Information, Counselling and Legal Assistance (ICLA) Officer -Tripoli (Nationals Only) - Norwegian Refugee Council


Background

The Norwegian Refugee Council is an international, independent, humanitarian, non-governmental organization that provides assistance to refugees’ and internally displaced people in many countries worldwide including Libya. As a part of its assistance, NRC provides information, counselling and legal assistance (ICLA) services to empower beneficiaries and support them to claim and exercise their rights. NRC beneficiaries include: Refugees, internally displaced people, and members of host community.
NRC’s ICLA program seeks to establish and implement information management systems that will enable improvement of internal management, program/project performance and evidence-based decision making. Within this context, the Information Management Officer will implement and support information management systems to support Core Competency project implementation.

1. Role and responsibilities
Generic responsibilities
The Legal Officer will provide information and legal counselling and assistance to ICLA programme targets and coordinate relevant relationships. This will encompass, in particular:

  1. Adhere to NRC policies, tools, handbooks and guidelines
  2. Assist a range of support with the implementation of the CC portfolio according to plan of action
  3. Implements independently procedures and activities within own function or core competency as delegated
  4. Responsible for organising and delivery of tasks in line with priorities and standards
  5. Develop and maintain knowledge of the specialist area of work in which technical assistance and support is being provided, in order to be most effective in supporting the team
  6. Use initiative in day to day problem solving in line with agreed procedures, priorities and standards for the area of work
  7. Prepare and develop status reports as required by management
  8. Ensure proper filing of documents
  9. Promote and share ideas for improvement in your area of expertise
  10. Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC

Specific responsibilities
Accounting for the particularities of the job location and context, the Legal Officer will be responsible for:
– Literature review and stakeholder consultation on key challenges for IDPs, refugees and migrants in Libya in relation to legal matters;
– Analysis of procedures and regulations governing housing land and property, and civil documentation under Libyan law;
– Meetings with international, national and governmental actors working on legal issues for IDPs, refugees and migrants;
– Contingent on full registration and qualification with the Libyan Bar Association, provision of counselling and advice to programme targets through outreach. Referral of cases requiring in-court work to partners and locally contracted private lawyers;
– Conducting legal research and prepare written reports on legal issues.
– Provision of trainings to NRC staff and relevant partners on legal and regulatory matters;
– Provision of information, legal counselling and further legal support to ICLA beneficiaries
– Case management of beneficiary cases including necessary follow up within agreed deadlines.
– Close liaison with caseworkers in order to provide accurate and updated advise for ICLA beneficiaries.
– Coordination of external partner relationships;
– Oversight of referrals to local legal aid organizations;
– Ensuring that partner organisations fully comply with agreed case management and client handling procedures;
– Perform other tasks related to the position, as required.

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons.
2. Competencies
Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:
I. Professional competencies
These are skills, knowledge and experience that are important for effective performance.
Generic professional competencies for this position:
• Law degree;
• Valid license from the Libyan Bar Association (preferred but not required);
• Minimum 2 years of legal practice in Libya (preferred but not required);
• Native fluency in Arabic;
• Work proficiency and drafting skills in English is an added advantage
Context related skills, knowledge and experience:
• Extensive knowledge of Libyan legal system and practice;
• Background in housing, land and property law and/or foreigners’ legal status law and/or civil documentation law considered a strong advantage;
• Knowledge and experience in international human rights law;
• Experience in legal research;
• Experience in legal case management;
• Excellent report writing skills;
• Ability to provide high quality briefs, both written and verbal, to a range of stakeholders
II. Behavioral competencies

• Excellent analytical skills
• Excellent communication skills
• Ability to effectively plan to deliver results
• Good stress management skills
3. Performance Management
The employee will be accountable for and evaluated on the responsibilities and the competencies, based on NRC’s Performance Management System. The following documents will be used for performance reviews:

Contract Period: until June 2021(with possibility of extension subject to performance and availability of funds)

Salary/benefits: According to NRC’s salary scale and terms and conditions
