Essential Job Duties/Scope of Work:
International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs. Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.
Staff working on UNHCR projects continue to provide medical assistance and protection monitoring at targeted detention centres (DCs). NFIs distributions are also taking place in different DCs. Provision of medical care, outreach, NFIs, and other support continue at two community development centres (CDCs) in Tripoli. On 15th March the outreach team organized the first session of the handy craft course for POCs women under the women empowerment project. More courses will follow in the coming weeks. The Data Collection team is now working in Serraj office where all POCs registration activities take place. In addition,
UNHCR are carrying out repairs to Serraj Registration building and have reduced the working week to two days to expedite the repairs for the next four weeks. The rescue at sea operations are continuing in different ports by providing first medical assistance, protection monitoring and NFIs distribution. Since December our medical teams are also operating in Gharyan DC and Tariq AlMater DC. In February we started to provide medical and protection services in Sooq al Khamis DC in Khmos and from March in Zwara DC. Under OFDA grant, Mobile Medical Units (MMUs) are conducting routine visits to IDP populations in Mis’rata, Sabha, and Tripoli. On 4
April, the Medical team carried out a Medical assessment of Daher Aljabel Detention center in Zintan 200km south of Tripoli. ?
Medical coordinator and doctors attended training workshop on Tuberculosis (TB), EWARN and related guidelines at the TB center in Gorgi, organized by Ministry of Health (MoH).
Primary Health Care (PHC) intervention in Misrata was expanded to include an additional polyclinic; Tamina Polyclinic. Tamina is located in the east of Misrata. It is 5-10 km away from Alkararim IDP camp. There are lack of available primary health care services in this specific region. Consequently, the number of the polyclinics supported by IMC is increased to five. The clinic preparation was facilitated by MoH with official request to IMC medical teams for providing health care to the most vulnerable groups within the neighborhood.
The medical coordinator and HR manager traveled to Benghazi to facilitate the interviews and selection of the new medical team in Benghazi.
Conduct a full HR audit to highlight the area’s that need improvement and are not in line with IMC HR policy and procedures.
HR professional will be able to align HR activities with the overall plans and programs of the mission,
ensure continuous improvement of the HR Processes to optimize operational efficiencies,
recognize employee’s concerns and needs and provide opportunity to enhance employee morale and commitment towards better performance,
strengthen organizational integrity through establishment of integrity infrastructure comprising education, prevention and compliance.
Carry out a market survey of salary scales in Libya and complete a salary scale based on the survey information, this will enable the mission to ensure IMC Libya are paying in line with the market Median to exercise due diligence and effectively utilize donor funds.
The primary function of the Human Resources Coordinator is to manage all aspects of Human Resources operations for national and international staff in the country program and to ensure compliance with local labor laws.
Audit HR Department, Highlight weak area’s and propose a corrective action plan to ensure improvement.
Salary Market Survey and establish Salary scale in bands that respond to responsibilities and years’ service
Review and revamp the Recruitment advertising to reach a wider population.
Assess current staff and recommend Training/ development required.
Build capacity of the HR dept. through mentoring and leading the team.

1. Human Resources Management
• Ensure national staff contracts are in compliance with local labor laws
• Oversee the development and maintenance of the local employee handbook
• Monitor the local recruitment process and ensure policies and procedures are followed according to labor laws and internal regulations
• Ensure expatriate staff time sheets, leave requests and other required documentation is reviewed and sent to HQ timely
• Research, develop and implement the local salary scale for national staff
• Manage employee orientations and work with managers to properly prepare new incumbents for their positions
• Create and maintain job descriptions in consultation with HQ Human Resources
• Manage the performance appraisal process to ensure managers complete them appropriately and timely
• Work with supervisory staff to coach on management and employee relations issues that arise
• Conduct investigations as needed and directed by HQ
• Assist in the selection and training of qualified program staff and recommend promotions, disciplinary action and termination of staff in consultation with the Country Director and Finance Administrative Director
• Supervise the HR staff to ensure their smooth and effective operations
• Maintain open lines of communications with all field staff
• Maintain flexibility to take on added responsibility as and when needed
• Represent the organization at task force meetings, assessment missions, camp coordination meetings, UN coordination meetings, INGO coordination meetings as appropriate
• Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors
3. Training/ Capacity Building
• Determine training needs for subordinate staff
• Train senior national staff to increase their responsibilities in order to build capacity and ensure sustainability of programs
• In coordination with supervisory staff, advocate and plan for professional development activities and trainings for expat and national staff
4. Working Relationships
• Maintain frequent communication with Country Director to ensure HR activities and objectives are communicated
• Interface with national government and relevant agencies as necessary
• Ensure application and compliance of security protocols and policies 6. Prevention of Sexual Exploitation and Abuse
• Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.

As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards. • Bachelors degree in Business Management, International Development and/or in a relevant field of study
• Five years experience in Human Resources, of which at least one year in developing countries or resource deprived environment; or equivalent combination of education and experience
• Supervisory experience
• Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs
• Profound cross-cultural awareness and insight into health care issues
• Ability to exercise sound judgment and make decisions independently
• Extremely flexible, and have the ability to cope with stressful situations and frustrations
• Ability to relate to and motivate staff effectively
• Creativity and the ability to work with limited resources
• Excellent decision making skills
• Team player and strong communication skills, both oral and written
• Proficient in computer applications, especially with MS Word and MS Excel, MS PowerPoint a plus
Experience in IMC HR policies and procedures, Leading and developing a HR team in a hostile environment,
Proven Management / Leadership skills, HR Manager for 5 years plus, prioritizing objective / targets. Accountability of
HR staff, Disciplinary interviews and investigations.
