Background

Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality. The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services. The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat. The Libyan Red Crescent Society (LRCS) is Libya’s largest humanitarian organization and works through thirty-six branches, covering all Libyan areas (East, West and South).The International Federation of the Red Cross and Red Crescent Societies (IFRC) and the International Committee of the Red Cross (ICRC) have been supporting the LRCS in its programmes and strategic planning since the outset of the crisis.

Job Purpose

The purpose of this post is to develop and manage the protection portfolio, currently focused on supporting LRCS with implementation of the community-based protection program (described above) and mainstreaming protection gender and inclusion (PGI) standards within the LRCS COVID-19 contingency and response plan, while ensuring the quality of planning, implementation, and follow-up of protection activities.

Job Duties and Responsibilities

Programme management

  • Provide vision, mentoring and direction to the newly established LRCS protection unit.
  • Oversee quality assurance of current and proposed protection activities, ensuring alignment with appropriate protection gender and inclusion (PGI) minimum standards
  • Lead on programmatic support to LRCS through all phases of the programme’s lifecycle, including design; planning; managing budgets, risks and resources; monitoring and evaluation; and stakeholder management.
  • Lead on providing general technical support to LRCS to design and implement protection capacity-building and mainstreaming activities and protection services.
  • Coordinate and facilitate technical and operational support to LRCS from other Red Cross Red Crescent partners, particularly in specialised areas such as sexual and gender-based violence and anti-trafficking.
  • Ensure that all reporting, monitoring and evaluation is of a high standard and ensures full accountability to donors and beneficiaries.
  • Develop and adapt programme documents through all phases of the project lifecycle, ensuring PGI minimum standards are mainstreamed in all documents and activities.
  • Ensure mainstreaming of PGI components in writing new project proposals, workshops and consolidation of information coming out of partner meetings and workshop sessions.
  • Maintain an in-depth and up-to-date contextual analysis and understanding of protection needs and Movement capacities in Libya in order to inform the RCRC Movement’s response.
  • Attend programmatic and team meetings and contribute with thematic and PGI technical support as required.
  • Maintain a record of all agreements, programmatic documents, including a reporting schedule to ensure that reports are received from the National Society in a timely manner.
  • Build and maintain relationships with stakeholders within the RCRC Movement and other organisations in support of the IFRC’s Operational Plan. Stakeholders will include: Protection Gender and Inclusion (PGI) focal points in IFRC and/or Partner National Societies; Sector leads in LRCS; the IFRC COVID-19 response lead; ICRC Libya protection specialists and representatives from other humanitarian organizations
  • Attend coordination meetings and sub-working groups.
  • Represent the interests of the protection portfolio in relevant coordination fora, including with movement and nonmovement partners.
  • Representing the IFRC in relevant Movement engagements and meetings.

Information management and communication

  • Serve as the primary communication focal point to partners, lead internal coordination meetings with partners, work with partners to ensure effective program implementation.
  • Ensure coordination and provide information before starting the writing process for delivery of accurate, regular and timely global and thematic narrative reports.
  • Liaise with LRCS Protection Focal Point to ensure that all relevant information for donor requirement reporting is continuously gathered and consolidated.
  • Support partners with proposal and budget development and donor reporting, as required.
  • Ensure an efficient communication flow amongst the project team and the LRCS where relevant, arrange for meetings, take minutes, draft replies to routine correspondence, and deal with enquiries, etc.
  • Develop regular updates on the Protection programme, to be disseminated across the team and with LRCS, highlighting areas of concern where relevant.
  • Support gathering lessons learned from program activities.
  • Coordinate and/or prepare briefing notes, operational updates, presentations, etc. as requested by supervisors.
  • Support LRCS’ development of an effective information management system for the response.
  • Ensure that information is collected sensitively and safely, analysed and findings are documented securely.
  • Ensure effective management of information for all team members involved in implementation.
  • Translate and proof-reading documents in English and Arabic as required.

Financial management and administration

  • Ensure compliance with applicable laws and agreements to minimize risk of harm to the IFRC and its personnel, properties and resources.
  • Initiate procurements and ensure their execution.
  • Assist in complying with procurement procedures and standards.
  • Monitor of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up.
  • Maintain a record of agreements and invoices, including a reporting schedule to ensure that reports are received from the LRCS in a timely manner.
  • Feed into regular admin and finance updates of the Protection programme budget.
  • Facilitate meetings and presentations.
  • Support the organisation and facilitation of activities and events, and provide administrative support as required.
  • Ensure positions are staffed and projects are on track.
  • Organise and attend team meetings, 1-1 catch-ups, etc. as required.

Other

  • Promote a culture of performance and continuous learning to improve the accountability and impact for vulnerable people.

Uphold the Fundamental Principles of the Red Cross and Red Crescent (RCRC) Movement.

Duties applicable to all staff

  • Actively work towards the achievement of the Federation Secretariat’s goals.
  • Abide by and work in accordance with the Red Cross and Red Crescent principles and Code of Conduct.
  • Perform any other work-related duties and responsibilities that may be assigned by the line manager.

Education

Academic qualification in social science, development studies or any other related field (degree level or equivalent) – required

Experience

  • Minimum 5 years’ experience working in large and complex operations, with a focus on protection issues in the
    MENA region – required
  • Previous management experience within the RCRC Movement, INGOs or the United Nations – required
  • Experience in developing and implementing projects/programmes – required
  • Experience in planning, monitoring, evaluation and reporting– required
  • Experience of budget preparation and management – required
  • Experience of protection capacity-building of local partners and mainstreaming– required
  • Experience of compiling programme documents, including proposals, logframes, donor reports, etc – required

Knowledge, skills and languages

  • Robust working knowledge of the international humanitarian system – required
  • Knowledge of the Red Cross Movement (IFRC, National Societies and ICRC) – required
  • Good technical knowledge of protection gender and inclusion standards and their relevance to humanitarian response, and ability to identify and analyse protection concerns – required
  • Specialised technical skills in one or more of the protection themes included in the LRCS Protection Programme i.e. anti-trafficking, sexual and gender-based violence, child protection – preferred
  • High degree of discretion, tact and sensitivity in dealing with internal and external stakeholders at all levels – required
  • Ability to build trust, develop, and maintain effective work relationships with sensitivity and respect for diversity and inclusive participation – required
  • Ability to work to tight deadlines and handle multiple tasks – required
  • Understanding of the context, challenges and opportunities in Libya and regionally – preferred
