خلفية

المجلس النرويجي للاجئين هو منظمة دولية مستقلة وإنسانية وغير حكومية تقدم المساعدة للاجئين والمشردين داخلياً في العديد من البلدان حول العالم بما في ذلك ليبيا. كجزء من مساعدتها ، يوفر المجلس النرويجي للاجئين المعلومات والاستشارات وخدمات المساعدة القانونية( اكلا) لتمكين المستفيدين ودعمهم للمطالبة بحقوقهم وممارستها. يشمل المستفيدون من المجلس النرويجي للاجئين: اللاجئين والنازحين داخلياً وأعضاء المجتمع المضيف..

يشمل عمل اكلا

تنظيم جلسات معلومات فردية وجماعية حول الوصول إلى الخدمات والمسائل القانونية.

توفير الإحالة والمتابعة لحالات محددة لمقدمي الخدمات المعنيين.

تحديد وإجراء الإحالة الطارئة للحالات المعرضة للخطر بشكل خاص.

تقديم المشورة والمساعدة القانونية بشأن التوثيق القانوني وحقوق العمل والإقامة والإسكان والأراضي والملكية.

تحديد القضايا القانونية الرئيسية وثغرات الحماية التي يواجهها اللاجئون.

-تنظيم ورش عمل ودورات تدريبية مع السلطات المحلية ذات الصلة وأصحاب المصلحة الإنسانية.

-اجراء البحوث والدعوة.

-اعداد دراسات قانونية وأوراق حقائق قانونية حول قضايا محددة يواجهها اللاجئون في ليبيا والتنسيق مع جميع أصحاب المصلحة المعنيين.

-تدريب المتطوعين على المجالات المواضيعية اكلا حتى يؤدون خدمات اكلا والإحالات عند الحاجة.

 

شبكة المتطوعين

من أجل تحقيق هذه الأهداف ، تقوم اكلا بتوظيف متطوعين للتوعية من مجتمع اللاجئين. سيتم تدريب هؤلاء المتطوعين وتدريبهم لتقديم المعلومات القانونية الأساسية والمشاركة في آليات الإحالة القائمة. سيعمل المتطوعون بشكل رئيسي في مجتمعهم. سيمكنهم هذا الارتباط الوثيق بالمجتمع من تحديد الاحتياجات القانونية وحوادث الحماية والحالات التي تحتاج إلى إحالة ومتابعة..

سيستمر المتطوعون في تلقي المزيد من الدعم والتدريب من المجلس النرويحي خلال مدة العقد لزيادة بناء قدراتهم ومعرفتهم. وهذا سيمكن المتطوعين ومجتمعاتهم من معالجة القضايا القانونية والحماية بشكل أفضل في المستقبل. سيساهم المتطوعون في زيادة وعي اللاجئين بتحديات الحماية في ليبيا..

فيما يلي قائمة غير حصرية للعمل الذي يشمله هذا العقد. يلتزم المتطوع والمجلس النرويجي بالالتقاء بخطة العمل والموافقة عليها بشكل منتظم.

 

العمل الذي يغطيه المتطوعون

 

-سيحضر المتطوعون ورش عمل وندوات ودورات تدريبية للمجلس النرويجي ويشاركون بكفاءة في تطوير شبكاته القانونية والمعلوماتية.

-سيطور المتطوعون معرفة محددة حول الخدمات المتاحة للاجئين والقضايا القانونية الأساسية ذات الصلة.

-سيقوم المتطوعون بنشر معلومات معينة داخل مجتمعهم.

-سيقدم المتطوعون معلومات عن الخدمات الأساسية للاجئين من خلال جلسات المعلومات الفردية والجماعية.

-سيقوم المتطوعون بإبلاغ اللاجئين عن خدمات اكلا بما في ذلك المعلومات والخدمات القانونية وتوزيع بطاقات العمل اكلا والمواد الإعلامية الأخرى على مجتمعاتهم.

-سيقوم المتطوعون بتحديد اللاجئين ذوي الاحتياجات الخاصة والعاجلة داخل مجتمعاتهم وتزويدهم بالمعلومات اللازمة للوصول إلى موظفي اكلا.

-سيقوم المتطوعون برفع الوعي بأهمية قضايا قانونية محددة ، بما في ذلك الوثائق المدنية ، والوضع القانوني وحقوق السكن والأرض والملكية.

-لن يقوم المتطوعون بشرح الخيارات القانونية ولن يناقشوا تقدم القضايا التي يتم اتخاذها مع المستفيدين في أي وقت.

-سيقدم المتطوعون معلومات منتظمة للفريق  اكلا التابع للمجلس النرويجي حول الحماية المحددة والتحديات القانونية التي يواجهها اللاجئون في مجتمعاتهم  وكذلك حول الحلول المحتملة لمعالجة هذه القضايا. سيتم تحديد هذه القضايا من قبل فريق اكلا.

-سيقدم المتطوعون تقارير منتظمة إلى موظفي اكلا المعنيين ويناقشون خطة العمل على أساس أسبوعي.

-سيساعد المتطوعون اكلا الموظفين على تنظيم جلسات جماعية وزيارات للتواصل ، بما في ذلك من خلال تعبئة المجتمع.

-سيعمل المتطوعون على القضايا الأخرى ذات الصلة حسب الحاجة.

-سيقوم المتطوعون بإكمال المهام على النحو الذي يحدده موظفو اكلا.

-سيتم تنفيذ جميع الأعمال التي يقوم بها المتطوعون بحسن نية وسيبذل متطوعو المعلومات كل الجهود المعقولة لضمان العمل على أعلى المعايير.

-سيتعامل المتطوعون مع المعلومات الشخصية عن اللاجئين بأكبر قدر من السرية. لن يشارك المتطوعون أي معلومات شخصية حول اللاجئين مع أي طرف ثالث.

-سيتبع المتطوعون إجراءات المجلس النرويجي ويلتزمون بقواعد السلوك.

– إتقان اللغة الإنجليزية أو العربية أمر ضروري

– إذا لم يكن يجيد اللغة العربية ، فإن الطلاقة هي واحدة من اللغات التالية مطلوبة: التغرينية ، الأمهرية ، الصومالية.

Background

The Norwegian Refugee Council is an international, independent, humanitarian, nongovernmental organization that provides assistance to refugees’ and internally displaced people in many countries worldwide including Libya. As a part of its assistance, NRC provides information, counselling and legal assistance (ICLA) services to empower beneficiaries and support them to claim and exercise their rights. NRC beneficiaries include: Refugees, internally displaced people, and members of host community

 

ICLA’s work includes

  • Organise individual and group information sessions on access to services and on legal issues.
  • Provide referral and follow-up of specific cases to relevant service providers;
  • Identify and conduct emergency referral of particularly vulnerable cases;
  • Provide advice and legal assistance on legal documentation, work rights, residency, housing, land and property issues;
  • Identify the main legal issues and protection gaps faced by refugees;
  • Organise workshops and trainings with relevant local authorities and humanitarian stakeholders;
  • Perform research and advocacy;
  • Prepare legal studies and legal factsheets on specific issues faced by refugees in Libya and
  • Coordinate with all relevant stakeholders.
  • Train Volunteers on ICLAs thematic areas so they perform ICLA services and referrals when needed.

Network of Volunteers   

In order to achieve these goals, ICLA is recruiting Outreach Volunteers from the refugee community. These Volunteers will be trained and coached to provide basic legal information and participate in established referral mechanisms. Volunteers will mainly work in their community. This close link to the community will enable them to identify legal needs, protection incidents and cases that need referral and follow up.

The Volunteers will continue to receive further support and training from NRC during the duration of their contract to further build their capacity and knowledge. This will empower the Volunteers as well as their communities to address protection and legal issues better in the future. The Volunteers will contribute to increasing the awareness of the refugees about protection challenges in Libya.

Set out below is a non-exhaustive list of the work covered under this Contract. The volunteer and NRC are committed to meet and agree on a work plan on a regular basis.

 

Work Covered by Volunteers

  1. The Volunteers will attend workshops, seminars and training sessions of NRC and participate in an efficient manner in the development of its legal and information networks.
  2. The Volunteers will develop specific knowledge about the available services for refugees and basic relevant legal issues.
  3. The Volunteers will disseminate particular information within their community.
  1. The Volunteers will provide information on basic services to refugees through individual and group information sessions.
  2. The Volunteers will inform refugees about ICLA services including information and legal services and distribute ICLA business cards and other information materials to their communities.
  3. The Volunteers will identify refugees with specific and urgent needs within their communities and provide them with the needed information to reach ICLA staff.
  4. The Volunteers will raise awareness on the importance of specific legal issues, including civil documentation, legal status and Housing, Land and Property (HLP) rights.
  1. Volunteers will not explain legal options and will not discuss progress of cases undertaken with beneficiaries at any time.
  1. The Volunteers will provide regular information to NRC ICLA team on specific protection and legal challenges that refugees in their communities are facing, as well as on potential solutions to tackle these issues. Those issues will be specified by the ICLA team.
  2. The Volunteers will report on a regular basis to the relevant ICLA staff and discuss the work plan on a weekly basis.
  3. The Volunteers will help ICLA staff to organise group sessions and outreach visits, including through community mobilisation.
  4. The Volunteers will work on other related issues as needed

 

  1. The Volunteers will complete assignments as determined by ICLA staff.
  1. All work undertaken by the Volunteers will be done in good faith and the Information Volunteers will use all reasonable efforts to ensure work of the highest standards.
  2. The Volunteers will treat personal information about refugees with most confidentiality. The Volunteers will not share any personal information about the refugees with any third party.
  1. The Volunteers will follow NRC procedures and abide by the Code of Conduct.

Language requirements

  • Fluency in either English or Arabic is essential
  • If not fluent in Arabic, fluency is one of the following languages is required: Tigrinyan, Amharic, Somali.
