Context:

IOM Libya’s Protection and Voluntary Humanitarian Return and Reintegration (VHR) assistance Programmes operate in accordance with IOM’s strategy to support and provide protection and assistance to vulnerable migrants and Internally Displaced Persons (IDPs) in Libya. IOM works with relevant governmental agencies, as well as civil society, encouraging inter-agency cooperation and collaboration, as important components to ensure migrants enjoy access to services and receive protection and States can uphold and restore the rights of vulnerable population groups including migrants and IDPs.

Under the direct supervision of the Chief of Mission (COM), the successful candidate will be primarily responsible and accountable for directing the effective development, management, implementation, and coordination of the diverse portfolio of Protection and Voluntary Humanitarian Return Programmes in Libya.

Core Functions / Responsibilities:

  1. Lead the development and implementation of the IOM Libya Protection and VHR strategies informed by short-term and long-term priorities of the mission, in line with IOM national commitments and regional and global strategies.
  2. Lead and manage the protection and the voluntary humanitarian return and reintegration programmes. Oversee implementation and reporting within the two programmes, strengthen programming through robust monitoring and evaluation and build synergies and provide overall mentoring and supervision, including identifying opportunities to enhance service provision by both these Programmes.
  3. Coordinate and develop implementation modalities for the IOM Libya Protection Strategy and protection principled VHR support in coordination with relevant focal points within the Department of Emergency (DOE), Migrant Protection and Assistance Division (MPA) RO MENA and HQ, dedicated project staff, and relevant Stakeholders.
  4. Develop and implement measures to ensure centrality of protection and the coordination of outreach and accountability to affected populations within IOM Libya Programmes to ensure protection mainstreaming.
  5. Provide thematic guidance and lead on the development of procedural safeguards and standard operating procedures for the protection of vulnerable migrants and IDPs. Provide technical support to the country office on overall migration management, migrant and IDP protection, and international law issues.
  6. In coordination with CoM and relevant units, develop advocacy and communication strategies and ensure continued IOM advocacy efforts with Libyan Authorities and other relevant actors on the protection of migrants and IDPs, alternatives to detention, increased and enhanced protection space for migrants and IDPs.
  7. Establish and maintain close contacts and dialogue with all relevant line Ministries, including the Ministry of Interior, Justice and Social Affairs, donors, UN agencies, national and international NGOs aimed at coordinating and facilitating the implementation of ongoing activities and promoting new activities.
  8. Establish and maintain strategic partnerships with relevant agencies and stakeholders to ensure continued access and continuity of Programmes including continued protection monitoring, improved outreach to vulnerable migrant and IDP communities, and delivery of key assistance and protection services.
  9. Represent IOM in various fora such as the Humanitarian country Team, the Inter-Sector Coordination Working Group (ISCG), the Protection Sector, relevant Sub working Groups, Senior Advisory Group (SAG), Area Based Coordination Group (ACG) and Migration working group.
  10. Oversee the development of training and capacity building initiatives for internal and external stakeholders under relevant thematic areas covered by the Protection programme.
  11. Co-chair Migrant and Refugee Platform (MRP) meetings along with the United Nations High Commissioner for Refugees (UNHCR) and International Rescue Committee (IRC). Identify MRP long-term thematic priorities and coordinate the production and dissemination of thematic and policy guidance, advocacy messages, progress, and results of initiatives under the MRP to relevant stakeholders.
  12. In coordination with the Project Development Support Unit (PDSU), proactively identify and seek out programme development and potential funding opportunities for Protection and VHR Programmes.
  13. In coordination and in support of the CoM, perform focal point duties to the Libya Human Rights Due Diligence Policy (HRDDP) Task force and coordinate IOM Libya reporting of International Humanitarian Law and International Human Rights Law issues relevant to the Task Force.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Social Sciences, Political Science, Law, International Relations, Conflict Studies, Economics, Development Studies, or a related field from an accredited academic institution with seven years of relevant professional experience; or
  • University degree in the above fields with nine years of relevant professional experience.

Experience

  • Experience in sector/working group and/or cluster coordination, humanitarian response and emergency operations is required.
  • Experience in the field of migration, IDPs and refugee assistance and protection (including specific experience on Migrants and Refugee Protection).
  • Experience planning, organizing and facilitation of trainings.
  • Experience in emergency operations and liaison with Governments, other UN, and non-UN humanitarian actors.
  • Experience in the field of migration, including operational and field experience, is required.
  • Working experience in a non-family duty station in conflict or post-conflict countries; and
  • Experience and knowledge working on protection and/or in mixed migration contexts is an advantage.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
