LOGISTICIAN/DRIVER - Terre des Hommes – Italia


Job Description:

TDH-IT’s humanitarian relief operations in Libya began in 2018 and currently cover Al Jabal Al Gharbi, Al Margab, Azzawya, Misurata, and Tripoli. Libyan operations are focused mainly on Health, Education and Protection (CP, PSS, PFA) with Food Security and WASH components as required. TDH-IT continues to work closely with local councils/authorities and communities to provide humanitarian aid.

 

The Logistician/Driver will be responsible for supporting COVID-19 Education response activities under TDH-IT’s Education Unit in Western Libya, including supporting logistics/procurement, driving staff to activities and meetings, and supporting security and general operations.

 

Under the Senior Management Team’s leadership, the Logistician/Driver is responsible for general operations activities in his/her area of responsibility. The Logistician/Driver will follow the TDH-IT rules and regulations and support the TDH-IT Delegation strategies in Libya.

 

Job Requirements:

  • Provide transportation to staff and volunteers as required for activities, meetings, monitoring missions, etc.
  • Support security operations – situational awareness/communications, risk assessment, movement planning, weekly reports, etc. 
  • Support the logistics and security operations according to the rules and regulations of the donors and HQ
  • Support the local administrator in producing/acquiring the necessary project documentation (vendor/supplier contracts, receipts, invoices, expense documentation, bank account, cash, payments, communication material, etc.) following the rules of the donor in terms of logistics and procurement
  • File all logistics project documentation which must be submitted to TDH-IT Tunis before final delivery to the donor
  • Support the preparation of documentation for requested audits with the Local Administrator
  • Implement efficient routine processing tasks (such as procurement plan and market research) with the Head of Programmes and Local Administrator
  • Check and ensure that all Letters of Invitations (LOIs) and expense claims are correctly completed
  • Primary contact for relevant suppliers, contractors and local authorities, as required.
  • Assist TDH-IT in the implementation, management and co-ordination of the project in terms of:
    • Procurement activities (supply and work contracts) to supervise logistics officer.
    • Identification of potential suppliers and/or contractors
    • Supervise cars maintenance and car log-book
    • Completing purchases, collecting quotations, filing documentation relating to purchases
    • Maintain stocks/asset record in accordance with TdH IT/donor policies
    • Perform any other duties as may be assigned

 

 

 

 

Capacity Building:

  • Attend technical workshops and trainings, internal and external, related to Coordination, Logistics/Procurement, Shelter, NFI, WASH, Finance, M&E, Education and PSS
  • Assist in the creation of any kind of project material, both technical and informational, in Arabic and/or English; French if possible 
  • Support the staff in order to ensure the capitalization of the activities
  • Support the Senior Management Team
  • Report punctually and maintain required documentation for operations

 

Working hours:

  • 40 hours per week (8 hours per day, 5 days a week); flexibility required for weekends and evenings

 

Required Qualifications and Experience:

  • Valid driver’s license
  • Insured vehicle with clean driving record
  • Degree or study in engineering, business, finance or related (the degree is a good asset but also university students are invited to present their candidature)
  • Relevant training in logistics, finance, construction, engineering, M&E, Shelter, WASH
  • Experience with INGO logistics and procurement procedures for UN, AICS, etc. 
  • At least 2 years of experience in working with NGOs in the sector of shelter, WASH, education and/or protection
  • Able to travel inside and outside the country
  • Fluent in Arabic and English; French (and any other language) is an asset
