Legal Researcher/Program Assistant - Pragma Libya

Background

Libya Public Financial Management (LPFM) project works with public and private stakeholders to build a foundation for sustainable and inclusive growth in Libya through a multi-pronged strategy that will:

  • Strengthen and improve the transparency and responsiveness of public financial management (PFM) practices in select municipalities and central government institutions,
  • Advance the modernization, efficiency, and reliability of the electricity sector,
  • Increase the quality and availability of basic public services (primary healthcare, solid waste management, and primary education) through a more effective, responsive, and decentralized public service delivery system; and
  • Facilitate the establishment of an invigorated business-enabling environment that stimulates private sector growth and job creation.  All project activities are aimed at advancing Libya’s stability and its journey to self-reliance.

 

Job Description

The Legal Researcher/ Program Assistant will support the Business Enabling Environment (BEE) component of the USAID-funded Libya Public Financial Management (LPFM) project through providing legal research and analysis and other tasks associated with facilitating a more contemporary business-enabling-environment in Libya that performs to global best practice to support the non-petrochemical private sector.

A. Specific Activities

Under the direct supervision of the BEE Team Leader, the Legal Researcher/ Program Assistant will:

  • Liaise with the Libyan Businessmen Council (LBC), private-sector lawyers and businesses, and relevant Government of Libya (GoL) entities, including the Ministry of Justice, Ministry of Economy and Industry, the Government Decision Support Center, and the Presidential Council on matters related to the legal and regulatory environment for the non-petrochemical private sector;
  • Assist in legal research through conducting interviews and undertaking other activities with relevant governmental entities;
  • Translate/supervise the translation of Libyan legislative and regulatory instruments into English;
  • Assist the BEE Team and LBC to organize/conduct business focus group exercises;
  • Assist by interviewing private-sector lawyers, businesses, and GoL officials to discuss and assess the impact of BEE facilitated and supported legislation, regulations, and bureaucratic practices that conform to contemporary global best practice and facilitate Libya as being an attractive destination for inward foreign investment and global non-petroleum trade;
  • Assist and organize regular public-private dialogs with the private and public sector to develop recommended private sector reforms and advocacy strategies that support the development of the private sector in line with the objectives of the USAID Libya PFM Project;
  • Assist the Team Leader through liaising with the Legal Support Office and Government Decision Support Center within the Presidential Council to develop and implement training programs for officials and civil servants on newly enacted private sector reforms;
  • Assist with the organization of seminars at the LBC for the private sector to inform them about recently adopted private sector related legislative and regulatory reforms;
  • Other duties, as assigned.

B. Deliverables

The Legal Researcher/ Program Assistant will have deliverables allocated by the Team Leader from the BEE component outcomes, as identified in the USAID LPFM workplan for the BEE Component (Component 3).

 

QUALIFICATIONS AND EXPERIENCE

  • Candidate should have degree in law or economics. At least one of the positions is reserved for a person who has at least a Bachelor’s degree in Law and is registered as a lawyer to practice in Libya;
  • Candidate should have at least 3 years of experience in legal research;
  • Candidates should demonstrate a high level of skills in legal writing; legal analysis, legal opinions and be able to work with comparative legal systems (e.g. that of Libya and the European, United Kingdom or American legal systems);
  • Candidates are expected to have a good background on the Libyan legal system and governmental framework;
  • High Proficiency in Libyan legal Arabic required;
  • Significant Proficiency in English required; High Proficiency Preferred.

 

CONDITIONS OF APPOINTMENT

  • The successful candidate will be offered a renewable one-year contract with Pragma Corporation Libya, with a one-month probationary period;
  • The contract will be issued in conformity with the Labour laws of the Government of Libya;
  • Remuneration will be commensurate with qualifications and experience.
