M&E Officer – Bani Walid - International Rescue Committee


Job Description

BACKGROUND: The humanitarian situation in Libya has deteriorated since the 2014 civil war. According to the United Nations 2018 Humanitarian Needs Overview, 1.1 million people require lifesaving humanitarian assistance and protection, including an estimated 170,000 internally displaced persons (IDPs), 401,000 migrants, refugees and asylum seekers, and 376,000 vulnerable host community. In September 2016, the IRC launched an emergency program in Misrata, Libya that provided medical care, medicines, and medical supplies in hospitals and primary health care centers (PHCCs). Since then, the IRC has expanded its programming to also include the provision of GBV prevention and response services and protection monitoring. The IRC’s programming has also been further expanded to Tripoli. The IRC envisages a humanitarian program in Libya targeting refugees, migrants and other war affected populations, with interventions designed to save lives and relieve humanitarian suffering, with a focus on health care and protection services.

The M&E Officer will report to the Senior M&E Officer and assist with the implementation of the sub field office’s M&E plan, including monitoring and capacity building of staff. The ideal candidate will have demonstrated experience in monitoring and evaluation and data collection preferably with protection and/or health programming.

JOB OVERVIEW/SUMMARY: The Monitoring and Evaluation (M&E) Officer will be part of the Bani Walid sub-field office structure, providing oversight of M&E activities in Bani Walid. The M&E officer will participate in a wide range of data collection activities at the field level, aimed at tracking the progress and performance of all health, protection and peace building interventions (e.g. exit interviews, spot checks, focus group discussions, post-distribution and satisfaction monitoring surveys). S/he is responsible for the data collection, compilation, monitoring and evaluation of program activities and analysis of reported data to inform programming.

RESPONSIBILITIES:
 Develop monitoring and evaluation tools to ensure quality tracking of project output and outcomes and beneficiary satisfaction, in line with protection guiding principles of safety, confidentiality, respect and non-discrimination;
 Regular update of Performance Monitoring Plan and log frames of all projects in the field office;
 Coordinate the implementation and promotion of feedback and accountability mechanisms and follow up on feedback received through the complaints and feedback systems with program teams;
 Assist the program managers in the development and maintenance of ICT beneficiary tracking tools and beneficiary databases, according to disaggregation of data required by donor agreements
 Work with the MEAL Coordinator to develop Performance Monitoring Plans (PMPs) at the onset of new projects.
 Collect, compile and update the PMPs on a monthly basis.
 Develop and adapt weekly and monthly quantitative and qualitative reporting tools and provide support to field-based staff in their use
 Analyze assessment data, based on the analysis plan and produce statistics and charts
 Provide regular updates and analysis of data to the program coordinators and managers to assess progress and suggest adaptations of the program
 Participate in the planning of rapid assessment, survey and focus group discussions, including question design and beneficiary selection
 Conduct exit interviews, post distribution assessments, spot checks of health and protection field activities, at different stages of the program implementation: meetings with local stakeholders, information sessions, focus group discussions, referrals, during implementation and as needed
 Assist the IRC’s Tripoli-based program teams in verifying the accuracy of data collected at all stages of the program
 Work on the design, promotion and implementation of feedback and accountability mechanism in Bani Walid.
 Conduct regular visits to project implementation sites to support and build the capacity of the Tripoli-based team in use of M&E tools and ICT tools for monitoring (e.g. tablets) to collect data and analyze findings
 Draft and submit reports of each field visits on a timely basis
 Other duties as assigned by the supervisor to enable and develop IRC programs

JOB REQUIREMENTS:
 Bachelor of Arts or Science in Social Science, Economics, Statistics, Computer Science, or related field
 More than 2 years of experience developing and maintaining M&E systems and tools
 Demonstrated experience and capacity in conducting field-level data collection and some experience in data analysis
 Previous experience in drafting reports
 Strong computer literacy, including proficiency in Microsoft Office 2007 and Microsoft Access.
 Demonstrated experience working with ICT tools to collect and analyze data
 Previous experience in mentoring and coaching team members
 Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
 Excellent interpersonal and problem-solving skills, creativity and flexibility
 INGO experience preferred
 Clear understanding of gender inequality, and issues surrounding violence against women and girls
 Experience of working with ODK/Kobo Toolkit, RapidSMS, GIS, etc preferred
 Fluency in English and Arabic required
