The organization
 

Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political, and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars, and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people to help them recover their dignity and regain self-sufficiency.

 

The association leads, on average, 190 projects each year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene, and economic recovery. PUI is aiding around 5 million people in 21 countries – in Africa, Asia, Middle East, Eastern Europe, and France.

 

PUI has started implementing operations in East of Libya since 2017. To date, PUI’s interventions is focusing on health care through the deployment of Mobile Health Teams (MHT), which deliver direct services to internal displaced populations and their host communities, migrants, refugees, and asylum seekers in the eastern cities of the country. Thus, PUI enhances access to primary health care services via the provision of comprehensive primary health care package free of charge including a range of curative and preventive medical services. This consists of general practitioners’ consultations on both common communicable and non-communicable diseases, adequate treatment provision, sexual and reproductive health services, integrated management of Childhood Illness, psychosocial support interventions including individual consultations and group sessions. Furthermore, PUI is reinforcing sensitization, communication and prevention on health and hygiene related topics within the abovementioned communities.

 

 

 

Job Description
Overall purpose
 

Under the supervision of the Program Manager (PM) and in collaboration with and the Medical Coordinator (MedCo), the Health Activity Manager supervises the implementation of health activities in target areas. The HAM is the responsible of the accomplishment of the predefined objectives, the quality of the interventions and the implementation of the PUI and other standard (WHO) protocols.

 

Tasks and Responsibilities
Programs: Ensures proper implementation and monitoring of the health program falling under his/her responsibility, while observing PUI’s health intervention framework.

 

Human Resources: Supervises the health staff under his/her responsibility (MD MHT TL, Community Health Officer and SRH Flying Doctor).

 

Logistics and Administration: Ensures compliance of activities falling under his/her responsibility with logistical and administrative procedures.

 

Representation: represents the association before partners, authorities and local actors involved in the implementation of medical program.

 

Safety: contributes to efforts aimed at ensuring compliance with safety rules at the site and transmits all information relating to safety concerns to his/her immediate supervisor.

Strategy: contributes to the development of new interventions based on identified needs.

 

 

Specific objectives and linked activities

1.   IMPLEMENTATION AND MONITORING OF MEDICAL PROGRAM

·       Oversees and ensures the quality of the technical activities of PUI’s MHTs in the areas of intervention, under the supervision of the PM and MedCo. He/she must guarantee the appropriateness of all clinical activities in the MHTs and their respect for the health policy and PUI health intervention framework.

·       Ensures the proper functioning of MHT activities falling under his/her responsibility and ensures compliance with goals defined in the project proposal/s. Notably, signals on a timely manner any difficulties encountered in activity implementation and proposes improvements on an as needs basis.

 

·       In collaboration with the PM and the MedCo, ensures that proper clinical protocols are implemented in the MHTs according to international and national recommendations and guidelines.

·       Ensures, in collaboration with the MHT team leaders, that patient care is optimal, and ensures that patients have appropriate management plans.

·       Ensures follow-up of epidemiological data recorded in the MHTs, in collaboration with the MedCo and the PM. The records should respect confidentiality rules. In case of notifiable diseases, any trends or tendencies suspecting any outbreaks or unusual morbidities, this should be reported immediately to the PM and Medco, measure should be taken for investigation and notification.

 

·       Undertakes MH needs assessments in relation to medical equipment, medications, and medical consumables, in collaboration with the MHT leaders.

·       Ensures the implementation of MHT monitoring and evaluations tools and procedures, according to the defined needs of the project/s, and under the supervision of the PM. Undertakes data analyses in collaboration with the MEAL department and transmits the analysed data to the PM and the MedCo. Depending on the needs of the projects and/or the data collected, produces, and disseminates reports of the monitoring and evaluation exercises to the relevant people.

 

·       Ensures proper archiving of all the documents, in collaboration with the MEAL department and the MHT team leaders, produced in the context of the MHTs, and ensures the availability of the verification sources mentioned in the proposals.

 

 

 

·       Supervises the referral process from the MHTs to relevant facilities. In the case of issues with the referral mechanism, is to report problems directly to PM, and assists PM and MedCo in solving these problems as directed.

·       Makes sure that the team leaders are providing their weekly activity reports that he is analyzing and giving feedback on. He/she is responsible of preparing the data, the analysis, and the narrative parts for the regular reports to be submitted in time to the coordination. The PM is the final responsible of this reporting mechanism, but the activity manager is responsible of the medical part of the activities, the indicator follows up and the data analysis.

·       Under the supervision of the MedCo and PM, oversees the technical components of the rapid response mechanism in relation to health staff, medicines and medical supplies that fall under his/her responsibility. Makes sure that the contingency stock is separated, monitored, and protected, that the emergency response team is trained and ready to be deployed in case of need. These activities should be part of a coordinated response plan with other stakeholders, the HAM is also responsible for the communication when the technical inputs are required.

 

2.   TEAM MANAGEMENT

 

·       Routinely supervises the mobile health teams and activities, following PUI’s internal tools and in collaboration with the MHT team leaders.

·       Familiarizes himself/herself with the Internal Regulations of PUI for the mission and ensures that they are known and respected by the team. Reports any breach of the IR to his/her Manager and the Administration.

·       Ensures the daily administrative management of his/her team: Leave plan, leave approvals, working hours…

 

·       With the MHT Leaders, participates to each technical staff member’s written evaluation (appraisal) at least once per six months, makes sure that the appropriate development plans are shared with the teams with clear verifiable objectives and indicators.

 

·       Identifies the training needs of the team and contributes to addressing them with the support of the PM and Medco (organizational and medical support, methodology, organization of training sessions…).

 

3.   LOGISTICAL AND ADMINISTRATIVE SUPPORT FOR MEDICAL ACTIVITIES

 

·       Addresses the MHTs’ needs for medications, medical consumables and equipment to the PM, and in collaboration with the Pharmacist and under supervision of the Medco.

·       Supervises the routine transport of medications, medical consumables, and equipment to and from the base pharmacy to the MHTs and supports the pharmacist storekeeper and Team Leaders in determining the appropriate quantities required according to the assessed needs. He/she the final responsible of the verification of the consumption of each mobile team and that the figures are matching with the care activity of each team.

 

·         In coordination with the PM, pharmacy storekeeper, ensures appropriate storage of medications, medical consumables, or equipment specific to the MHT activities (organization of trunks, management of deteriorated or expired medications).

·       Oversees the health care waste management activities of MHTs under the PM supervision, ensuring they follow the program’s SOPs and flagging any concerns with PM. Oversees that MHTs adhere to PUI’s health and hygiene standards.

 

 

·       In coordination with the Logistics team and the PM, organizes the logistical components of his/her activities (delivery, distribution, on-site storage, etc).

·       Drafts MHT rosters and ensures that validated MHT rosters by PM and Admins are circulated and ensures that they are adhered to accordingly. Facilitates and follows up roster changes under supervision of the PM. Sends updated rosters to the Admin department for payroll preparation.

·       The health activity manager is not solely responsible for the fleet management, but he/she must ensure that the MHTs are properly equipped and that their movements are smooth and secured.

 

4.     REPRESENTATION AND COLLABORATION

ENSURE THE REPRESENTATION OF PUI BEFORE HEALTHCARE PROVIDERS

·       Represents the association before local actors involved in the implementation of MHT activities in Kufrah, and ensures good relations are maintained with each of them (consistent with the principles of neutrality and independence of PUI).

·       Does not act out of his/her role in representing PUI before external actors, and reports any concerns regarding PUI representation (i.e., External actors, journalists, local authorities) with the PM.

·       In agreement with the Field Coordinator, MedCo and PM, attends coordination meetings on relevant medical matters when they take place, and participates actively.

 

·       Under the supervision of the PM, in the event of visits from donors to health facilities, participates actively in the preparation and the smooth organization of the visit.

·       Collaborates with other organizations when required.

·       As Part of the emergency preparedness and response activities, the HAM participates actively in the regular and ad hoc meeting intended for the coordination mechanisms. In case of activation of the emergency procedures, he/she will be the focal person for the communication and the decision-making process as a technical person from PUI management team.

 

5.     SAFETY AND SECURITY

 

·       Ensures that the safety plan is known by the MHTs falling under his/her responsibility, and that safety rules are respected. Contributes to data collection on safety issues in his/her MHTs and disseminates them to the PM regularly or on an ad-hoc basis if urgent. Is responsible for staff training on the technical aspects of the first aid kit.

 

·       Must ensure that all activities are appropriately and safely conducted in the MHTs.  Ensures the availability of a first aid kit for the MHTs and transport vehicles servicing the MHTs.

·       Under the supervision of the PM, ensures that members of his/her MHTs, and daily paid workers, are provided with safety gear adapted to their activities. He/she is responsible, under the guidance of the PM, for the training of the technical aspects of using PPE: personal protection equipment.

·       Under supervision of the PM, is responsible for the technical training of health care waste management.

6.     OTHER DUTIES

 

·       Participates in identifying health-related needs in coordination with the Medco and the PM.

·       Drafts the medical reporting parts of any exploratory mission when required.

·       Contributes to the donor reporting with the data analysis, indicator follow up and medical narrative parts of the contexts and the plans.

·       Analysis the medical context in the areas of intervention, highlights any gaps or opportunities of interventions and supports the PM in the consolidation of the feedback to be shared with authorities, other actors or PUI mission teams.

·       Attends PUI team meetings when required.

·       Assist the program manager and the Field Coordinator in the development of new interventions and/or adjustment of current interventions.

·       Submit the activity reports and any exceptional reports in a timely manner.

 

In General, the Collaborator must remain flexible and to perform any other duties as required for the good care of patients.
