General Information
The organization
 

Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political, and non-religious international aid organization. Our teams are committed to supporting civilian victims of marginalization and exclusion, natural disasters, wars, and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads an average of 190 projects per year in the following sectors of intervention: food security, health, nutrition, infrastructure, WASH, and economic recovery. PUI is providing assistance to 5 million people in 21 countries – in Africa, Asia, Middle East, Eastern Europe and France in 2017.

 

PUI started implementing operations in Libya since 2017, so far, PUI is focusing on the health care issue, by providing primary health care (PHC) services to internal displaced populations and their host communities, migrants refugees and asylum seekers  in the eastern cities of the country. PUI is recreating an access to essential package of health care including communicable and non-communicable diseases, medical screening, sexual and reproductive health and psychosocial support interventions via Mobile Health Teams. Furthermore, PUI is reinforcing sensitization, communication and prevention on health care topics within the communities.

PUI is starting a new project aiming to enhance access to quality care for patients suffering from non-communicable diseases at primary health care level. And provision of essential PHC services During emergency health situations .This project will be implementation supposed to provide care pathways for patients including diagnosis, treatment, health education and referrals to public structures in order to follow up on the stabilization of the diseases and to avoid complication. Project location: will be in Cyrenaica Region – Ajdabiya, Benghazi and Al Marj Districts

This new project is funded by the Centre de crise et de soutien (CDCS) to Libya.

 

 

Job Description
Overall purpose
 

Under the supervision of the Non-Communicable Disease Mentor Medical Doctor (NCD MMD) and in collaboration with Health AM and other NCD medical staff, the Health Promoter ensures the implementation of national medical protocols by MoH staff regarding health promotion and health education thought mentorship relationship in the target site (PHCC) in Almarj and urgent interventions in the area of north east of Libya.

 

Responsibilities and scope of duties
Programs (mentorship): Ensures proper implementation and monitoring of the health program falling under his/her responsibility through mentorship relationship with MoH health promoters and medical staff regarding health promotion and health education, while observing PUI’s health intervention framework, the health sector recommendations and WHO guidelines for NCD care.

Health promotion strategy: Develops and adapt the health promotion approach according to context

 

 

 

Representation: Represents the association before partners, authorities and local actors involved in the implementation of health programs.

Coordination and reporting: participate in the coordination process for all activities at the field level and submit activity progress reports to the NCD-MD.

 

Specific objectives and linked activities
1.   IMPLEMENTATION AND MONITORING OF  HEALTH AND HYGIENE PROMOTION PROTOCOLS FOR NCD PATIENTS IN MoH PILOTE SITE (MENTORSHIP)

·   Plan and prepare information, education and communication sessions for targeted persons in collaboration of MoH health promoters in accordance with national protocols and WHO recommendations;

·   Conduct training sessions to MoH health promoters and medical staff regarding health and hygiene promotion based on the national NCD clinical protocols;

·   Participate and ensure formative supervisions with the MoH health promoters in the conduction of individual and group health and hygiene education and sensitization sessions on topics decided jointly with the Medical Doctor Mentor and the NCD Activity Manager;

·   Ensure availability of IEC tools (support and materials) prior to any session;

·   Ensure follow up of these sessions, their quality and efficiency. This can be done in either the clinic or in the community settings;

·   Accept “referrals” from Health Facility staff for patients requiring further health education and promotion support;

·   Raise awareness of PUI health services among Health facility team members;

·   Advise other MoH medical staff regarding communication and delivery of health education to the patients;

·   Improve PUI health services by working closely with clinical staff to create a broader understanding of the health situation of the local community;

·   Conduct field visits to observe and suggest improvements of the activities, and implement solutions;

·   Participate with the MoH health promoters to  MoH NCD-related campaigns and ensure the organisation of events in sites with at risk patient of NCD;

·   Organize NCD project staff participation in public health events (World Diabetes Day, for example) in the assigned area of intervention;

·   Maintain regular contact and collaboration with the community leaders, local authorities and local NGO of the target area for patient referral and follow up;

·   Ensure the data collection on the appropriate tool (forms, register or tablet) about sensitisation sessions conducted and forward to the her/his line manager for central compilation in the daily report;

·   Keep the data collection tools and files archived in Première Urgence Internationale office, accessible to the medical team;

·   Report on a daily and weekly basis to the medical doctor Mentor and to the NCD AM;

·   Analyse the data with the rest of the NCD project team (Med. Doctor, Nurse, Pharma., Activity Manager) and take lessons to feed back into future planning (type of messaging, way of conducting sessions etc.);

·   Draw up and submit the activities report (which should include progress made by the MoH staff) and any exceptional reports in a timely manner to the NCD MMD and  Health AM;

·   Participate regularly to training and or refresher training and or program workshops sessions or information sessions in order to maintain an updated knowledge about health and hygiene related topics;

·   Help in ensuring the quality of the project through reporting follow up, results monitoring, context monitoring, lessons learned and knowledge management, tools development and trainings;

·   Ensure the delivery of health awareness sessions to the beneficiaries during the urgent health interventions in the region of north east of Libya.

 

2.   INFORMATION, EDUCATION AND COMMUNICATION STRATEGY

 

·   Participate in the initial needs assessment at target communities’ level: facilitation of focus group discussions, visits to sites, and meeting with key members of community;

·   Contribute to the development of IEC material and support (leaflets, posters, films, presentation, etc.) and ensure the activity is following an interactive and participatory approach and use medical team’s data and experience to adapt and make appropriate the sensitisation messaging;

·   Promote Self-Management and Patient Empowerment ensuring provision of education and supportive interventions by health care staff to increase patients’ skills and confidence in managing their health problems;

·   Participate to strengthen the clinician–patient relationship and improve health outcomes through prevention messages and promotion of healthy life style in order to improve of NCD patients life conditions;

·   In coordination with the Mentor MDs and  Health Activity Manager, insures the availability of sufficient stocks of IEC tools and equipment in the intervention sites, when organizing activity, insures that all required tools and materials are available and functional;

3.    REPRESENTATION OF PUI

ENSURE THE REPRESENTATION OF PUI BEFORE HEALTHCARE PROVIDERS

·   Represent PUI before local actors involved in the implementation of project’s activities, and ensures good relations are maintained with each of them (consistent with PUI principles of neutrality and independence);

·   Does not act out of his/her role in representing PUI before external actors, and reports any concerns regarding PUI representation (i.e. External actors, journalists, local authorities) to the NCD MMD and  Health AM;

·   Under the supervision of the NCD MMD and  Health AM, in the event of visits from donors to health facilities, participates actively in the preparation and the smooth organization of the visit when requested;

 

4.    OTHER DUTIES

 

·   Is responsible of ensuring the respect of COVID-19 protective measures in the implementation of any kind of awareness activities

·   Participate to workshops on NCD national protocols.

·   Be aware of the security rules and social and political situation in the field at any time and provide feedback to the NCD MMD,  Health activity manager

·   Follow safety and security rules on-base

·   Attend PUI team meetings when required

·   Be aware and apply the Internal Regulations (IR) PUI for the mission

·   Participates in identifying health-related needs in coordination with the NCD MMD and NCD AM.

 

In General, the Collaborator has to remain flexible and to perform any other duties as required for the good care of patients

 

NB: This job description may be subject to modifications in the future, depending on the evolution of the activities. These modifications will then be defined and discussed between the Collaborator and PUI
