Livelihoods Project Advisor, Libya - Peaceful Change initiative


TITLE: Livelihoods Project Advisor – Libya

BASED IN: Flexible: UK, Italy or Tunisia – home-based or from PCi offices if COVID-19 conditions permit (candidates should have the right to live and work in the country where the position is based)

FULL/PART-TIME: Full time, fixed-term employee until April 2022

SALARY: Depending on experience

REPORTS TO: Peacebuilding Senior Advisor

Position Summary

PCi has recently secured additional funding to integrate a project component focusing on the nexus between livelihoods and peace into its 3-year peacebuilding programme in Libya. This new project component aims to better capture and address the economic challenges faced by communities in target areas as a result of conflict and displacement and exacerbated further by COVID-19. Project activities will look to strengthen livelihood opportunities where the economic crisis is having – or is likely to have – a negative impact on community relations, gender equality and social inclusion.

PCi is therefore looking to recruit a livelihoods specialist to advise on the development of its integrated programming approach to livelihoods and peace in Libya, and to manage the inception and rollout of this new project component. The Livelihoods Project Advisor will work as part of PCi’s Libya Team and lead on activity design, implementation, monitoring and evaluation, and reporting, including to produce a set of Local Economy Assessments that will inform tailored interventions to support livelihoods in target areas. The Livelihoods Project Advisor will also facilitate learning, contribute to capacity building of PCi’s Team and local partners in the subject matter, and occasionally work with PCi’s College of Advisors and other geographic teams on the development of PCi’s overall strategy on livelihoods and peace.

Strategic Planning and Leadership

  • Advises on PCi’s new approach to integrated programming on Livelihoods and Peace in Libya, including leading on designing, testing and adapting new methodologies and project activities
  • Leads on economic research and analysis in target areas, working closely with the Libya-based team to map relevant stakeholders, design data collection methodologies, test and analyse findings, and draft reports with recommendations
  • Designs and manages the implementation of effective and relevant livelihoods interventions informed by research and analysis
  • Leads on and facilitates learning opportunities for PCi’s team to develop its approach to Livelihoods and Peace in Libya
  • Works closely with PCi’s other geographic teams and the College of Advisors to present findings and learning that can inform the development of PCi’s overall strategy on Livelihoods and Peace
  • Maintains regular communication and excellent relations with donors and project partners, leading on briefings and updates on PCi’s progress and learning on implementing Livelihoods and Peace activities in Libya
  • Leads on and facilitates opportunities for capacity building of PCi Team on Livelihoods and Peace
  • Pursues opportunities to expand PCi’s work on Livelihoods and Peace, including through new partnerships and fundraising
  • Acts as PCi’s focal point / representative at external events and coordination meetings with international partners and donors

Project Management

 Working closely with the Libya Team, leads on the rollout of new project activities, ensuring that these are well integrated into the existing programme

  • Leads on tracking project activities and deliverables, ensuring they remain on schedule
  • Convenes regular project coordination, review and planning meetings
  • Leads on producing donor reports and responds to donor requests for information
  • Ensures that PCi is in compliance with PCi’s policies and donor regulations
  • Maintains appropriate filing and records of project documents on PCi’s shared drive
  • Maintains regular communication and excellent working relationships with Team members based in Libya and headquarters’ offices, convening and facilitating meetings as appropriate
  • Supports ongoing capacity building of PCi staff and local partners, as necessary
  • Contributes to regular reviews of project impact

Person Specification

The ideal candidate for this position is a self-starter professional with excellent analytical skills, knowledge of economic development, and experience in designing and implementing effective livelihood interventions in conflict-affected countries.

Experience
Postgraduate Degree in a relevant subject or demonstrable equivalent experience Essential
At least 7 years’ experience in the peacebuilding, development, or humanitarian sectors Essential
Demonstrable knowledge of the nexus between livelihoods and peace, and proven experience in designing and implementing impactful livelihood interventions in fragile contexts Essential
Proven experience in livelihoods programming Essential
Proven experience in Monitoring, Evaluation, Accountability, and Learning, including experience of designing M&E frameworks, processes and tools Essential
Excellent analytical and English writing skills, with proven experience of producing high-quality donor reports and research/policy publications for external audiences Essential
Demonstrable experience of leading on conceptualising and testing new approaches to programming Essential
Proven experience of designing participatory research methodologies, analysing findings, and producing recommendations Essential
Experience working with diverse teams; experience living/working in challenging environments Essential
Experience in developing creative and agile solutions to challenges that occur due to insecurity and conflict Essential
Willing to model values of inclusion, dialogue, and collaboration Essential
Knowledge of the Libyan context and experience of implementing programmes in Libya Desired
Fluency in Arabic Desired
