Quick Impact Projects Engineer (QIP’s) - ACTED Organization


Background on ACTED:

ACTED has been operating in Libya since 2011, currently delivering assistance from its field level offices in Tripoli, Benghazi and Sebha with support from 12 international and 60 national staff.  ACTED’s ongoing programming aims to respond to the country’s most pressing emergency needs whilst building the resilience of communities through support to civil society and local governance. This includes an unconditional multi-purpose cash program, protection monitoring, helpline, and referral services, and quick impact projects (QIPs). Furthermore, ACTED is offering capacity building, grants, and networking opportunities to civil society and local governance actors under its Civil Initiatives Libya (CIL) program.

Assignment

Under the direct supervision of the QIPs Project Manager, the Project officer will be mainly involved in the implementation and management of the small to medium scale civil works/infrastructure construction and/or rehabilitation in Benghazi. More specifically, he/she will be responsible for managing sub-contractors and ensuring the adequate and quality rehabilitation of different infrastructure constructions and/or public service buildings (schools, health centers…) as per technical standards and project objectives. The Project Officer will provide relevant technical expertise and supervise the work of sub-contractors to ensure that technical standards are met.

Duties and Responsibilities: 

• Conduct technical assessment of repair and rehabilitation needs in each target sites, using an inclusive and participatory process to identify and select buildings where rehabilitations can have the biggest impact to improve the safety and accessibility of infrastructures.
• Organise consultations with local communities, key stakeholders and authorities, and representatives to assess safety and rehabilitation needs in the target sites.
• Liaise with local/national government representatives (through its technical staff – engineers, architects) during the assessment and selection process to ensure local acceptance, appropriation sustainability of the works.

• Develop repair and rehabilitation plan for each target sites based on assessment findings, with detailed budget for the works identified (in line with overall project budget for rehabilitation works).
• Support the QIPs Project Manager in presenting the proposed QIP initiatives during a selection panel with the donor, including justifications for the selection; detailed discussion on the technical requirements and approach; and the expected outcome of the QIP for the target community. Be prepared to answer questions and justify technical decisions proposed by the QIP team;
• Contribute to the preparation of tender documents and evaluation of technical criteria in tender bids if necessary;
• Conduct technical assessments of sub-contractors and develop bill of quantities (BOQ) for rehabilitation and repair works;
• Review of project plans and technical documents prior to implementation to ensure feasibility and accuracy of inputs required in terms of quality and quantity;
• Liaise with all local/national government representatives to allow for timely completion and to address any issues raised regarding sub-contractor’s work;
• Supervise construction sites and works and equipment deliveries of ACTED’s sub-contractors, complete regular report on construction progress, quantities delivered to the sites, sites conditions, with photo documentation, notify of any challenges/delays in the workplan;
• Cross check reports emitted by the contractor(s) for accuracy (if any);
• Draft memos detailing lessons learned and best practices identified during the project, especially regarding the infrastructure repair and rehabilitation.
• Advise on project activities, consultations regarding contract development and technical specifications for all construction-related projects;
• To ensure timely weekly and monthly reports to Project Manager;
• Perform other tasks as requested.

The Project Engineer may also be requested to provide support for the implementation of grants as part of other projects implemented by ACTED.

In light of his/her functions, the Project Engineer acknowledges the fact that the nature of his/her work might evolve. Thus, he/she may be given other responsibilities and attributions with new opportunities that arise and in accordance with his/her competences and qualifications. The Project Engineer therefore accepts in advance that his/her attributions may be enlarged or modified during the project.

Key Performance Indicators

  • Number of Need assessments elaborated.
  • Number of detailed BOQs and estimated costs established according needs identified.
  • Number of sites in which rehabilitation and repair works are successfully implemented, in line with technical standards and timeframe.

 Within ACTED organisation, all staff are expected to support the well-being and safety of children at all times while performing their regular duties. All staff are bound by the ACTED Global Code of Conduct and the ACTED Child Protection Policy.

QUALIFICATIONS

  • Education: Bachelor’s degree in civil engineering, public works or relevant field;
  • At least 2 years of experience working on construction/public works and civil engineering in Libya;
  • Experience with local public authorities in Benghazi is an asset;
  • Good knowledge of legal framework of the construction and civil engineering sectors in Libya;
  • Good knowledge of standards and regulations in supervising public works;
  • Familiarity with the aid system, and ability to understand donor and governmental requirements;
  • Excellent communication and drafting skills;
  • Ability to organize and plan effectively;
  • Proven ability to work creatively and independently both in the field and in the office;
  • Being a strong team player and adept at creating a strong team spirit;
  • Ability to work with culturally diverse groups of people;
  • Ability to travel and work in difficult conditions and under pressure;
  • Highly proficient in written and spoken Arabic;
  • Working knowledge of both spoken and written English is required;
  • Strong knowledge of Microsoft office (Word, Excel, PowerPoint…).
