Position: QIPs Project Manager (Engineer)

Contract duration: 11 months, renewable

Location: Tripoli

Starting date: 01/Mar/2021

 

*Background on ACTED:

ACTED is an independent non-governmental organization operating in Libya since 2012. ACTED works under multiple pillars in the whole of Libya. ACTED’s is looking for a qualified Civil Engineer that has experience in Project Management. The selected QIPs Project manager based in Tripoli will be responsible for ensuring proper implementation of small to medium scale civil works/infrastructure construction and/or rehabilitation in Tripoli, Benghazi and Sebha. The QIPs Project Manager oversees field operations and ensures effective and timely completion of activities, delivery of quality outputs and achievement of outcomes with maximum impact for beneficiaries. For the selected person it will be required to travel to Sebha and Benghazi.

*Responsibilities:

1.General:

  • Commit to the humanitarian principles of strict neutrality, religious and political impartiality and non-discrimination;
  • Report and clarify any work-related issues and challenges to supervisor in timely manner;
  • Respect time including to work, meetings, deadlines and other reasonable requests;
  • Maintain a good team spirit and stimulating working environment amongst staff and colleagues;
  • Commit to honest, high quality work in all aspects of responsibilities;
  • Be solution-driven;
  • Consider safety and security in the field, and immediately report all incidents to the security focal point;

2.Project planning:

  • Develop a comprehensive strategy for project implementation with clear systems, methods, and tools.
  • Liaise closely with UNHCR colleagues to agree on priorities for the QIP projects, and agree on targeting strategies
  • Plan the various stages of project implementation; including the submission of weekly workplans and updates to UNHCR, and provide guidance to project team by prioritizing and organizing activities and resources to achieve project objectives.

3.Project implementation and follow-up:

  • Supervise and manage the implementation of the project by ensuring that quality and technical standards are considered and respected during the implementation of the project, including through regular field visits to QIPs teams in Sebha and Tripoli
  • Ensure that project implementation is carried out on time, in terms of objectives and budget, to achieve desired impacts.
  • Conduct technical assessment of repair and rehabilitation needs in each target sites, using an inclusive and participatory process to identify and select sites where rehabilitations can have the biggest impact to improve the safety and accessibility of infrastructures and develop precise bill of quantities (BoQs) related.
  • Develop repair and rehabilitation plan for each target sites based on assessment findings, with detailed budget for the works identified (in line with overall project budget for rehabilitation works).
  • Contribute to the preparation of tender documents and evaluation of technical criteria in tender bids if necessary.
  • Review of project plans, technical documents and BoQs prior to implementation to ensure feasibility and accuracy of inputs required in terms of quality and quantity.
  • Liaise with all local/national government representatives to allow for timely completion and to address any issues raised regarding sub-contractor’s work.
  • Supervise construction sites and works and equipment deliveries of ACTED’s sub-contractors, complete regular report on construction progress, quantities delivered to the sites, sites conditions, with photo documentation, notify of any challenges/delays in the workplan.
  • Advise on project activities, consultations regarding contract development and technical specifications for all construction-related projects.
  • Anticipate and mitigate risks and resolve any unforeseen challenges during project implementation.
  • Regularly update the work plan, results tracking, using ACTED’s Project Management Framework (PMF) took, and other documents relevant to effective project management.
  • Ensure that best practices and lessons learned are documented, shared and taken into account in project planning and decision-making.

4.Finance and logistics:

  • Review monthly the Budget Follow up(s) and provide accurate forecasts with BOQs and orders forms.
  • Forecast monthly cash requirements of the project and submit to Area coordinators.
  • Contribute to the development of Procurement plans.
  • Send accurate and precise order forms in a timely manner to logistics department to kick-start procurements according to the project timeframe and workplan
  • Contribute to the preparation of tender documents and evaluation of technical criteria in tender bids if necessary.
  • Contribute to quality checks and procurement committees to finalize suppliers’ selection according to applicable scenario.
  • Confirm quality of material selection when applicable.
  • Ensure a proper management and use of the project assets and stocks.
  • Plan team movements based on available fleet and applicable policies.

5.Team management:

  • Participate in the recruitment of the technical team (ToRs, development and revision of tests, interviews)
  • Ensure that the project team understands and can fulfill their roles and responsibilities
  • Track the project team’s day-to-day work plans and activities.
  • Ensure a positive work environment and good team dynamics.
  • Conduct regular performance appraisals.
  • Manage interpersonal conflicts.
  • Identify capacity-building needs and support training of project team in relevant areas.

6.Transparency:

  • Ensure that activity reports and documents are properly done, compiled, and archived in accordance with ACTED procedures.
  • Ensure that teams are informed and comply with ACTED’s Code of Conduct and FLATS procedures.

7.External relations:

  • Draft formal written reports on a regular basis and liaise with donors on project updates and other communications, in English
  • Attend sector meetings relevant to the project.
  • Organise consultations with local communities, key stakeholders and authorities, and representatives to assess safety and rehabilitation needs in the target sites.
  • Liaise with local/national government representatives (through its technical staff – engineers, architects) during the assessment and selection process to ensure local acceptance, appropriation sustainability of the works.
  • Ensure that all contacts with beneficiaries are conducted in a respectful and sensitive manner.
  • Identify opportunities for collaboration and coordinate efforts with other organizations to ensure that our activities capitalize on theirs without duplicating them.

8.Reports:

  • Provide regular and up-to-date information on the progress and challenges faced in the project’s implementation.
  • Write internal reports and contribute to the development of financial reporting through regular budget monitoring.
  • Contribute to the drafting of external and internal reports on project progress, ensuring the quality and accuracy of the technical information provided.

*Qualifications:

  • Education: Bachelor’s degree in civil engineering, public works or relevant field.
  • At least 2 years of experience working on construction/public works and civil engineering in Libya.
  • At least 2 years of professional experience in humanitarian affairs, development, community, or related areas. Additional experience in coordinating support strategies for IDPS, Refugees and vulnerable groups in post conflict situation is an advantage.
  • Good knowledge of legal framework of the construction and civil engineering sectors in Libya.
  • Experience with local public authorities in Tripoli, Sebha or Benghazi is an asset.
  • Ability to organize and plan effectively.
  • Excellent communication and report and proposals drafting skills.
  • Adept at creating a strong team spirit with team members in different locations.
  • Proven ability to work both creatively and independently.
  • Ability to work with culturally diverse groups of people.
  • Availability and willingness to travel regularly to Sebha and around Tripoli
  • Ability to travel and work in difficult conditions and under pressure.
  • Proficient in written and spoken English and Arabic is required.
  • Strong knowledge of Microsoft office (Word, Excel, PowerPoint…).
