The aim of the project is to expand and enhance the quality of PHC services so that these are accessible for vulnerable population groups. The project focusses on thirteen municipalities in the west and east of Libya. The project´s intervention areas are 1) increasing the functionality of selected PHC Centers (PHCCs), 2) improving the clinical, technical, and administrational competencies of PHC staff, and 3) improving the COVID-19 testing and treatment in four municipalities. The project is being managed remotely from Tunis. · Liaises closely with the Primary Health Care Institute · Provides technical support in the area of Family Practice Approach with focus on in-service trainings · Ensures that project activities are aligned to MoH strategies and procedures · Supports the operationalization of the project interventions in the municipalities · Liaises with the implementing partner/s, and other GIZ projects in Libya. · Monitors project activities and reports these to the project M&E advisor. · Ensures that the project activities are gender sensitive and inclusive. · Contributes to knowledge management and preparation of communication materials. · Contributes to the project’s reporting, M+E and RMB systems. · University degree in public health, and/or medical/health · professional with experience in public health · Minimum 3 years of experience within the health sector. · Excellent communication and reporting skills · Team-orientated, as well ability to work independently · Excellent micro-soft skills · Good working knowledge of modern communication systems · Ability to function well in a multi-cultural environment · Conceptual knowledge of PHC, Family Practice Approach, health systems strengthening and WHO Framework on integrated people-centred health services · Well-versed in gender and inclusion approaches · Good understanding of the Paris Declaration on Aid Effectiveness and/or the Sphere Handbook/Humanitarian Charter is desirable · be based in the GIZ office in Tripoli · be prepared to undertake travels to the West and South of Libya and, when the security situation allows, also to the East of Libya · have to travel abroad on missions and for training.
