Established in 1951, IOM is a Related Organization of the United Nations, and as the
leading UN agency in the field of migration, works closely with governmental,
intergovernmental and non-governmental partners. IOM is dedicated to promoting humane
and orderly migration for the benefit of all. It does so by providing services and advice to
governments and migrants.

Context:

Under the overall supervision of the Chief of Mission and the direct supervision of the Programme Manager IBM in coordination with the Programme Officer IBM , the National Programme Officer will support the implementation of IOM Libya’s  border management related activities. S/he will be expected to support the liaison with relevant  national Governmental authorities  and the coordination with  other Units as well as with the Project Development and Support Unit.

Core Functions / Responsibilities:

  1. In coordination with the IBM Programme Manager and the IBM Programme Officer, provide oversight for timely implementation of programme deliverables and team management for Tripoli-based staff of the IBM programme in Libya.
  2. Support the program manager in the development of project work plans. In line with relevant programme documents and strategies.
  3. Support the development of relevant ToRs for conducting assessments identified under the programme.
  4. Supervise and monitor assessments and other programme activities.
  5. Identify IBM capacity building needs of beneficiaries, develop and undertake capacity building activities and trainings. Where needed, establish a network with relevant training providers and technical consultants (individuals and institutions. including academia and the private sector) to outsource capacity building activities.
  6. Based on the capacity building modalities and programme activities : a) organize trainings, on-the-job-mentoring, e-learning sessions, educational exchange, workshops and roundtables within Libyan border manager relevant authorities; b) coordinate the purchase and delivery of equipment; and  c) support the development of manuals, guidelines, organizational frameworks.
  7. Report on activities undertaken based on the current methodology used within the Mission; standardize templates (reports, questionnaires, surveys, profiles, application, feedback and interviewing forms and others) and oversee the compilation of required data for the IBM tracking tools.
  8. Monitor and evaluate systematically IBM programme activities from the inception of the project ideas to their closure, including impact assessment (pre-and post-implementation) and lessons learned.
  9. Organize and keep project files and documents according to an established filing system.
  10. Work closely with the Programme Development and Support Unit (PDSU): support the conceptualization of new projects and initiatives; contribute to the development of PI materials publicizing IBM achievements and activities.
  11. Work closely with the Resource Management Unit (RMU), manage and supervise the IBM finance -track commitments, spending, due payments.
  12. Establish and expand a working relationship with relevant stakeholders and organizations working in IBM field: relevant Libyan authorities, UN agencies and NGOs. Ensure their optimal inclusion in the project activities while promoting ownership of the activities implemented.
  13. Supervise and guide the IBM programme support staff based in Tripoli in implementing project activities; draft and adjust their Terms of Reference as necessary; evaluate periodically their performance and provide induction training to newly recruited staff.
  14. Travel on duty based on the needs of the programme.
  15. Perform other such duties as may be assigned.

Required Qualifications and Experience

Education

  • Master’s degree in International Relations, Political Science, Business or Public Administration or a related field from an accredited academic or;
  • Bachelor’s degree in the above fields with 2 years of relevant professional experience.

Experience

  • Strong operational track record;
  • Strong computer background including experience with relational databases, Microsoft Applications, spreadsheets, word processing;
  • Experience in research and report writing

Skills

  • Experience in the field of capacity building with a Government or UN agency.
  • Experience working in a multi-stakeholder environments and experience in liaising  with governmental authorities.
  • Strong technical knowledge and presentation/facilitation skills for IBM related training and capacity building initiatives.
  • Strong knowledge of Libyan political and socio-economic context.
  • Experience in writing training plans, statements of works, standard operating procedures and detailed instructions.
  • Experience working in IBM programme an advantage.
  • Excellent communication skills, efficiency and flexibility;
  • Ability to work under pressure.
  • Attention to details and quality and capacity to meet deadlines.

Languages

  • Fluency in English and Arabic (oral and written).
