Senior Human Resources Officer/Trainer for Libya - The International Committee of the Red Cross


The ICRC Delegation in Libya has a vacancy for

Senior Human Resources Officer/Trainer

The position will be based in the Tripoli Sub Delegation

The Senior HR Officer delivers qualitative HR services and provides HR support for ICRC staff in Libya in accordance with ICRC policies and principles as well as relevant laws and regulations.
As a Trainer S/he drives and implements learning and development programs accordingly to set objectives for the region and contributes to deciding learning programs’ strategic orientations and evolution.

Main Responsibilities:

  • Ensures the correct application of the staff-management policies are applied correctly;
  • Contributes to drafting local staff policies/HR tools (including salaries, promotion, staff files) and implements them;
  • Keep her/himself well aware of ICRC policies and processes;
  • Acts as a focal point for employees on general HR and HR management issues;
  • Act as back-up for the HR Officers and HR Manager (HRM);
  • Actively assist HRM and take part in HR projects: provide administrative and organizational support and contribute to the preparation, implementation and follow up;
  • Liaise and coordinate with HR team members in the Area of Responsibly (AoR) and provide them with adequate support when relevant;
  • Contribute actively to maintain HR files;
  • Maintains HR processes up-to-date, including update of standard forms and templates in 2 languages (English and Arabic) when requested;
  • Can act as interpreter in HR meetings (internal or with external Arabic speaking interlocutors) and translate HR related documents when requested/needed;
  • Contributes to new HR strategies and its implementation;
  • Actively involved in staff wellbeing projects and follow up of the code of conduct;

Trainer:

  • Act as focal point for trainings, informs employees about training opportunities and mechanisms: institutional trainings, local language courses;
  • For institutional trainings: circulate the invites, collect applications and follow up with Learning and Development (LnD) centers, applicants and their line managers;
  • Train other HR team members on HR trainings to be delivered to staff and managers;
  • Facilitate HR sessions/workshops when relevant;
  • Identify and invite resource persons according to topics/ availability/ target population;

Recruitment:

  • Ensures recruitment process and policy are well applied, informs and assists hiring managers and candidates for positions under scope of responsibility;
  • Initiates recruitment campaign, manages applications and selection process;
  • Manages the enrolment process timely, legally and accurately including employment contractual documents and job descriptions;
  • Collects documents required for the employee’s file;
  • Conducts on-boarding HR induction for new staff in coordination with HR team and follows-up probation period;

Required background, skills and competencies:

  • Bachelors or equivalent university degree ideally in business management / HR;
  • Minimum 4-5 years’ work experience in Human Resources Management;
  • Excellent command of written and spoken Arabic and English;
  • Computer literate;
  • Strong communication and interpersonal skills, with proven ability to adapt and interact constructively with others;
  • Proven planning and organizing skills, attention to details and capacity to manage multiple tasks while maintaining priorities, with diligent approach of administrative tasks;
  • Service oriented and flexible;
  • Capacity to handle a lot of sensitive information with strict confidentiality and ethics;
  • Highly responsible with capacity to work independently while maintaining team dynamic and team spirit;
  • Genuine interest in humanitarian activities (especially ICRC’s), previous experience in humanitarian environment an asset;
  • Must be able to regularly travel inside and outside of Libya.
