Linataawan is a three year project co-funded by the European Union and delivered by the British Council and partners. The aim of the project is to strengthen democratic governance, accountability, and local development in Libya by empowering civil society actors to participate in decision-making processes. The Monitoring, Evaluation and Learning (MEL) Manager is a key position under the project. The incumbent will lead in the delivery of all aspects of the project MEL Strategy. This includes ensuring adequate use of data collection tools, maintaining project databases (including baseline and log frame indicators), data quality assurance, and identification and resolution of capacity building needs. The MEL Manager will also be responsible for maintaining coordination with implementing partners, undertaking monitoring visits, and serving as the focal point for the external end-project evaluation. The MEL Manager will lead on progress reporting against the project log frame, identify gaps and suggest remedial measures, and lead on all learning activities under the project.
