Communications & Visibility Manager - BRITISH COUNCIL

Linataawan is a three-year project co-funded by the European Union and delivered by the British Council and partners. The aim of the project is to strengthen democratic governance, accountability, and local development in Libya by empowering civil society actors to participate in decision-making processes.

The purpose of this role is to oversee the development and implementation of communications planning and delivery (both internal and external) for the project. The Communications and Visibility manager will own the communications strategy and will be responsible for developing and implementation a communications plan that is sensitive to the needs of the project. The Communications and Visibility Manager will be responsible for ensuring consistency in communications across the project and will work closely with project delivery partners to ensure appropriate visibility of the project across all activities.

Pay Band: 7/F
Location: Libya
Contract type: Two years fixed term local contract
Salary: LYD 4,586.62 per month along with a 13th month salary
Benefits: Flexible working arrangements, medical insurance cover and terminal gratuity.

Main Accountabilities:

Project Communications : Develops the project’s communications plan and manages its implementation, ensuring that the plan has real impact, is aligned to relevant British Council country and regional communications plans, and is appropriate for the local context.

  • Manages the development and delivery of internal and external project communications campaigns, advice and activities, ensuring that messages are consistent across all project partners.
  • Builds an in-depth understanding of the project’s context, opportunities and challenges
  • Leads and manages all project media relations activities
  • Manages the development of messages, reports, impact stories, press releases, internal communications and updates relating to the project
  • Monitors social media and responds where needed
  • Provides clear guidance and advice to partners to ensure project communication across all activities complies with project, client and British Council visibility requirements.
  • Ensures that project communications promote gender equality and inclusion.

Monitoring, evaluation and learning

  • Develops tools for monitoring the impact of communications, gathers data and regularly provides learning and feedback to contribute to a cycle of learning and improvement.

About You: 
We are looking for someone with:

  • The existing right to live and work in Libya
  • High proficiency in English and Arabic
  • Bachelor’s degree in development studies, statistics, or any other relevant field or Basic degree with minimum 10 years’ experience in relevant field
  • Considerable experience in managing communications within a large and complex organisation
  • Demonstrable experience in providing expert advice and guidance on internal and external communications
  • Demonstrable experience in managing and mitigating internal and external communications risks and crises
  • Demonstrated ability to analyse, understand and convey complex information in a simplified form
