Monitoring Lead, USAID Libya Monitoring, Evaluation, and Learning Activity - Clear Outcomes

Clear Outcomes is recruiting for a Monitoring Lead for an anticipated five-year contract – USAID/Libya Monitoring, Evaluation, and Learning Activity (LMELA). The purpose of this contract will be to provide technical support for monitoring, evaluation, and learning (MEL) services to USAID/Libya. This will include in-country third party monitoring of USAID activities in a non-presence environment and the provision of services including mid-term and final performance evaluations; assessments and analyses; data quality assessments and data quality verification; capacity building and training, and performance monitoring tasks. USAID/Libya does not have a physical presence in Libya and is based in Tunis, Tunisia. It is anticipated that this position will be based in Triopli, with potential for frequent travel within Libya and to and from Tunisia.

Position Description

The Monitoring Lead shall be responsible for overall management and functioning of all third-party monitoring, performance monitoring, context monitoring, and related cross-cutting activities. The Monitoring Lead must have the demonstrated capability to effectively field and manage third party monitors and oversee a range of monitoring activities across sectors. S/he will be expected to work with and supervise the Libyan Field Supervisors to manage all day-to-day aspects of the field monitors (e.g., training needs, work plans, communication, reporting). S/he will ensure and be responsible for making sure the field monitors produce timely and high-quality reports for USAID, as well as leading or overseeing that analysis and synthesis of monitoring information for USAID. The Monitoring Lead must also be familiar with USAID performance monitoring requirements, as described in ADS 201, and be able to oversee routine performance monitoring and verification tasks, such as data quality assessments and verification, development of the mission Performance Management Plans, review of implementing partner activity MEL plans, reviewing USAID’s performance indicators against Agency reporting requirements and identifying any gaps, providing technical assistance on developing good performance and context indicators, and providing training and capacity building on monitoring-related topics

Education and Experience Requirements

• Master’s degree in relevant field or Ph.D. in the social sciences
• 7+ years of experience in monitoring, evaluation and management consulting in international development programs
• Recognized senior level expert in the monitoring, evaluation, and learning sector with strong management and people skills
• Strong quantitative and qualitative data analysis skills blended with expert writing and verbal communication skills in English and Arabic
• Comfortable with monitoring, evaluation and learning assignments
• Extensive previous experience on USAID-funded programs, including experience developing PMPs and MEL plans for USAID activities
• Excellent trainer and committed to capacity building approaches
• Solution-oriented and a nice person to work with
• Loves to learn and willing to experiment with new technology and new ways of working
• Technical expertise in one or more thematic sectors (such as health, democracy and governance, education, civil society strengthening, environment etc.) a strong plus
• Ability to work in a fast-paced business environment
• Professional working proficiency in English and Modern Standard Arabic
