HR and Admin Officer – Tripoli and Benghazi - Norwegian Refugee Council

NRC has been operating in Libya since 2018 with offices in Tripoli and Benghazi. NRC is providing assistance to Libyan IDPs, returnees and host communities in Benghazi and Tripoli with potential expansion to adjacent districts. NRC Libya is working to deliver variety of programming across the following sectors: Shelter, Information, Counseling and Legal Assistance Technical Assistant (ICLA), and Education. In the course of 2019 options for expanding programming to support the migrant and refuge population will be developed.

1.    Role and responsibilities

The following is a brief description of the role. The purpose of the HR/ Admin Officer position is to provide general administration and HR support to ensure the smooth functioning of the NRC Libya, and HR team in accordance with NRC’s HR, Admin, Finance and Logistics policies and procedures and relevant donor guidelines. The HR/Admin Officer is the first person whom NRC employees will approach for getting their Administration and HR issues resolved. S/he will liaise closely with logistics, Finance and all departments.

Generic responsibilities:

  1. Ensure adherence with NRC policies, tools, handbooks and guidelines
  2. Implement delegated support function portfolio according to plan of action
  3. Prepare and develop status reports as required by management
  4. Ensure proper filing of documents
  5. Promote and share ideas for improvement of the support function
  6. Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC

Specific responsibilities

  • General office administration management and implementing office policies
  • Ensure proper maintenance of office equipment and stationary, scheduling repairs through logistics department whenever
  • Supervise cleaning staff and prepare their
  • Provide assistance with local procurement, in accordance with NRC procurement procedures and thresholds,

 

  • Develop and maintain an accurate database of Admin documents and HR related documents including national staff information (soft copies)Any other general administrative as directed by line
  • Follow up on all related personnel management, staff database, access control, timesheets and

attendance, leave balances, performance management, and documentation to ensure compliance of filing using hard copy personnel files and e-filing.

Follow up on the required and mandatory trainings for all staff.

  • Prepare contracts for new staff and Daily worker and track on contracts
  • Assist in training of NRC staff when needed
  • Use HRMS to update staff database and recruitment
  • Attend all meetings assigned by line manager and prepare periodic HR
  • Provide support and Coordinate national staff recruitment and
  • Ensure adherence to national labor law in all HR processes and
  • Carry out and follow up on the implementation of the exit procedure for all national staff including clearance, discharge process, final settlement, etc.; and follow up on the exit interview completion with the HR Coordination
  • Fulfill any other HR related tasks that may be assigned by the line

2.       Competencies

Professional competencies

These are skills, knowledge and experience that are important for effective performance.

Generic professional competencies:

  • Minimum of 1 year of Experience from working in a humanitarian/recovery context or equivalent;
  • Previous experience from working in complex and volatile contexts;
  • Documented results related to the position’s responsibilities;
  • English/ Arabic Languages, both written and verbal;

Context/ Specific skills, knowledge and experience:

  • Minimum of 2 years of HR relevant experience
  • Basic computer skills in Microsoft office (MS Excel, Word, and outlook)
  • Good Communication and interpersonal skills
  • Strong organisational and team work skills
  • Highly approachable, trustworthy and confidential
  • Good diplomacy and negotiation skills
  • Good cultural awareness and sensitivity
  • Ability to work in advanced English (written/spoken)
  • Tracking information (leases, visas )

Contract Period: Until 30-Jun-2021 (with possibility of extension subject to performance and availability of funds)

Salary/benefits: According to NRC’s salary scale and terms and conditions

Duty Station: Tripoli & Benghazi, Libya
