) and Request for Proposals (RFPs) according to approved UNDP procedures; working in collaboration with the procurement unit;
  • Provide effective monitoring and reporting of project activities through development of M&E systems, regular monitoring of activities with clear reports to donors on regular basis (monthly, quarterly, annually)
  • Provide Support to project management throughout the project process
  • Ensure the facilitate of knowledge building and information sharing with the team and counterparts through clear support effective communication and visibility with documentation of lesson learned and good practices.

Provide effective monitoring and reporting of project activities through development of M&E systems, regular monitoring of activities with clear reports to donors on regular basis (monthly, quarterly, annually)

  1. Work with the UNDP Libya M&E specialist to develop an M&E system to monitor and evaluate project implementation.
  2. Assist in the monitoring of the implementation of the work plan through collection and analysis of qualitative and quantitative data.
  3. Preparation of analytical reports using relevant information available from the project to advise the project management on the implementation of the Work Plan; also provide inputs into the Work Plan reports.
  4. Contribute to the preparation of briefing notes for the project management on progress of the Work Plan.
  5. Ensure that the M&E system is gender responsive.
  6. Collect and analyze project quarterly progress reports in consultation with partners, stakeholders, programme specialists, partner agencies and other relevant sources of information.
  7. Contribute towards the preparation of the situation analysis by compiling data, analyzing, and evaluating information.
  8. Draft and finalize monthly, quarterly, and annual reports to JP donors.
  9. Report on the progress of delivery of goods and civil works in all project locations through regular updating of the procurement, engineering, and financial monitoring systems in coordination with relevant parts of the Country Office.
  10. Provide regular, comprehensive, accurate and comprehensible reporting to the Project Manager to allow her/him to assess progress and allocate resources appropriately to deliver required goals.
  11. Support the Project Manager in monthly and other periodic reports to PSJP contributors / donors and to the Board and the public.
  12. Timely submission of drafts of all donor-related communications & other material to the Project Manager.
  13. Maintain and update donor reporting monitoring tool on a regular basis and develop other tools needed to improve overall reporting.
  14. Perform any additional task requested by Programme Manager.

Provide effective support to management

  1. Coordinate with relevant stakeholders and ensure timely implementation of project activities
  2. Support the development the annual work plans include the human resource planning, procurement plan, and work specifications are in accordance with UNDP practice
  3. Ensure facilitation of recruitment processes of consultants and staff both (national and International) for the project
  4. Coordinate and support the hiring of expert’s rosters and liaise with procurement unit for candidates
  5. In close collaboration with the project Staff, ensure efficient submission of the requirement, procurement, and logistical services
  6. Coordinate with procurement unit to ensure timely mobilization of goods and services to initiate activities based on AWP and the procurement plan
  7. Support the development of funding proposals to the donors
  8. Supervise administration support staff Project Assistants, technical experts, Officers, and others as requested by Project Manager.

Ensures facilitation of knowledge building and knowledge sharing, as follows:

  1. Conduct risk assessments, political and stakeholder mapping, and assist in developing options to address identified needs of sub-recipients and reinforcing capacities for national counterparts
  2. Support and assist MOI, MOJ, MOSA and relevant government departments to identify key recommendation/outcomes, actions from organized trainings, periodic workshops for programme activities and technical working groups meetings; and
  3. Support the development developing project communication and dissemination strategy and broadcast materials, stories supporting the key PSJP messages, in close coordination with the Country Office Communications Specialist.
  4. Regular provision of PSJP-related stories, pictures, and other material / links so that the UNDP website adequately reports on the latest news of the Joint Programme.
  5. Design / refreshment of the other PSJP web presence and products, ensuring that they are kept up-to-date and relevant and that they deliver the key Joint Programme’s messages
  6. Share information/ learning opportunities with the counterparts on time and maximize the capacity building for all with focus on the gender mainstreaming;
  7. Draw lessons learned, results and share them with the team and counterparts in accordance with the dissemination strategy.

Impact of Results:

The key results have an impact on the efficiency of the JP team and on its capacity for effective implementation of activities, manage risk and monitor/evaluate programme activities. Accurate presentation of information strengthens the capacity of the office and promotes the image of UN/UNDP as an effective contributor to the development of the country. Additionally, the key results contribute to the overall effectiveness of UNSMIL and UNDP’s development results in Libya. The efficient and timely achievement of JP results will strengthen UNDP’s position as a strong and reliable development partner and satisfaction on the part of the development partners in the country.

Required Skills and Experience

Education:

  • Master’s degree in social sciences, economics, law, international relations, or a related field; and
  • A Bachelor’s degree in the above fields with a minimum of 2 more years of.

Expereince:

  • Minimum of 3 years relevant work experience with Masters degree and 5 years of relevant work experience with Bachelor degree in the areas of project management including monitoring and reporting of projects,
  • Strong experience with demonstrated track record in facilitation, coordination, and monitoring of development projects, with knowledge of implementing M&E mechanisms a distinct advantage.
  • Experience and/or familiarity with Libyan institution, policy, regulations and practices a necessary requirement; and
  • Extensive experience liaising with and coordinating international development work in Libya.

Language requirements:

  • Fluency in oral and written Arabic and English.

Others:

Experience in the usage of computers and office software packages (MS Word, Excel, Power point, etc.), experience in handling of web-based management systems.
