This will encompass, in particular: Adhere to NRC policies, tools, handbooks and guidelines Assist a range of support with the implementation of the CC portfolio according to plan of action Implements independently procedures and activities within own function or core competency as delegated Responsible for organising and delivery of tasks in line with priorities and standards Develop and maintain knowledge of the specialist area of work in which technical assistance and support is being provided, in order to be most effective in supporting the team Use initiative in day to day problem solving in line with agreed procedures, priorities and standards for the area of work Prepare and develop status reports as required by management Ensure proper filing of documents Promote and share ideas for improvement in your area of expertise Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC Specific responsibilities Accounting for the particularities of the job location and context, the Technical Legal Officer will be responsible: – Literature review and stakeholder consultation on key challenges for refugees and migrants in Libya in relation to legal matters pertaining to accessing education; – Analysis of procedures and regulations of housing, land and property, civil documentation, residency and work right under Libyan law; – Coordination and meetings with international, national and governmental actors working on legal issues for IDPs, refugees and migrants; – Supporting external contracted consultants preparing reports on research subjects and collating data and information on beneficiary needs and protection issues arising related to the research subjects, – Provide periodic situational context and legal updates from the field and areas of operation, – Support and undertake legal research and production of briefs and reports on legal matters – affecting IDPs and refugees; – Support capacity building effort of staff and partners and Provision of trainings to NRC staff and relevant partners on legal and regulatory matters. Development of training materials for use in such sessions; – Mentor and guide technical assistants and provide them with technical advice for cases; – Provision of information, legal counselling and further legal support to ICLA beneficiaries – Case management of beneficiary cases including necessary follow up within agreed deadlines. – Close liaison with caseworkers in order to provide accurate and updated advise for ICLA beneficiaries. – Ensuring that partner organizations fully comply with agreed case management and client handling procedures; – Perform other tasks related to the position, as required. Generic professional competencies for this position: • Law degree; • Valid license from the Libyan Bar Association (preferred but not required); • Minimum 2 years of legal practice in Libya (preferred but not required); • Native fluency in Arabic; • ICLA related expertise • Work proficiency and drafting skills in English is an added advantage Extensive knowledge of Libyan legal system and practice; Background in housing, land and property law and/or foreigners’ legal status law and/or civil documentation law considered a strong advantage; Knowledge and experience in international human rights law; Experience in legal research; Experience in legal case management; Excellent report writing skills; Ability to provide high quality briefs, both written and verbal, to a range of stakeholders II.
