Job Description

Role and responsibilities

The purpose of the Shelter Project Coordinator position is to oversee, under the supervision of the Shelter Program Development Manager (PDM), the implementation of NRC’s Shelter Response and related project portfolio in Libya. NRC implements programming into Libya from multiple hubs through both direct implementation and potentially partner-led programming. The following is a brief description of the role.

Generic responsibilities:.

  1. Line management of shelter project staff;
  2. Adherence to NRC policies, guidance and procedures;
  3. Contribute to Shelter strategy development, project proposals and provide input on needs and gaps;
  4. Manage and implement delegated portfolio of Shelter projects (activities, budget and project documentation) as delegated from Project Manager in line with proposals, strategies and donor requirements, and ensure high technical quality;
  5. Provide regular progress reports to Shelter PDM;
  6. Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist;
  7. Promote and share ideas for improvement and necessary changes in the activities;
  8. Ensure capacity building of project staff and transfer key skills;
  9. Liaise and collaborate with relevant local authorities and other key stakeholders;
  10. Promote the rights of IDPs/returnees in line with the advocacy strategy;

 

Specific responsibilities

1.       Line Management. Responsible for the direct line management of Shelter project team.

2.       Project & Budget Management. Under the supervision of the Shelter PDM, responsible for the successful delivery of Shelter or related activities implemented through direct delivery of partner-led approaches. This includes responsibility for managing assigned project budgets, and the regular review of targets, vs. actual, budgets and work-plans.

3.       Strategy Development. Support the Shelter PDM in developing and/or revising the Core Competency Strategies for Shelter by providing Area-level analysis and recommendations for needs and response options.

4.       Technical Support. Providing technical support and leadership to partners and communities implementing Shelter or related activities. This includes ensuring compliance with relevant minimum standards and collaborative engagement with the Shelter PDM in developing minimum technical standards, SOPs and guidance.

5.       Partnerships. Work in collaboration with the Shelter PDM to identify and develop strategic partnerships and assess the performance of NRC’s existing partners involved in Shelter or related activities using NRC’s partnership Framework (whenever partners are identified).

6.       Assessments. In collaboration with the Shelter PDM, overseeing assessments undertaken by NRC or partners for Shelter or related activities. Assessments may be emergency-focused, Sector-Specific, Multi-Sector Assessments, Market Assessments, etc.

7.       M&E. delivery of project Monitoring and Evaluation for NRC and partner-led Shelter or related activities; in accordance with agreed minimum standards. M&E systems should be developed in collaboration with the Shelter PDM, M&E team, and CD. Monitoring and Evaluations may be emergency-focused, Sector-Specific, Multi-Sector Assessments, Market Monitoring, etc.

8.       Accountability. Responsibility for ensuring adequate accountability to affected populations, as per NRC policies and the requirements of management for Shelter or related activities.

9.       Coordination. When delegated by the Manager responsibilities for representing NRC in Area-level coordination of Shelter or related activities in both formal coordination mechanisms and through bilateral (peer) coordination. This includes responsibility for operational coordination, inter-agency reporting of achievements, and Area-level strategy discussions. Where required, support engagement and coordination with Consortium partners. Where required, support the Shelter Manager in Libya level coordination.

1. Professional competencies

These are skills, knowledge and experience that are important for effective performance.

Generic professional competencies for this position:

·         Desirable minimum 4 years of experience of project implementation in humanitarian/recovery contexts;

·         Experience from working in complex and volatile contexts;

·         Technical Shelter expertise;

·         Documented results related to the position’s responsibilities;

·         Knowledge about own leadership skills/profile;

·         Fluency in English, both written and verbal;

·         Valid driver’s license.

Context related skills, knowledge and experience:

·         Knowledge of the context in Libya;

·         Experience with start-up, exit or similar;

·         Relevant experience in managing construction/rehabilitation works including contracts management and overseeing the implementation of construction and rehabilitation works.

·         Fluent Spoken Arabic and English essential.

Contract Period: 6 months (with possibility of extension subject to performance and availability of funds)

Salary/benefits: According to NRC’s salary scale and terms and conditions
