The World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience.

In its capacity of global lead agency of the Emergency Telecommunications Cluster (ETC), WFP Libya Country Office was requested to lead the Emergency Telecommunications Sector (ETS) in Libya in 2018 to provide vital communications and technology services, coordinate the ICT response in collaboration with local actors and support sector initiatives to increase accountability towards affected communities. Since then, the ETS provided shared Internet and security communications services in common operational hubs and in 2020, launched a common feedback mechanism platform in the form of an inter-agency call centre, also used as the national COVID-19 information channel.

  • Lead the identification/assessment and prioritization of bottlenecks and gaps impeding delivery of essential assistance by the humanitarian community and affected communities in support of the HRP priorities.
  • Recommend to partners standard operation procedures, alternative ET solutions and a cost/benefit analysis for each solution.
  • Manage the relationship with technology service providers in coordination with other sector members.
  • Articulate clearly and concisely project requirements, budget and plans to stakeholders such as Sector Coordinators and Heads of Organizations.
  • Ensure ETS activities are reflected in inter-agency documentation such as the Humanitarian Needs Overview (HNO), the Humanitarian Response Plan (HRP) and Cluster performance reports.
  • Identify funding requirements for Libya ETS projects, prepare the ETS budget and track ETS expenditure against forecast.
  • In coordination with WFP Country Office, advocate for funding with donors as well as brief them on the ETS activities in the country.
  • Identify sensible ETS country preparedness activities to strengthen response readiness and local capacity.
