Background
Under the direct supervision of the Project Manager (PM) of the Capacity Strengthening Initiative for Libya (CSI) project, the Project Officer will be Tripoli based and contribute to UNDP’s support to the Project on CSI.
The Project Officer will be responsible for the daily administrative, logistical and financial support under the CSI Project, assisting the Project Manager in implementing and monitoring the project activities on regular basis.
The Project Officer will work closely with the project team, including the Project Manager and Project Assistant, and CO programme and operations clusters, Ministry of Planning, civil society organisations, and Government officials.

Project Implementation:
Assist PM in coordinating, facilitating and implementing the output activities of the project
Assess capacities and needs (technical, operational) of partners and beneficiaries to achieve planned activities
Prepare terms of reference of consultants
Provide technical & training support in project management to project partners, beneficiaries and other project staff.
Provide operational and logistical support in organizing events.
Mobilize UNDP operations department as required for timely implementation of project activities.
In close collaboration with project associate, provide support to timely payments.
Provide other administrative support to PM as per the needs.
Project Monitoring & Reporting
Keep track of all project progress against indicators defined in the results framework
Support Project Manager in reviewing deliverables of consultants
Ensure timely and sufficient information-sharing on project implementation with project partners and maintain close communications with them.
Draft corporate quarterly progress reports and ensure their timely submissions
Compile data needed for regular project reports by PM and contribute to drafting regular progress reports for donors.
Impact of Results:
Accurate project support, including monitoring, operations, reporting and partnership building in order to ensure effective implementation of the project. A client-oriented and efficient approach impact on the image of UNDP in the country.

Required Skills and Experience
Education:
Master degree or equivalent in Planning, Administration, Political Sciences, Development Studies, or a related field or Bachelor’s degree (with 4 years’ relevant work experience)
Experience:
Minimum 2 years of work experience with Master’s degree in relevant field or minimum 4 years work experience with Bachelor’s degree preferably in project implementation; Excellent understanding of the current situation of government institutions and institutional capacity in Libya. Demonstrated professional experience in government institutions. Demonstrated professional experience with Ministry of Planning or entities with similar functions is a strong asset. Previous experience in capacity development/strengthening is an asset.
Language Requirements:
Fluency in English & Arabic required.
