Context:

Under the overall supervision of the Head – Programme Development and Support Unit and the direct supervision of the Monitoring & Evaluation Officer, the Monitoring, Evaluation and Information Management Assistant – in coordination with the PDSU Unit – will be responsible for the following activities related to M&E and Information Management functions:

Core Functions / Responsibilities:

1.Support the overall coordination of the integrated mechanism for data gathering and information management across different units to verify that accurate and reliable data are collected, stored, and submitted in a timely manner to be used for further processing including regular reporting;

2.Support the design, test and regularly review information and data collection tools ensuring the compliance with relevant monitoring and reporting requirements. Provide advice and guidance on the information and data collection process in coordination with the monitoring and reporting focal points.

3.Support he compilation and drafting of various reports, including weekly activity reports, monthly newsletter, COVID frameworks and quarterly reports and IOM/UN annual reports.

4.Support the compilation and management of information on different HQ, RO and Unit’s

Dashboard and provides accurate and timely results on IOM Libya Power BI report Server;

5.Support the M&E Officer in managing, updating and regularly improving monitoring and evaluation frameworks for all projects and an effective information management system coordinating the data collection, analysis and reporting through KOBO and other systems in Libya.

6.Support the coordination of the M&E eumerators’ tasks in Libya and build staff capacity on M&E and information management systems, frameworks and datasets to ensure that M&E arrangements meet international standards and comply with donor agreements.

7.Support the monitoring of data collection processes and the overall data management activities including encoding, storing, and transferring data from database as well as processing, and support to the analysis of the collected data and information locally;

8.Prepare and generate local level information products such as dashboards, fact sheets, info sheets, weekly updates and support on information sharing and dissemination to all relevant channels;

9.Participate in the development of monitoring surveys, training modules for the stakeholders as required for the implementation of information management mechanisms to facilitate smooth roll out;

10.Assist with informal translations if and when required;

11.Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

Bachelor’s Degree in Information Management, Computer Science, Media or Social Sciences or a related field from an accredited academic institution with at least three years of relevant professional experience; or,

Completed High School degree from an accredited academic institution, with five years of relevant professional experience;

Experience

Experience in working with migration related issues;

Work Experience from an international organization is an advantage.

Previous experience in an international, humanitarian/development organization and/or in capacity building initiatives is an advantage;

Skills

Ability to pay close attention to details and work with minimal supervision

Ability to work under pressure and meet deadlines

Ability to work effectively and harmoniously with a team of colleagues

Strong knowledge of MS Office applications especially Excel, and good knowledge of Adobe software (Photoshop, Illustrator, Indesign). Preferred knowledge of GIS software.

Languages

Fluency in English and Arabic is required

Working knowledge of French and/or Spanish is an advantage
