  1. General responsibilities:

The Senior Operations Officer is responsible for coordinating the provision of support services to ensure smooth implementation of activities and projects, and in adherence to logistic, finance, administration, and security procedures. He/she provides operational support to the programs in Misurata and surroundings for Cesvi mission. The Senior Operations Officer manages a Log/Admin Assistant and reports to the Country Operations Manager and functionally to the Country administrator based in Tripoli, in close collaboration with the Co-Head of Program.

The position holder will adhere to Children Safeguarding Policy, PSEA Policy and code of conduct, and report concerns.

  1. Logistics: (60%)
  • Works with Country Administrator, Finance Manager and Country Operations Manager to plan, facilitate, and execute the effective implementation of procurement planning process, including the preparation of invitations to bid, collection of offers and relations with providers in loco.
  • Responsible of the management of the office (bills, equipment, relation with owner/neighborhood, general maintenance, works, etc.).
  • Monitor’s office supplies on a monthly basis filling the samples provided. Schedule new stock item and movement.
  • Ensures all supporting documentation is prepared and filled according to Cesvi guidelines and Donors procedures.
  • Manages the travels of the expatriate staff from/to Libya in coordination with Logistic Department in Tunisia and Tripoli (including booking hotel, flights, etc.) and supported by the Log/Admin Assistant.
  • Collects information on the expatriate staff in mission to Misurata and arrange transportation accordingly.
  • Coordinates with the Country Operations Manager and PMs to ensure all necessary equipment and assets for the staff and the office are purchased according to budget and timeline.
  • Ensures proper management of the Office assets, supervising the work of the Admin/Log Assistant in terms of list of assets update.
  • Ensures proper maintenance of the office facilities.
  • Ensures proper management of the warehouse in Misurata, supervising the Admin/Log Assistant.
  • Ensures inventory of the office assets and project inventories are updated.
  • Fleet Management (including vehicles logbook, regular maintenance; transportation and track; drivers training; etc.).
  • Management, supervision and training of Log/Admin Assistant and other supporting staff as necessary.
  • Liaison with Program Staff based on the Programme needs.
  1. Security and Access: (30%)
  2. Responsible for the security and safety of staff, premises, as well as security of Cesvi materials and assets as Security Focal Point for the area of competence (Misurata and surroundings), including implementation and follow up of Covid-measures.
  3. Ensure daily assessment of the security situation in the area of competence.
  4. Ensure regular monitoring and reports of the security situation in the area of competence.
  5. Daily support in the implementation of the existing Standard Operational Procedures and Contingency Plans.
  6. Biannual/annual collaboration in the revision of the Country Security Plan;
  7. Liaise with authorities, governmental entities and other stakeholders as necessary to facilitate access and solve issues as they arise for projects, national and international staff.
  8. Facilitate security and access related activities such as risk assessments, investigations, negotiations, authorizations, etcetera.
  9. Focal Point for Covid-related inquiries relevant to area of competence.
  10. Finance-Administration: (10%)

4.1. Treasury

  • Responsible of the flux of funds coming and outgoing to/from the office and prepares the local request fund format when needed.
  • Signs the receipt of funds received from Tripoli/HQ and for authorized expenses from PMs and Country Administrator.

4.2. Accounting

  • Verifies that all expenses are eligible according with donors/Cesvi rules and regulations and the amounts justified are matching with cash book received.
  • Provides payments of all expenses authorized by the coordination in Tripoli and Tunis following the required procedure, managing cash and bank.
  • Registers daily all expenses in cash and bank book, archiving and scanning documents in the timing agreed with the administration based in Tunis.
  • Ensures the cash and the bank reconciliation monthly and their upload on the Dropbox.
  • Ensures that all administrative documentation is in order and properly stored.

Job requirements:

1- Relevant academic qualification (management, logistics or security)

2- Libyan nationality

3- Minimum 3 years’ experience in Logistics and/or Security in the private and/or INGO sectors in the same environment

4- Professional fluency in English and Arabic.

5- Pro activity and problem-solving skills.

6- Team player

7- Ability to interact with and influence internal and external stakeholders

8- Access negotiation skills

9- Attention to details

Desirable:

1- Experience in similar position in INGO/NGO sector

2- Knowledge of security international best practices and security vendor management experience

3- HEAT trained
