Procurement Officer – Tripoli - International Medical Corps


Position Title: Procurement Officer.

Position Reports to: Logistics Manager.

Field Site: Tripoli.

Date Needed: ASAP.

 

Job Summary:
The Procurement Officer will be responsible in dealing with all procurement in Tripoli and Western area. He is also responsible to maintain and continuously monitor the existing procurement system, movement of goods liaison with Finance, propose and implement strategic adjustments increasing the effectiveness and accuracy of all logistic procedures.

Main Tasks:

  • Maintain an effective and efficient procurement system including coordinating all procurement operations.
  • Process the big value procurement that requires tenders and complicated process, and maintain the tender processes based on IMC standards operations procedures.
  • Maintaining a close relationship with the finance Department to ensure that payments are processed promptly and adequately.
  • Ensure that all necessary customs protocols are followed and wherever possible that duty free is applied for in an appropriate manner. All documentation – import, export, transit – is adequately completed and IMC retains records in appropriately designed files.
  • Coordination of regional procurement.
  • Maintain and up-date a database of suppliers.
  • Ensure that all procurements are fully documented in a well-organized and updated filing system.
  • Receiving and coordinating all goods movements.
  • Perform other relevant duties are required.

Qualifications and Skills:

  • Bachelor’s degree in relevant field – ICT, supply chain, law, social work, social sciences, public health, …etc.
  • Minimum 3 years of experience in humanitarian procurement.
  • Strong organizational and problem-solving skills with analytic approach.
  • Strong interpersonal, management and leadership skills. Experience in remote management.
  • Ability to create and maintain effective team spirit, work in participatory manner with staff under supervision and other stakeholders to assess needs, implement and monitor activities.
  • Ability to integrate and work well within multi-ethnic and multicultural team.
  • Fluency in BOTH Arabic and English required

Computer Literacy:

Advanced use of MS pack.
Able to build staff capacity on design and use of excel forms.

Other Comments:

  • Prevention of Sexual Exploitation and Abuse.
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.
  • Any other duties that may be assigned from time by supervisors.
