Job Description

NRC has been operating in Libya since 2018 with offices in Tripoli and Benghazi. NRC is providing assistance to Libyan IDPs, returnees and host communities in Benghazi and Tripoli with potential expansion to adjacent districts. NRC Libya is working to deliver variety of programming across the following sectors: Shelter, Information, Counseling and Legal Assistance Technical Assistant (ICLA), and Education. In the course of 2019 options for expanding programming to support the migrant and refuge population will be developed.

 

The Safety and Context Officer (SCO) will be responsible for facilitating NRC’s programming in Western Libya by ensuring implementation of security management procedures, providing HSS training for staff, and delivering analytical products that provide insight into conflict dynamics impacting on safety, organizational risks, or humanitarian access. The SCO serves as the primary HSS focal point for Western Libya, although he may also support the Access and Liaison Technical Officer (ALTO) with access support if needed..

Generic responsibilities :

 

Generic Responsibilities

1. Security Policy Implementation—ensure the implementation of NRC, Libya Country Office, and area security management policies with NRC Tripoli areas of operation

2. Field Assessments—produce rapid security assessments (RSAs) and—when designated by the HSSA—site security/MORSS assessments of potential program or facility locations

3. Security Advisories and Context Updates—provide flash advisories to NRC staff for security incidents within area of operations; produce daily security/context updates and disseminate to staff.

4. External Security Coordination—Liaise with other NGOs, the UN, and PSCs as required for execution of contingency planning, security-related service provision, or information exchange

5. Site Security—ensure the security of NRC facilities by managing the guard force and conducting regular site inspections

6. Current Operations—run the tracking and security management of daily NRC operations and movements

7. Security Training—Provide HSS training for staff, to include HEIST, Trauma First Aid, Guard Training, and Fire Safety

8. Information Management and Context Analysis—produce and maintain databases, maps, and data visualization products that help NRC Tripoli maintain situational awareness of its operational status, potential security risks, and humanitarian needs

9. Access Support—Cover duties performed by the Tripoli Access and Liaison Officer in the event that they are unavailable or otherwise unable to perform those

10. Perform any other duties as directed by management

 

 

Specific responsibilities:

1. Security Policy Implementation

a. Implement NRC’s safety and security policies at area level

b. Strictly adhere to the NRC Code of Conduct

c. Ensure implementation of minimum operating security standards and procedures

d. Immediately report all breaches of safety and security procedures to the security officer

e. Assist in the development of area hibernation, relocation and evacuation (HRE) plan, area security plan, medical plan, fire safety plan and any other standard operating procedures (SOPs) as directed by the security manager

 

2. Field Assessments

a. Produce RSRAs at the municipality level, and conduct site security assessments for programmatic sites in Tripoli and Western Libya as directed by the HSSA

b. Maintain deep knowledge of security dynamics within Tripoli, to include tribal relations, community acceptance levels towards various conflict actors, insurgent activities, and any other trends that may impact humanitarian access

 

3. Security Advisories and Context Updates

a. Identify security trends of particular concern for program centers, schools and youth in Western Libya, to include mine and unexploded ordinance (UXO) risks in programmatic areas

b. Provide security induction briefs to new staff members

c. Develop a strong and diverse security network to obtain reliable and up to date information

d. Assist in the production of regular security updates for NRC staff, with a focus on Tripoli

e. Monitor local news (video/internet) and social media for security developments

f. Disseminate flash advisories to staff when incidents may have immediate/direct impact on staff safety or access

g. Monitor weather conditions and update staff of any impending weather events that could impact NRC operations

 

4. External Security Coordination

a. Maintain network of NGO, UN and PSC security professionals operating in Western Libya

b. Maintain the ability to reach out to appropriate POCs in order to mobilize resources for contingency operations

 

5. Site Security

a. Develop fire safety, medical, hibernation, and evacuation plans for all NRC facilities in Western Libya

b. Participate in hiring panels for incentive worker guards, and—if required—staff guards

c. Manage the guard force—including shift schedules and time sheets—and alert the HSSA of any potential gaps in coverage

d. Conduct routine inspections of guards and their facilities to ensure their adherence to SOPs

e. Assist in the identification of MOSS/MORSS deficiencies for NRC facilities by conducting regular inspections

f. Maintain all security equipment related in a serviceable state and immediately report any faults, damage or unserviceability to the HSSA

g. Maintain up to date contact lists for all guards.

 

6. Current Operations

a. Disseminate urgent security updates to teams operating in the field

b. Facilitate pre-departure briefs for staff conducting field visits, to include recent security updates

c. Assist with maintaining location boards tracking NRC office staff and vehicles

d. Update GPS tracking system with digital overlays

e. Immediately respond as per NRC and area office SOPs in the event of a medical emergency

f. Immediately relay information to relevant parties involved in emergency actions as specified in SOPs.

g. Track and approve TARs according to SOPs

 

7. Security Training

a. Ensure that staff are fully prepared for contingency scenarios by delivering security training packages, to include training on first aid, hostile environment individual safety, visit planning, security awareness, communications gear, fire safety, security driver procedures, and guard requirements

b. Maintain training trackers, to be reviewed by HSSA

c. Submit training reports to Oslo/MERO as directed by HSSA

 

8. Information Management and Context Analysis

a. Produce and maintain databases, maps, and data visualization products that help NRC Tripoli maintain situational awareness of its operational status, potential security risks, and humanitarian needs

b. Generate SIGACT databases and/or ensure data provided from external sources matches database requirements (data cleaning)

c. Use data to identify key trends and alert HSSA to shifts in security context

d. Contribute to reports on potential contextual developments and contingency scenarios, with a particular focus on events that could create new humanitarian needs or jeopardize humanitarian access

e. Present scenarios to CMG and facilitate “table top exercises” that allow for senior management to plan for potential contingencies

 

9. Access Support

a. Cover duties performed by the Tripoli Access and Liaison Officer in the event that they are unavailable or otherwise unable to perform those functions, to include representation of NRC during access negotiations, submission of telex requests, and management of formal approval processes

 

Qualifications

·         1-2 years of prior security, access, and liaison-related work experience with an NGO; similar experience in a non-humanitarian organization may be evaluated for relevance

·         Previous experience from working in complex and volatile contexts

·         Documented results related to the position’s responsibilities

·         Fluency in Arabic and English required

·         University degree (or three years of relevant experience with high school degree)

·         Knowledge of security guard best practices

·         Extensive knowledge of Tripoli, to include tribal and local politics

·         Excellent communication and interpersonal skills; ability to represent NRC in a diplomatic fashion with governmental and community authorities

·         Ability to synthesize a large volume of information into concise reports

·         Ability to determine and flag sources of bias in local media sources

·         Ability to coordinate among NRC departments and external entities

·         Knowledge of MOSS/MORSS standards

·         Ability to properly employ VHF, SATPHONE, and GPS trackers

·         Knowledge of GIS or mapping software, to include Google Earth; highly proficient in map reading, land navigation, and plotting GPS coordinates

·         Ability to leverage pre-existing networks of security contacts, to include local security forces and NGO security focal points

Contract Period: 6 months (with possibility of extension subject to performance and availability of funds)
