intergovernmental and non-governmental partners. IOM is dedicated to promoting humane

governments and migrants.

    Context:

Under the overall supervision of the Head of Resource Management, direct supervision of the Database/IT officer and in close coordination with Regional Information Technology Officer and Global ICT support in MAC. The successful candidate will provide user and technical support and services to IOM users in the Country Office in Libya and it’s sub-offices on corporate applications and infrastructure, promoting a client and service-oriented approach:

Core Functions / Responsibilities:

  1. Provide end user support to all staff in Libya Country Office and Sub-offices and ensure that all ICT Issue tickets and queries are logged and resolved appropriately and in a timely manner. Escalate tickets to Global User Support (GUS) or supervisor when and to supervise the ICT Tier one staff in the mission.
  2. Assist in provision for planned technology upgrades for network, systems and applications; including servers and WAN/LAN; and maintain and ensure availability and capacity of existing network, systems and applications (core services) in coordination with the Global User
  3. Monitor systems, network (LAN, WAN), applications and provide routine control of servers and data. Administer and monitor the electrical systems (UPS & Generators), Telephone IP systems IP PBX and security
  4. Manage problem solving, support and assistance for use of office technology (including but not limited to Microsoft Windows workstation, Microsoft Office and Adobe Acrobat). Assist in development where necessary and provide training to staff/users to ensure productive use of existing and new systems and ICT tools and applications.
  5. Install and re-locate the organizational unit’s hardware, coordinate equipment servicing and manage user account. Maintain an up-to-date ICT inventory (hardware and software) and inform the supervisor on assets that require replacement and software license renewal in a timely
  6. Support ensuring proper implementation of ICT polices, guidelines and standard in IOM Libya and work towards adherence to ICT strategy, to reach better efficiency.
  7. Support producing and maintain comprehensive documentation and reference materials for planned and delivered ICT systems in IOM Libya. Assist in analysing performance problems of network, systems and applications and recommend solutions to enhance functionality, reliability, and/or usability.
  8. Manage the regular updates of patches and firmware of operating system and other software and the distribution of the updates to all the workstations, as well other devices. Regularly update to latest firmware/patches to ensure protection from threats and vulnerabilities
  9. Support the procurement of ICT equipment by preparing the necessary documentation; liaising and coordinating with the relevant logistic and procurement unit in IOM Libya, and contacting local ICT service providers and
  10. Support the overall implementation of the integrated mechanism for data gathering and information management across all activities of Programs to verify accurate and reliable data is collected, stored, and submitted in a timely manner to be used for further processing including regular reporting;
  11. Support the effective implementation of various IM tools; undertake regular monitoring as per agreed timelines.
  12. Manage, update and regularly improve an effective information management system and other databases and lead the implementation of information management mechanism.
  13. Contribute to the design and implementation of Mission’s Information Management Systems and reporting tools;
  14. Support in monitoring of the data collection processes and the overall data management activities including encoding, storing, and transferring data from database as well as processing, and support to the analysis of the collected data and information locally;

Required Qualifications and Experience

Education

  • University/Institute Degree in Computer Science/System Engineering or a related field from an accredited academic institution with four years of relevant experience

Experience

  • Minimum four years’ experience in implementation and administration of Microsoft Windows network environment (LAN/WAN) and first-level network/desktop support.
  • Support and troubleshoot computer and network equipment, including Microsoft Office applications, Administration of a multi-site environment, TCP/IP, Telecoms, Network Protocols, Cisco devices, VPN, VoIP, Office 365, Antivirus Software and utilities
  • Valid technical certifications (CCNA, MCP Windows/Exchange Server, MCSA /MCSE, ITIL Foundation) would be a distinct advantage.
  • Demonstrated ability to handle confidential data in a professional, responsible and mature manner.
  • Demonstrated ability to work effectively and harmoniously with colleagues within a team from varied cultures and professional backgrounds.
  • Ability to present ideas in a user-friendly language to non-technical staff and end-users knowledge of an issue-tracking system an advantage.Skill

Languages

  • Fluency in English and Arabic is required
  • Working knowledge of French and/or Spanish is an advantage
